10-21-1935 Minutes1 D COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA* KANSAS. OCTOBER 21, 1935. A regular meeting of the Board of Commissioners of the City of Salina, Kansas, was held on the 21st day of October 1935. The meeting was called to order by Magor F. C. Peters, and on roll call the following commissioners answered present: Peters, Jackson, Mitchell and Surface. The following were absent: Morgenstern. The minutes of the Regular Meeting of October 14, 1935 were read and approved as read. i An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following votT was had; Ayes: Peters, Jackson, Mitchell and Sur- face (4) Nays: 0) Commissioner Morgenstern absent. Mayor approved the ordinance and -it is numbered 4577. The following claims to be paid from the Relief Highway Fund were presented for payment: Chas. E. Banker, City Clerk, Lee Hardware Company Road Supply & Metal Company Leidigh & Havens Lbr, Co., Putnam Sand & Bldg. Co. Utt Lumber Company Cash paid out for labor $380.40 Supplies 64.66 Circle 48.00 Lumber, Cement & Sewer Wipe 23.46 Sand 18.76 Cement 10.00 Total - - - - - - - - -$545.28 Commissioner Jackson moved that claims be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of certain claims." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor approved the ordinance and it is numbered 4578. After the discussion of the offer of the United States of America to aid by way of grant in financing the construction of Water Works Extension - Storage Tank (State File No. Kansas 1031) being the improvements provided for and authorized by Ordinance No. 4538 of said City providing for and authorizing the construction of an elevated water storage tank together with necessary appurtenances and connection with water mains, the following resolution, numbered 642 and entitled: "A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF SALINA, KANSAS, TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF WATER WORKS EXTENSION - STORAGE TANK (STATE FILE KAN. 1031)" was introduced for second.reading and read in full: RESOLUTION NO. 642 A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF SALINA.. KANSAS, TO AID BY WAY OF GRANT IN FINANCING THE CON- STRUCTION OF WATER WORKS EXTENSION - STORAGE TANK (STATE FILE KAN. NO. 1031). BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas: Section 1. That the offer of the United States of America to the City of Salina, Kansas to aid by way of grant in financing the construction of Water Works Extension - Storage Tank (State File Kan. No. 1031) being the improvements provided for and authorized by Ordinance No. 4538 of said City providing for and authorizing the construction of an elevated water storage tank together with necessary appurtenances and connection with water mains, a copy of which offer reads as follows: P. W. 42391 - 43 FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS Washington, D. C. October 7, 1935. State File Kans. No. 1031, The City of Salina, Salina, Saline County, Kansas. Subject to the Rules and Regulations (PWA Form No. 179, July 22, 1935 as amended to date) which are made a part hereof, the United States of America hereby offers to aid in financing the con- struction of extensions to waterworks system, consisting principally of the construction of an elevated storage tank (herein called the "Project") by making a grant to The City of Salina in the amount of 45 percent of the cost of the Project upon completion, as determined by the Federal Emergency Administration of Public Works, but not to exceed, in any event, the sum of $32,700. UNITED STATES OF AMERICA Federal Emergency Administrator of Public Works By, Horatio B. Hackett Asst. Administrator be and the same is hereby in all respects accepted. Section 2. That said City of Salina, Kansas, agrees to abide by all the rules and regulations relating to such grant, a copy of which rules and regulations were annexed to the Government's offer and made a part thereof. Section 3. That H. N- Lame., City Engineer of the City of Salina, Kansas, be and he is hereby authorized and directed to forthwith send to the Federal Emergency Administration of Public Works three certified copies of this Resolution and three certified copies of the proceedings of the Board of Commissioners of the City of Salina, Kansas, in connection with the adoption of this Resolution, and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federal Emergency Administration of Public Works. The Mayor therefor declared said Resolution carried and the Mayor thereupon signed said Resolution in approval thereof and the City Clerk thereupon attested the same and affixed the seal of the City thereto. The above resolution is recorded in full on Pages 347 and 348 in Resolution Book Number 2. After discussion of the offer of the United States of America to aid by way of grant in financing the construction of Paving and Drainage Improvements (State File No. Kan.1050) being Improvements provided for and authorized by Ordinance No. 4554 of said city provid- ing for the repaving of Santa Fe Avenue from the north line of Elva Street to the north right-of-way line of the main line right-of-way of the Union Pacific Railroad Company in said City, and Ordinance No. 4557 of said city providing for the recurbing and reguttering of Santa Fe Avenue from a point 130 feet south of the south line of Pine Street to the south line of Lincoln Avenue in said City , and Ordinance No. 4555 providing for the paving of Tenth Street from the south line 1 1 1 of Elm Street to the north line of Park 3reet, the following Resolution numbered 643 and entitled "A RESOLUTION'ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY 6F SALINA.. Curry, 114 South Fifth Street Commissioner Jackson moved that applications be approved by the Board, of Commissioners. Motion adopted. Application for Pool Hall License for the balance of 1935 received from: W. A. Wilhelm, d/b/a The Smoker Commissioner Jackson moved that application be approved by the Board of Commissioners. Motion adopted. A petition was presented asking for the curbing and guttering of-Kirwin Avenue from the east line of Ninth Street to the west line of Highland Avenue. Same wa s referred to the City Manager and to the City Engineer. A petition was presented asking for the curbing and guttering of Ehillips Street from the south line of Charles Street to the north line of Crawford Avenue. Same was referred to the City Manager and to the City Engineer. A resolution.was introduced for first reading entitled: "A resolution relating to the curbing, guttering and grading of Phillips S rest from the south line of Charles Street to the north line of Crawford Avenue." Same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering and grading of Kirwtn Avenue from the east line of Ninth Street to the west line'of ighland venue. Same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the paving of the unpaved portion of Ninth'Ztreet between curb lines, from the north line of Jewell Street to the north line of Cloud Street. Same was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance relating to and extending the fire limits of the City of Salina and relating to the construction of buildings within the limits defined in this ordinance." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote waa had; Aye4:, Peters, Jackson, Mitchell,(4) Nays: .(0). zConniissibnerr.Morgenstern.ab ont. Mayor approved the ordinance and it is numbered 4579. Bids for the construction of curbing and guttering on: Sheridan Street,, from the south line of Crawford Avenue to the south lin of Republic Avenue; and Kansas Avenue from the north line of Elm Street to a point 130 feet north of the north line of Elm Street, received as follows: Johnson Bros. Construction Company, Salina, Kansas L. W. Rexroad Construction Company, H. J. Taylor Construction Company, City Engineers estimate of cost for the above work was read. 1 —7 1 1 Commissioner Surface moved that all bids be rejected and certified checks returned to the unsuccessful bidders, and that the City Engineer be instructed to construct said improvements within the Engineers estimate. Motion adopted. Commissioner Jackson moved that Beer License issued to R. W. Hutchins, d/b/a Dutch Miller at 901 North Santa Fe Avenue, be transferred) ! to 118 Eas t Pacific Street. Motion adopted. On motion of Commissioner Surface the Board of Commissioners adjourned. i City Clerk
