10-28-1935 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 282 1935. Regular meeting of the Board.of Commissioners October 28, 1935. Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and City Attorney Norris responded. The minutes of the Regular Meeting of October 21, 1935, were read and approved as read. Bids were received for the: Re -paving of Santa Fe Avenue from the north line of Elm Street to the north right-of-way of the Union -Pacific Railroad; Re -curbing and guttering Santa Fe Avenue from a point 130 feet south of the south line of Pine Street to the south line of Lincoln Avenue. Drainage improvements on Santa Fe Avenue from a point south, of Pine Street to the intersection of North Street. Construction of railroad crossings on Santa Fe Avenue between the north line of Elm Street and the north right-of-way line of Union Pacific Railroad; Paving Tenth Street from the north line of Park Street to the south line of Elm Utreet. Taylor Construction Company, Salina, Kansas. Harding Fuel & Supply Company, Omaha, Nebraska. City Engineers Estimate of Cost for the above named improvements was read. Bids were received for furnishing and erecting Steel Elevated Tank and Tower of 1,000,000 gallon capacity as follows: (Section 1) McClintic-Marshall Corporation, Bethlehem, Pennsylvania Pittsburgh -Des Moines Steel Co., Pittsburgh, Pennsylvania Chicago Bridge & Iron Works, Chicago, Illinois. Bids were received for the footings and foundations of the above mentioned tank and tower as follows: (Section 2) A. W. Daleen, Salina, Kansas. L. W. Rexroad Construction Co., Salina, Kansas Alfred Lindgren, Salina, Kansas Johnson Bros, Construction Co., Salina, Kansas City Engineers Estimate of Cost for the above work was read. All bids were tabulated by the City Engineer. City Engineer submitted his report on the bids received. Paving Commissioner Morgenstern moved that the contract for con- struction of paving and drainage improvements be awarded to Harry J. Taylor, doing; business as H. J. Taylor Construction Company of Salina, Kansas, as per his proposal this day submitted, the same being the lowest and best bid therefor, subject to the approval of Public Works Administration and allotment of P. W. A. funds for such improvements, and that the Mayor be authorized to sign contract on behalf of the City for such improvements in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein, when same has been approved by the Public Works Administrator and after allotment of funds by the P. W. A.; and that the certified checks be returned by the City Clerk to the unsuccessful bidders. Motion adopted by the following vote: Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: (0). 1 1 �1 1 1 j I I Tanks, Footings & Foundations Commissioner Surface moved that the contract for the erection of elevated steel tank and tower be awarded to George T. Horton, Merle J. Trees and Horace Be Horton, co-partners, doing business as Chicago Bridge & Iron Works of Chicago, Illinois as per their proposal this day submitted, they being the lowest and best bidders for such improve- ments; and that the contract for footings and foundations of said tank be awarded to T. R. Johnson and E. 0. Johnson, co-partners doing business as Johnson Bros. Construction Company of Salina, Kansas as per their proposal this day submitted, they being the lowest and best bidders for such improvements, subject to the approval of Public V,orks Administration and allotment of P. W. A. Funds for such improvements, and that the Mayor be authorized to sign contracts on behalf of the City for such improvements in accordance with such proposals and the form of contracts and specifications attached thereto and referred to t therein; and that the certified checks by the City Clerk to the unsuccess" j ful bidders. Morgenstern and Surface (5) Nays: A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Phillips Street from the south line of Charles Street to the north line of Crawford Avenue." On motion of Commissioner Surface the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Sur- face (5) Nays: (0) Mayor approved the resolution and it is numbered 644. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of { Kirwin Avenue from the east line of Ninth Street to the west line of Highland Avenue." r On motion of Commissioner Jackson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had• Ayes: Peters, Jackson, Mitchell, Plorgenstern and S urface (5) Nays: �0) Mayor approved the resolution and it is numbered 645. i The above resolution is recorded in full on Page 35b of Reso- lution Book Number 2. i A resolution was introduced for second reading entitled: "A Resolution relating to the paving of unpaved portion of Ninth Street between curb lines from the north line of Jewell Street to the north line of Cloud Street." On motion of Commissioner Mitchell the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nags) (0) Mayor approved the resolution and it is numbered 646. The above resolution is recorded in full on Page 6,46in Reso- lution Book Number 2. Application for taxicab license for the balance of 1935 was received from M. W. Brown. c Commissioner Surface moved that license be granted subject to the filing of liability policy. Motion adopted. Application for license to sell malt and cereal beverages in the City of Salina, Kansas, received as follows: RETAIL CLASS "A" MALT & CEREAL BEVERAGE DEALERS LICENSE j Weldon Jackson, 901 North Santa Fe Avenue 0. T. Dodson, 332 North Santa Fe Avenue. Commissioner Jackson moved that applications be approved by the Board of Commissioners. Motion adopted. A petition was presented asking for the rezoning of Lots 1 and 2 on Elm Street, Bishop's Addition to the City of Salina, Kansas from "B" Residence District to Commercial Zone. Commissioner Jackson moved that petition be referred to the City Planning Commission. A petition was presented asking for the rezoning of Lot 7, Plat "C" Neeley's Addition to the City of Salina, Kansas from "B" residential to Commercial Zone.
