Meeting was called to order by Acting Mayor Pafford, the � roll was called and Commissioners Pafford, Morey, Peters, Spaeth and Surface and City Attorney Norris responded. R. J. Surface, the newly elected Commissioner, having duly qualified by taking his oath of office and filing his official bond duly approved by the Judge of the District Court, assumed the duties of his office as City Commissioner. The minutes of the Regular Meeting of November 12, 1934 and Regular Meeting of November 14, 1934 , were read and approved as read. A petition was presented asking for the rezoning from the "A" District to the "Bfi District of the parts of lots facing Eighth Street known as Lots 1-2-3-4-5-6-7-8 in Block 6, and Lots 1-2-3-4 Block 5, Beebe's Addition to the City of Salina, Kansas. Commission- er Peters moved that request be granted and that the City attorney be instructed to draft an ordinance providing for such change in the zoning ordinance. A permit was granted to Virgil Reeves to construct a building on Lot 1, Block 1, E. M. I. Addition with a set -back of fourteen (14) feet. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; A es: Pafford, Morey, Peters, Spaeth and Surface (5) Nays: (0� Mayor approved the ordinance and it is numbered 4477. The following claims to be paid from Relief Highway Fund were presented for payment: The Texas Company Road Supply & Metal Company Chas. E. Banker, City Clerk Putnam Sand & Building Company Lee Hardware Company Ruhling Hardware Company Paving Filler 4642.50 Culverts 167.28 Cash paid out for labor 114.80 Sand 56.36 Paint 25.00 Nails & Tools 4.69 Commissioner Morey moved that claims be allowed by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of certain claims." On motion of Commissioner Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hadAyes!, Pafford, Spaeth, Morey, Peters and Surface (5) Nays: (0•� Mayor approved the ordinance and it is numbered 4478. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina designated as Lateral Sewer District No. 171, providing for the construction of a lateral sanitary sewer in such district and for the cost thereof and for the levying of special assessments against the property in such district for the payment of such cost and for the issuing of bonds therefor." On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes-: Pafford, Spaeth, Morey, Peters and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4479. C 1 1 1 communication was presented from A. Re Buzick., Kr., in reference to refund to Lee Churchman for money paid to the City of Salina for taxicab license. Same was read and placed on file. Sign application No. 130, asking permission to erect a sign on building located at 141 North Santa Fe Avenue was received from the Eagle Auto Stores. Commissioner Morey moved that application be approved by the Board of Commissioners. Commissioner Peters nominated Re J. Pafford as Chairman of the Board of Commissioners and Mayor of the City of Salina for the unex- pired term of Me A. Stevenson, deceased. Motion carried and Re Js Pafford declared elected as Mayor and Chairman of the Board of Commis- sioners of the City of Salina for the unexpired term of Me A. Stevenson, deceased. Commissioner Morey nominated J. J. Spaeth as Vice Chairman of the Board of Commissioners and Acting Mayor of the City of Salina, to act as such in the absence of the Mayor. Motion carried and J. J. Spaeth declared elected as Vice Chairman of the Board of Commis- sioners and Acting Mayor of the City of Salina. On motion of Commissioner Spaeth the Board of Commissioners adjourned. Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Morey, Peters, Spaeth and Surface and City Attorney Norris responded. Meeting was held for the purpose of acting on the appraisers report filed by the appraisers for the construction of Lateral Sani- tary Sewer Number 169. The appraisers report for the construction of Lateral Sanitary Sewer No. 169 was taken up and read as follows: STATE OF KANSAS ) ) SS. COUNTY OF SALINE } We, John Frederick, L. We Carl and E. D. Martin, being duly and severally sworn according to law, each for himself, does hereby solemnly swear that he is disinterested in any of the property liable to special a ssessment for the cost of constructing Lateral Sanitary Sewer No. 169, as more particularly described and provided for in Ordinance No. 4458 of the City of Salina, Kansas, and that each of us will to the best of our judgment and ability make a true and impartial appraisement of all the lots and pieces of ground abutting on such s treet as above mentioned, without regard to the buildings or improvements thereon, for the distance improved as set forth and designated by the Board of Commissioners in the ordinance above mentioned.
