A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A LETTER OF SUPPORT
FOR THE SALINA HOUSING AUTHORITY'S (SHA) Application TO THE
DEPARTMENT OF HOUSING AND URBAN AFFAIRS (HUD) TO PARTICIPATE IN
THE SECATION 18 AND RENTAL ASSITANCE DEMONSTRATION (RAD)
PROGRAMS.
WHEREAS, in 2012 HUD created the RAD program to allows public housing agencies to
leverage public and private debt and equity in order to reinvest in the public housing stock by
forming a public/private partnership;
WHEREAS, RAD was initially rolled out to only very large public housing authorizes with
a gradual application to smaller agencies;
WHEREAS, in 2019 HUD expanded Section 22-Voluntary RAD Conversion to all housing
authorities with less than 250 units;
WHEREAS, SHA has 162 units of public housing; and
WHEREAS, in order to apply for use of Section 18 and the RAD program to SHA units a
letter of support is required from the City to HUD.
SO NOW THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas;
Section 1. The Governing Body authorizes the Mayor to sign a letter of support for the
SHA's application to HUD to participate in the Section 18 and RAD programs.
Section 2. That this resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 14th day of
December, 2020.
