Regular meeting of the Board of Commissioners December 9,
1935. Meeting was called to order by Mayor Peters, the roll was
called and Commissioners Peters, Jackson, Mitchell, Morgenstern and
Surface and City Attorney Norris responded.

The minutes of the Regular Meeting of December 2, 1935

were read and approved as read.
i Commissioner Surface moved that the petition asking for the
rezoning of Lot 7, Plat "CO Neeley' s Addition from `ABs` residential to
! Commercial Zone be granted. Motion adopted* i
i
Commissioner'Surface moved that action be deferred on the
petition asking for the rezoning of Lots 1 and 2 on Elm Street, Bishop's
Addition to the City of Salina, Kansas, and that the same be referred
i
to the City Manager to furnish plat. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."

On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgen-
stern and Surface (5) Nays: 0) The Mayor approved the ordinance
i
and it is numbered 4589.
Application for Pool Hall license received from John S. Gordon.
Commissioner Surface moved that same be granted.

An ordinance was introduced for first reading entitled: "An
ordinance levying special assessments against certain property to pay
the cost of constructing certain water service pipes in certain streets
in the City of Salina, Kansas." Same was referred to the Board of
Commissioners.
Pursuant to notice published in the Salina Journal $39,000.00
par value of Refunding Bonds of the City of Salina of the issue of

$72,000.00 for delivery on or about January 10, 1936 were placed on
sale. Offers for said bonds were received from:
Lathrop, Hawk, Herrick Co. Wichita, Kansas
Estes Payne & Company, Topeka, Kansas
Cloninger-Dranson Investment Co. Wichita, Kansas
Columbian Securities Corporation, Topeka, Kansas
Beecroft, Cole & Co., Topeka, Kansas & Stern Bros. Kansas City, MP_
Ranson, Davidson Company, Wichita, Kansas.
Small -Millburn Company, Wichita, Kansas.
City National Bank & Trust Company, Kansas City, Missouri

The Brown-Crummer Investment Company, Wichita, Kansas
Dunne, Israel Company, Wichita, Kansas.
The Commissioners found that the best offer for $39,000.00
of said bonds for delivery on or about January 10, 1936 was made by
The Brown-Crummer Investment Company of Wichita, Kansas, who offered
to purchase said $39,000.00 of bonds dated January 1st, 1936, bearing
interest at 2-1/4% per annum, payable semi-annually, maturing $3,000.00

on July 1, 1937 and $4,000.00 on July 1, of each year from 1938 to
1946 inclusive, at par and accrued interest to date of delivery, plus
a total premium of 51 cents, the City to print the bonds and allow

$39.00 for legal opinion, subject to the right of School Fund Commission
to purchase the bonds and subject to registration by the State Auditor,
Commissioner Surface moved that $39,000.00 par value of said
bonds dated January 1, 1936, bearing interest at 2-1/4% per annum, for
delivery on or about January 10, 1936, be sold to The Brown-Crummer
Investment Company of Wichita, Kansas, at par and accrued interest to
date of delivery, plus a total premium of 51¢, the City of Salina to
furnish printed bonds and allow $39.00 to cover legal opinion, and that
the Mayor be authorized to sign a contract with The Brown-Crummer In-
vestment Company of Wichita, Kansas, for the sale and delivery of said
bonds on such terms, and subject to the rejection of said bonds by the
School Fund Commission and registration by the State Auditor, and that
the cashiers check for $800.00 deposited with the City Clerk as evidence
of good faith of the purchaser be held by the City in accordance with
the terms of said contract, and that bonds of such issue to be delivered
to such purchaser shall be in the denominations of $1,000.00 each and
shall be those numbered and maturing as follows:

A written offer submitted bThe Brown-Crummer Investment Com-
pany of Wichita, Kansas for said 39,000.00 of bonds was, on motion
duly approved by the Board of Commissioners and was duly signed by
the Mayor.
No offers having been received for the remaining bonds of said
issue, it w as duly seconded and carried, that said remaining bonds
be kept on sale at the office of the City Clerk, for sale to the
highest bidder therefor from time to time, at not less than par and
accrued interest, subject to the approval of the Board of Commission-
ers.
Ari ordinance was introduced for second reading entitled: "An
ordinance providing for the issuance of Refunding Ibnds of the City
of Salina, Kansas, in the aggregate amount of $72,000.00 for the
purpose of refunding certain outstanding bonds of such City in a
like amount, to be designated as Series R-111.'
On motion of Commissioner Surface the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Jackson, Mitchell,
Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4590.
On motion of Commissioner Surface the Board of Commissioners
adjourned.
