07-15-1935 MinutesA f; CONS+ZISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JULY 152 1935. Regular meeting of the Board of Commissioners of the City of Salina, Kansas. Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Peters, Jackson, Mitchell and Surface and City Attorney Norris responded. The minutes of the Regular Meeting of July Sth, 1935 and Regular Meeting of July 9th, 1935, were read and approved as read. An invitation was received from the Brown Memorial Camp at Abilene, Kansas, asking the City officials to be their guests at Camp on Thursday evening, July 25th, 1935. Commissioner Peters moved that invitation be accepted. Home Oil & Tire Company asked permission to change the drive -way at their place of business at the corner of Fifth Street and Iron Avenue. Commissioner Surface moved that a permit be granted, subject to the approval of the City Eng sneer. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Peters, Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4552. The following claims to be paid from Relief Highway Fund were presented for payment: Chas. E. Banker, City Clerk, Cash paid out for labor 0119.10 Leidigh. & Havens Lumber Co. Cement and Lumber 50.05 Putnam Sand & Building Co., Sand 15.76 Utt Lumber & Coal Yard Cement 13.60 Golden Belt Lumber Co. Cement & Sewer Pipe 5.60 204.11 Commissioner Peters moved that claims be approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an. appropriation from the Relief Highway Rind for the payment of certain claims." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the followin vote was had; Ayes: Pafford, Peters, Jackson, Mitchell and Surfaces) Nays: (0) Mayor approved the ordinance and it is numbered 4553. An ordinance was introduced for second reading entitled: "An ordinance providing for the re -paving of Santa Fe Avenue from the north line of Elm Street to the north right-of-way line of the main line right-of-way of the Union Pacific Railroad Company, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll wasmalled and the following vote was had; Ayes: Pafford, Peters, Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4554. An ordinance was introduced for second reading entitled: "An ordinance providing for,the paving of Tenth Street from the south line of Elm Street to the north line of Park Street and providing for the cost they of, how same shall be assessed and the manner of payment thereof." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Pafford, Peters, Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4555. No Lamme, City Engineer of the City of Salina, Kansas, to sign on behalf of the City of Salina an application to the Federal Emergency Administration of Public Works for a grant of money to be used inp ayment of part of the Cost of the construction of re -paving Santa Fe Avenue from the north line of Elm Street to the north right-of-way line of the main line right-of-way of the Union Pacific Railroad Company., and for the re -curbing of Santa Fe Avenue from a point 130 feet south of the south line of Pine Street to the north right-of-way line of the main line right-of-way of the Union Pacific Railroad Company, and for the paving of Tenth Street from the south line of Elm Street to the north line of Park Street," On motion of Commissioner Mitchell the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Peters., Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the resolution and it is numbered 632. The above resolution is recorded in full on Pages 327 and 328 of Resolution Book Number 2. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the construction of a water well and the purchase of certain real estate in the City of Salina upon which to construct such well, for the furnishing of additional fire protection and an additional water supply for the City of Salina., Kansas." On motion of Commissioner Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Pafford, Peters, Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the ordinance and it is num- bered 4556. An ordinance was introduced for second reading entitled: "An ordinance providing for the re -curbing and re -guttering of Santa Fe Avenue from a point 130 feet south of the south line ofT—ine Street to the south line of Lincoln Avenue." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford,, Peters, Jackson, Mitchell and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4557# Application for license to sell malt and cereal beverages in the City of Salina received as follows: -RETAIL CLASS "B" NIALT-&-CEREAL BEVERAGE -DEALERS-LICENSE - Do B. Santa Fe A:genue Elks Club, 125 No Seventh Street, Commissioner Jackson moved that applications be approved by the Board of Commissioners* Commissioner Surface moved that the City Manager have warrants issued for all dealers in malt and cereal beverages who have not obtained City licenses. Motion adopted, Sign Application No, 147 asking for the erection of a permanent flat sign to be placed on front of building located at 317 South Santa Fe A enue occupied by I. M. Morton was received. On motion of Com- missioner Peters same was approved by the Board of Commissioners, Sign Application No. 148 asking for the erection of a permanent flat sign to be erected near the top on front of building located at 317 South Santa Fe A ,enue, occupied by I. M. Morton was received. On motion of Commissoner Peters same was approved by the Board of Com- missioners* Application for taxicab license received from DeLuxe Cab Company, Operator., Harry Hickman, 13,wner. On motion of Commissioner Surface same was approved by the Board of Commissioners* A petition was presented asking for the vacation of a por- tion of Wilson Street from Fourth Street to Front Street. Same was referred to the City manager and to the City Engineer. An ordinance was introduced for first reading entitled: "An ordinance vacating a portion of Wilson Street from the east line of Fourth Street to the west line of Front Street." Same was referred to the Board of Commissioners. A petition was presented asking for the construction of a sidewalk abutting Lots 22, 24, 260 280 302 322 34 and 36, Block 3, Riverside Park Addition to the City of Salina, Kansas, Same was referred to the City Manager. A communication was presented from the Municipal Band Com- mittee of Salina, Kansas. Same was ordered filed. Commissioner Peters moved that the petition for the rezoning of Lots 51, 52 and 53 on Front Street in the City of Salina from the "B" Residence District to -he "C`i Commercial District as recommended by the Planning Commission be granted, and that the zoning ordinance be amended to provide for such rezoning subject to the provision that no filling station be erected on said lots, that said lots be used for ordinary retail commercial business and that no building be erected on said lots until the plans therefor and the location of the same on said lots and the proposed use thereof be submitted to and approved by the Board of Commissioners and subject to such other restrictions as are incorporated in the ordinance amending the zoning ordinance for such purposet and that the petitions for other zoning changes as re- ferred to in the notice published on ;Iay 30, 1935 as recommended by the Planning Commission be granted, and that the zoning ordinance be amended to provide for such changes subject to such restrictions and provisions as are incorporated in the ordinance amending the zoning ordinance for such purpose. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance amend�ng Ordinance No. 3188 adopted November 23, 1925, as amended being ordinance dividing the City of Salina into zones or districts and regulating and restricting the location of trades and industries, etc., and the uses of land within each of such dis- tricts or zones, etc." Same was referred to the Board of Com- missioners. A resolution was introduced for first reading entitled: "A Resolution relating to the construction of certain sidewalks in the City of Salina.' Same was referred to the Board of Commission- ers. On motion of Commissioner Surface the Board of Commissioners adjourned. City Clerk
