Regular meeting of the Board of Commissioners November 12, 1934.
Meeting was called to order by Acting Mayor Pafford, the roll was
called and Commissioners Pafford, Morey, Peters and Spaeth and City
Attorney Norris responded. The vacancy caused by the death of
Commissioner lvl* A. Stevenson, Mayor, not having been filled.
The minutes of the Regular Meeting of November 5. 1934 and
Regular Meeting of November 7, 1934, were read and approved as read.
Bids for the construction of Lateral Sanitary Sewer Number 170
received as follows:
L. C. Aharto Salina, Kansas.
Lyon Plumbing Company, Salina, Kansas.
City Engineers estimate Of cost for the construction of Lateral
Sanitary Sewer Number 170 was read,
Commissioner Morey moved that the contract be awarded to Lyon
Plumbing Company as per bid submitted, subject to the receipt of the
KERG Grant, and that certified check be returned by the City Clerk
to L. Ce Ahart, the unsuccessful bidder. Motion adopted.
A petition was presented asking for the construction of a sanitary
sewer in the alley west of Chicago Street from a point 471 feet north

f the north line of Walnut Street to the existing manhole in Univer-
sity Place. Commissioner Morey moved that same be granted.
An ordinance was introduced for first reading entitled* "An
ordinance creating and defining a certain Lateral Sanitary Sewer district,
in the City of Salina designated as Lateral Sewer District Number 171,
providing for the construction of a lateral sanitary sewer in such
district and for the cost thereof and for the levying of special
assessments against the property in such district for the payment of
such cost and for the issuing of bonds thereof", On motion of Com-
missioner Spaeth same was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and regulating the use, operation and parking
of vehicles on the streets of the City of Salina, Kansas, and the pas-
sage of pedestrians upon and over such streets, providing penalties for
the violation of this ordinance and repealing certain ordinances and
parts of ordinances of the City of Salina*" On motion of Commission-
er Mbrey same was referred to the Board of Commissioners.
Sign Application No. 129, asking for the erection of a sign on
Lot 980 Ninth Street, Kansas Wesleyan University Additione received
from Peatling Motor Company. Commissioner Spaeth moved that same be
approved by the Board of Commissioners, said sign to be placed at least
50 feet from Ninth Street and 13 feet from Cloud Street and 3 feet

from the north line of said lot. Motion adopted.
The appraisers report for the construction of Lateral Sanitary
Sewer No, 169 received and on motion of Commissioner Peters, Monday.,
November 19, 1934 at 5:00 P. me was designated as a Special Meeting at
which time the Board of Commissioners will act on such report, and that
the City Clerk give notice in the official City paper as provided by
law,
Commissioner Morey placed in nomination the name of Re J. Surface
as a member of the Board of Commissioners of the City of Salina
Kan-
sas, to fill vacancy caused by the death of Commissioner Stevenson,
deceased, to serve as Commissioner for the unexpired term of Me A. Steven-
son.
On roll call Re J. Siirface was unanimously elected by the affirma-
tive vote of Commissioners Paffordp Morey, Peters and Spaeth,, the re-
maining members of the Board of Commissioners of the City of Salina
Kansas , to fill the unexpired term of Me A. Stevenson, deceased, his
term of office to commence upon his taking the oath of office and upon
the filing and approval of his official bond,
Actin6 Mayor Pafford appointed John Frederick, L. Carl and
E. D. Martin, as appraisers to ascertain the valuation of certain
lots and pieces of ground in the City of Salina, Kansas, liable to
special assessment for the cost of constructing Lateral Sanitary
Sewer Number 170. On motion of Commissioner Peters the appoint-
ments were confirmed by the Board of Commissioners.
On motion of Commissioner Spaeth the Board of Commissioners
adjourned to meet Wednesday, November 14th, 1934 at 1:30 P. ti.
