09-23-1935 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. SEPTEMBER 23, 1935. Regular meeting of the Board of Commissioners September 23, 1935. Meeting was called to order by Acting Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and City Attorney Norris responded. Ed Morgenstern, the newly elected Commissioner, having duly qualified by taking his oath of office and filing his official bond j duly approved by the Judge of the District Court, assumed the duties of his office as City (bmmissioner. Commissioner Mitchell nominated F. Co Peters, as Chairman of the Board of Commissioners and Mayor of the City of Salina for the un- expired term of R. J. Pafford. Motion carried and F. C. Peters declared elected as Mayor and Chairman of the Board of Commissioners of the City of Salina for the unexpired term of R. J. Pafford; Commissioner Jackson nominated R. J. Surface as Vice Chairman of the Board of Commissioners and Acting Mayor of the City of Salina, to act as such in the absence of the Mayor. Motion carried and R. J. Surface declared elected as Vice Chairman of the Board of Commis- sioners and Acting Mayor of the City of Salina. i The minutes of the Regular meeting of September 16th, 1935, were read and approved as read. A petition was presented asking for the location of a street light on Third Street between Prescott Avenue and Crawford Avenue. Same was referred to the City Manager. i Aetition was p presented asking for the extension of water mains on Fifth Street from Harsh Street to Pacific Street. Same was referred to the Water Works Advisory Board, Commissioner Surface moved that Mayor F. Co Peters and City Manager H. L. Brown, be selected as delegates to attend the Annual Convention of the League of Kansas Municipalities to be held at Wichita, Kansas, October 14, 15, and 16, 1935. Commissioner Surface moved that the City Clerk publish notice In reference to the proposed re -zoning of Ninth and Walnut Streets. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Kansas Avenue from the north line of Elm Street to a point 500 feet north of the north line of Elm Street, and providing for the cost thereof and how the same shall be assessed and the manner of payment thereof.' On motion of Commissioner Jackson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Sheridan Street from the south line of Crawford Street to the south line of Republic Avenue and providing for the cost thereof and how the same shall be assessed and the manner of payment thereof." On motion of Commissioner Mitchell same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution adopting a schedule of minimum wage rates for trades and occupations which may be employed in the construction of Drainage and Paving Improvements Project - State File No. 1050." On motion of Commissioner Surface same was referred to the Board of Commissioners. A R solution was introduced for first reading entitled: "A resolution eadopted a schedule of minimum wage rates for trades and occupations which may be employed in the construction of Waterworks 3 Extension Project - State File No. 1031."
