Regular meeting of the Board of Commissioners March 4, 1935.
Meeting was called to order by Mayor Pafford, the roll was called and
Commissioners Pafford, Morey, and Peters responded. Commissioners
Spaeth and Surface and City Attorney Norris absent.
The minutes of the Regular Meeting of February 25, 1935, were
read and approved as read.
A resolution was introduced entitled: "A Resolution ratifying
and confirming the report of completion and final acceptance of the
City Engineer., in connecting with the construction of Job No. 76,
Walnut Street Storm Sewer No. 9-A, Public Works Administration Docket
No. 2464 and 2464-A."
On motion of Commissioner Peters the resolution was adopted
as read and on its final adoption the roll was called and the follow -
Ing vote was had; Ayes: Pafford, Morey and Peters (3) Nays: (0)
Commissioners Spaeth and Surface absent. Mayor approved the resolution
and it is numbered 616.
The above resolution is recorded in full on Page 290 of riesolu-
tion Book Number 2.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On notion of Commissioner Morey the ordinance was read and
adopted by sections and on its finalsdoption the roll was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Nays: (0) Commissioners Spaeth and Surface absent* Mayor approved
the ordinance and it is numbered 4515.
The following claim to be paid from Relief Highway Fund was
presented for payment:
Chase Z Banker, City Clerk,, Cash paid out for labor $73.20
Commissioner Morey moved that claim be approved by the Board
Of Commissioners, Motion adopted,
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief highway Rind for the payment of a
certain claim,"
On motion of Commissioner Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Nays: (0) Commissioners Spaeth and Surface absent, Mayor approved
the ordinance and,it is numbered 4516.
An ordinance was introduced for second reading entitled: "An
ordinance ratifying and confirming a contract for the building and
construction of Storm Sewer No, 17-B, and providing for the issuance
of Temporary Notes to pay the cost thereof pending issuance and sale
of bonds*"
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Nays: (0) Commissioners Spaeth and Surface absent* Mayor approved
the ordinance and it is numbered 4517.
An ordinance was introduced for second reading entitled:
An
ordinance relating to the parking of trucki on certain portions of
certain streets, as provided for in Section 50 of Ordinance No. 4478."
On motion of Commissioner Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Nays: (0) Commissioners
Spaeth and Surface absent. mayor approved
the ordinance and it is numbered 4518.
An ordinance was Introduced for second reading entitled: "An
ordinance relating to the angle parking of vehicles
on certain streets.,
as provided for in Section 19 of Ordinance No, 4476,"
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll'was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Ways: (0) Commissioners Spaeth and Surface absent. Mayor approved
the ordinance and it is numbered 4519.
An ordinance was introduced for second reading entitled: "An
ordinance amending Section 51 of Ordinance No. 4476, relating to and
requiring -the use, operation and parking of vehicles on streets in the
City of Salina and repealing said orginal section."
On motion of Commissioner Peters the ordinance was read and
adoptees by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Pafford, Morey and Peters (3)
Nays: (0) Commissioners Spaeth and Surface absent. Mayor approved the
ordinance and it is numbered 4520.
Sign Application No. 135 asking for permission to erect a
permanent metal flat sign on front of building located at 252 South
Santa Fe Avenue, occupied by L. M. Cooke's Help Yourself Grocery was
received, and on motion of Commissioner Morey same was approved by the
Board of Commissioners.
The following communication was received from the City rlanning
Commission:

Dear Ar:
I am returning the accompanying petition to your office with
the folldwing report:
"The Planning Board met on this date, and after discussion,
voted unanimously to reject the petition as.presented.
The Board felt that new buildings in "A" dis,trlot'would be
discriminated against and that the encouragement of more than duplex
housing would be an encroachment on the "A zone."

Commissioner Peters moved that the appointments be confirmed by
the Board of Commissioners. Motion adopted.
The following resolution from the Lions Club of Salina, Kansas
was presented to the Board of Commissioners:
RESOLUTION
WHERhAb it has come to the attention of the Lions Club of
Salina, Kansas, that the death rate as a result of communicable diseases
among the children in Salina and Saline County is above the average,
and
WHEREAS, there is now an epidemic of measles in Salina and Saline
County., and
WHEREA6, there is great laxity in the enforcement of our quarantine
laws., and
WHERLA6, we believe that better enforcement would result in a
much greate r check of communicable diseases and the lowering of the
death rate., and
WHLRLAS, we believe that the laxity in the matter of quarantine on
the part of the doctors and health officers is due in a large extent
to the careless attitude of parents and the public generally and to
pressure brought by individuals concerned upon doctors to prevent the
reporting of such diseases, and
WHEREAS, a more stringent enforcement of the quarantine law is
necessary in the interest of the public health and safety of our
community: THEREFORE,
BE IT RESOLVED by the Lions Club of Salina, Kansas, that the
doctors and health officers of Salina and Saline G)unty are urged to
strengthen the enforcement of quarantine regulations, and all public,
community and civic organizations are urged to corporate in a program
of publicity and education for the people in order that there may be a
more enlightened public opinion as to the consdquences of carelessness
and the danger of the present situation concerning communicable diseases,
BE IT FURTHER RESOLVED, that the secretary of the club be, and
he is hereby directed to transmit copies of this resolution to the
County Commissioners., City Commissioners,, Saline County Health Officers.,
Saline County Medical Association, Salina Board of Education, Parent
Teachers Council and Saline County Teachers Association.
Passed by the Lions Club of Salina, Kansas, at its regular
