Regular meeting of the Board of Commissioners September 16e
1935. Meeting was called to order by Mayor Pafford, the roll was
called and Commissioners Pafford, Peters, Jackson, Mitchell and Surface
and City Attorney Norris responded,
Mr* R. Jo Pafford submitted his resignation as a member of
the Board of Commissioners and as Mayor of the City of Salina., Kansas.,
as follows:

I hereby resign as a member of the
Board of Commissioners of the City of Salina,
Kansas . and as Mayor of the City of Salina
by reason of having accepted the office of
Postmaster of Salina, Kansas, and request that
this resignation be accepted by you immediate-

Commissioner Surface moved that same be accepted with
regret by the Board of Commissioners and a vote of appreciation was
extended to Mr. Pafford for his services.
Commissioner Mitchell placed in nomination the name of
Ed Morgenstern as a member of the Board of Commissioners of the City
of Salina, Kansas, to fill vacancy caused by the resignation of
Commissioner Pafford, to serve as Commissioner for the unexpired
term of Re Jo Pafford,
On roll call Ed Morgenstern was unanimously elected,,by the
affirmative vote of Commissioners Peters, Jackson, Mitchell and Surface,
the remaining members of the Board of Commissioners of the City of
Salina, Kansas, to fill the unexpired term of Re J. Pafford, his term
of office to commence upon his taking the oath of office and upon the
filing and approval of his official bond*
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claim
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Peters Jackson Mitchell and
Surface (4) Nays: (0) Acting Mayor approved the ordinance and it is
numbered 4570.
The following claims to be paid from Relief Highway Fund
were presented for payment:
Chas. E. Banker, City Clerk Cash paid out for labor $351,55
Putnam Sand & Building Company Sand 591.51
Leldigh & Havens Lumber Co., Sewer Pipe & Cement 18,20

Commissioner Surface moved that claims be allowed by the
Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief Highway Fund for the payment of
certain claimsett
On motion of Commissioner Jackson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Jackson, M tchell
and Surface (4) Nays: (0) Acting Mayor approved the ordnance and
it is numbered 4571*
Mr. S. S. Huntington of the Champlin Refining Company.,
appeared before the Board of Commissioners protesting against the
taxistation located on the south side of Ash S reet between Santa Fe
Avenue and Seventh Street. Commissioner Strface moved that the
matter be referred to the City Manager and to the Chief of Police*
A petition was presented asking for the installation of a
street light at the intersection of Twelfth Street and South
Street. Same was referred to the City Manager.
A petition was presented asking; for the re -zoning of the
balance of Block 5, Pacific Addition from Residential to Commercial.
On motion of Commissioner Jackson same was referred to the City
Planning Co mmission.
A remonstrance was presented protesting against the curbing,
guttering and grading of Sheridan Street from Crawford Avenue to
Republic Avenue. Same was ordered filed.
Trust Deed, with a deposit of $75.00 for perpetual care of
the South 1/2 of Lot 48, Block 19, in the Gypsum Hill Cemetery was
received from J. C. Schultz. Commissioner Mitchell moved that
same be accepted by the Board of Commissioners and that the City
Treasurer be instructed to place the deposit in the Gypsum Hill
Cemetery Endowment Fund as provided by Ordinance Number 3530 of the
City of Salina, Kansas. Motion adopted.
An ordinance was introduced for first reading entitled; "An
ordinance relating to and extending the fire limits of' the City of
SAII ne#,Kansas` And relating tol the, construction of buildings within.
the limits defined in this ordinance. On motion same was referred
to the Board of Commissioners.
On motion of Commissioner Surface the Board of Commissioners
adjourned.
