10-07-1935 Minutes1 1 �i n 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 70 1935. Regular meeting of the Board of Commissioners October 7, 1935. Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and i City Attorney Norris responded. The minutes of the Regular Meeting of September 30, 1935 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ay a: Peters, Jackson, Mitchell, Morgen- stern, and Surface (5) Nays: t0) Mayor approved the ordinance and it is numbered 4575. The following claim to be paid from Relief Highway Fund was pre- sented for payment: Chas. E. Banker, City Clerk, Cash paid out for labor $738.70 Commissioner Surface moved that claim be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway hind for the payment of a certain claim." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final a doption the roll was called and ' the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgen- stern and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4576. A resolution was introduced entitled: "A Resolution relating to the construction of certain sidewalks in the City of Salina." On motion of Commissioner Surface the resolution was adopted as read and on its final adoption the roll was called and the following vote was had- Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: t0) Mayor approved the resolution and it is numbered 641. i The above resolution is recorded in full on Pages 342 to 346, inclusive, in Resolution wok Number 2. An application was received from W. B. McMickle, Manager of DeLuxe Cab Company, asking for the location of one taxi stand in front of Clayton Hotel. The matter waszeferred to the City Manager. Application for taxicab license for the balance of 1935 was re- ceived from L. A. Bartlett, d/b/a Bell Taxi Company. Commissioner Surface moved that same be approved by the Board of Commissioners. Application for taxicab drivers license for the balance of 1935 was received from L. A. Bartlett, Commissioner Surface moved that same be approved by the Board of Commissioners. City Engineer submitted plans and specifications and estimate of cost for the construction of steel elevated tank and tower in the City of Salina, Kansas. On motion of Commissioner Surface same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for the construction of said tank and tower to be received up to and in- cluding Monday, October 28, 1935 at 4:00 P. M. Motion adopted. On motion of Commissioner Jackson the City Clerk was instructed to advertise for bids to be received up to and including Monday, October 28, 1935 at 4:00 for the: Re -paving of Santa Fe Avenue from the north line of Elm Street to the north Right -of -Way line of the Union Pacific Railroad Company; Recurbing and guttering Santa Fe Avenue from a point 130 feet south of the south line of Pine Street to the south line of Lincoln Avenue; Construction of Railroad Crossings on Santa Fe Avenue between the north line of Elm Street and the North right-of-way line of the Union Pacific Railroad Company; and for the Paving of Tenth Street from the north line of Park Street to the south line of Elmmtreet. Motion adopted. The matter of re-newing the insurance on Memorial Hall was dis- cussed. Commissioner Surface moved that the City Manager have the Memorial Hall insurance re-newed, including Public Liability and Explosion In- suranoe. Motion adopted, The following communication was received from the City Planning Commission: Salina, Kansas, October 4, 1935. Chas, E. Banker, City Clerk, Salina, Kansas. Dear Sir: I am enclosing the petition for the re -zoning of the balance of Block 5, Pacific Addi- tion to the city of Salina, which was referred to this Board by the City Commission. The action of the Zoning Committee was, to recommend that the petition be amended to read,eLots 5 and 7. Block 5, instead of the bal- ance of Block 5,1 This was done with the consent of the parties interested, and was was acted on favorably by the Committee. The Committee felt that, as the purpose of the petition was to allow the building of a garage on Lots 5 and 7, and did not include any plans at this time for the balance of the block, the wisest plan would be to rezone only that part of the block. Commissioner Surface moved that the City Clerk be in- structed to advertise in the official City paper of the proposed change in zoning ordinance as recommended by the City Planning Commission. Motion adopted. Commissioner Surface moved that the City Manager be author- ized -to purchase a new automobile for the Police Department. Mo- tion adopted• On motion of Commissioner Surface the Board of Commissioners adjourned* City Clerk
