05-07-1934 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MAY 7, 1934. Regular meeting of the Board of Commissioners May 7th, 1934. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Morey, Pafford, Peters and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of April 30th, 1934 and Regular Meeting of May 3rd, 1934, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters and Spaeth (5) Nays: (0) The Mayor approved the ordinance and it is numbered 4399. The following claim to be paid from the Relief Highway Fund was presented for payment: Chas. E. Banker, City Clerk, Cash paid out for labor $401.60 Commissioner.Morey moved that claim be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of a certain claim." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters and Spaeth (5) Nays: (0) The Mayor approved the ordinance and it is numbered 4400. City Engineer submitted Estimate Number 2 to H. J. Taylor Con- struction Company for material furnished and labor performed in the construction of Storm Sewer Number 9-B, prior to May 1, 1934, under contract dated November'27, 1933. On motion of Commissioner Pafford same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters and Spaeth (5) Nays: (0) The Mayor approved the ordinance and it is numbered 4401. An ordinance was introduced entitled: "An ordinance making an appropriation from the funds of the Water Department for the purchase of a Temporary Note of the City of Salina." On motion of Commissioner Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters and Spaeth (5) Nays: (0) The Mayot approved the same and it is num- bered 4402. City Engineer submitted Final Estimate to H. J. Taylor Con- struction Company, for material furnished and labor performed in the construction of Storm Sewer No. 9-A under contract dated October 26, 1933. On motion of Commissioner Pafford same was approved by the Board of Commissioners. City Engineer submitted the following report in reference to the construction of Storm Sewer Number 9-A: Salina, Kansas. May 7, 1934. To the Honorable Board of Commissioners City of Salina, Kansas. Gentlemen: The construction of Job No. 76, Walnut Street Storm Sewer No. 9-A, Public Works Administration, Docket No. 2464, by the H. J. Taylor Construction Company, under a contract dated October 26, 1933, has been 1 1 1 1 1 1 1 1 completed in accordance with the plans and specifications. I hereby approve the work done under the above contract and recommend the acceptance of the work, and that the final estimate due the contractor be allowed. Respectfully, (Signed) H. N. Lamme City Engineer Commissioner Peters moved that the City Engineers report as to the completion of Storm Sewer No. 9-A be approved and that the work be accepted. Motion carried. On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ages: Stevenson, Morey, Pafford, Peters and Spaeth (5) -Nays: (0) The Mayor approved the ordinance and it Is numbered 4403. The following claim to be paid from Public Works Administration Docket Number 2928 "Force Account Fund" was presented for payment: Chas. E. Banker, City Clerk, Pay Rolls numbered 18-19-20 4887.96 Commissioner Morey moved that claim be approved by the Board Of Commissioners. Motion carried. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of Pay Rolls numbered 18, 19 and 20 from Public Works Administration Docket Number 2928, Force Account Fund." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ages: Stevenson, Morey, Pafford, Peters and Spaeth (5) Nags: (0) The Mayor approved the ordinance and it is numbered 4405. An ordinance was introduced for first reading entitled: "An ordinance ratifyinng and confirming a contract for the re -paving of Ninth Street from the south line of Ash Street to the south line of North Street (west of Ninth Street); the re -curbing of Ninth Street from the south line of Bishop Street to the south line of North Street (west of Ninth Street); the construction of precast concrete railroad crossings across Ninth Street between the south line of Bishop Street and south line of North Street (west of Ninth Street); the curbing, guttering and paving of Columbia Avenue from the north line of Ash Street to the south line of Elm Street, and of University Place from the east line of Baker Street to the west line of Twelfth Street." On motion, same was referred to the Board of Commissioners. Application for license to sell malt and cereal beverages in the City of Salina, Kansas, received from: Retail Class "B" Malt_ and Cereal Beverage License_ _ D. x• McGhay, 215 West Ash Street Commissioner Pafford moved that application be approved by the Board of Commissioners. Motion carried. Notice of cancellation of Automobile Policy No. 42666, effect- ive May 12, 1934, issued to Rog Bucheneau and DeLuxe Cab Company was re- ceived. City Clerk was instructed to notify Mr. Bucheneau of such cancellation. On motion of Commissioner Morey the appointment was confirmed j by the Board of Commissioners. I Mayor Stevenson appointed John Frederick, Lewis Carl and E. D. j Martin to act as appraisers in ascertaining the -valuation of certain lots and pieces of ground liable to special assessment for the cost of re -paving: Ninth Street from the south line of Ash Street to the south line of North Street (west of Ninth Street); j Re -curbing Ninth Street from the south line of Bishop Street to the south line of North 6treet (west of Ninth Street); Curbing, guttering and paving Columbia Avenue from the north line of Ash Street to the south line of Elm Street; and University Place from the east line of Baker Street to the ! west line of f Twelfth Street.
