WHEREAS, on October 26, 2020, the City Commission adopted Resolution No. 20-7893

authorizing the Mayor to execute the Former Schilling Air Force Base Site Environmental Project

8 Management Agreement dated November 3, 2020 (the "Agreement") among the City of Salina, the Salina
Airport Authority, Unified School District No. 305, and Kansas State University (collectively, the "Salina
Public Entities"), and
WHEREAS, Section 5.2 of the Agreement requires the City of Salina to establish by ordinance a
separately budgeted special revenue fund in anticipation of receipt of the Untited States Settlement Payment
and the Retained Federal Funds (as described in the Agreement) in order to account for receipt, investment,
and authorized expenditure of funds in accordance with the Agreement on behalf of the Salina Public
LEntities, SO NOW,THEREFORE;
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Creation of Fund. A separately budgeted special revenue fund titled "Former
SAFB Environmental Project Fund" shall be created and maintained on the City's financial system to
account for all funds and investment proceeds received and authorized expenditures made pursuant to
the Agreement as it exists or may be amended by the Salina Public Entities.
Section 2. Effective. This ordinance shall be in full force and effect from and after its adoption
and publication once in the official city newspaper by the following summary:

On December 21, 2020, the City Commission passed Ordinance No. 20-11049. The Ordinance
establishes the "FORMER SAFB ENVIRONMENTAL PROJECT FUND" to be administered pursuant
to the Former Schilling Air Force Base Site Environmental Project Management Agreement dated
November 3, 2020, among Kansas State University, Unified School District No. 305, the Salina Airport
