01-21-1935 MinutesCOLUVIISSIONERS PROCEEDINGS, REGULAR MEE`T'ING. Regular meeting of the Board of Commissioners January 21 , 1935. Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Morey, Peters and Surface and City Attorney Norris responded. Commissioner Spaeth absent. The minutes of the Regular Meeting of January 14, 1935, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Morey, Peters and Surface (4) Nays:(0) Commissioner Spaeth absent. Mayor approved the ordi- nance and it is numbered 4501. The following claims to be paid from Relief Highway Fund were presented for payment: The Texas Company Paving Filler $639.96 Putnam Sand & Building Co., Sand 265.59 Chas. E. Banker, City Clerk Cash paid out for labor 76.80 H. J. Taylor Construction Co., Wire Mesh 18.00 '1000.35 Commissioner Morey moved that claims be approved by the Board Of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an a ppropriation from the Relief Highway Fund for the payment of certain claims. r On ration of Commissioner Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Morey, Peters and Surface (4) Nays: (0) Co mmissioner Spaeth absent. Mayor approved the ordinance and it is numbered 4502. The following claim to be paid from Public Works Administration Docket No. 2739 "Force Account Fund" was presented for payment: City of Salina Water Appropriating and transferring a Department certain sum of money from P,W.A. No. 2739 "Force Account Fund" to Water Department of Salina, Kansas, same being the balance remaining unexpended therein $368.23 Commissioner Surface moved that claim be approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance appropriat- ing and transferring a certain sum of money from P. Tia. A. Docket ##2739 IlFo ce Account" Fund to the Waterworks Department Fund in the City Treas On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Morey, Peters and Surface (4) Nays: (0) Commissioner Spaeth absent. Mayor approved the ordi- nance and it is numbered 4503. An ordinance was introduced for second reading; entitled: "An ordinance amending Section 6 of Ordinance No. 4169 of the City of Salina relating to and fixing the salaries and wages of certain officers and employees of the City of Salina and repealing said original said Section 6 of Ordinance No, 4169." On motion of Commissioner Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the followinvote was had; Ayes: Pafford, Morey, Peters and Surface (4) Nays: Commissioner Spaeth absent. Mayor approved the ordi- nance and it is numbered 4504. The following applications for taxicab drivers license for the year 1935 received as follows: D. E. Rounkles ft, Mooney ` i Robt. M. Akins H. G. Mooney Commissioner Morey moved that the applications be approved i for Robt. M. Akins, Vim. Mooney and H. G. Mooney; and that the applica- tion of D. E. Rounkles be referred to the Chief of Police for further 1 investigation. Motion adopted. I Commissioner Morey moved that the following taxicab drivers applications which were presented to the Board of Commissioners Janu - I i ary 14th, 1935 be approved: Albert E. An ordinance was introduced for first reading entitled: "An ordinance relating to the use of the streets of the City of Salina j for the transportation of passengers by busses or stages and prohibiting the use of such streets for such purpose by any person, co -partnership i I or corporation not having a franchise from the City of Salina to use the streets for such purpose and providing a penalty for the violation of this ordinance, and a remedy for the inforcement of this ordinance, and repealing Ordinance No. 3048 and 3248." On motion of Commissioner Peters same wasreferred to the Board I of Commissioners. - i 'I An ordinance was introduced for first reading entitled: "An ordinance vacating certain portions of Twelfth Street in the City of f Salina as now existing between the north line of Bishop Street and f the main line right-of-way of the Union Pacific Railroad Company as opened and created by the provisions of Ordinance No. 1902 of the City of Salina, and opening, widening and extending Twelfth Street as now existing between the limits above mentioned so as to include a portion of said Twelfth Street heretofore vacated by Ordinance No. 737 of said City." Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Morey, Peters and Surface and City Attorney Norris responded. Commissioner Spaeth absent. Meeting was held for the purpose of acting on appraisers report for the construction of Lateral Sanitary Sewer Number 171. The appraisers report for the construction of Lateral Sanita- ry Sewer Number 171 was taken up and read as follows: STATE OF KANSAS ) ) SS. COUNTY OF SALINE ) Vie, John Frederick, E. D. Martin and L. W. Carl, being duly and severally sworn according to law, each for himself, does hereby solemnly swear that he is disinterested in any of the property liable to special assessment for the cost of constructing Lateral Sanitary Sewer No. 171, as more particularly described and provided for in Ordinance No. 4479 of the City of Salina, Kansas, and that each of us will to the best of our judgment and ability make a true and impartial appraisement of all the lots and pieces of ground abutting on such street as above mentioned, without regard to the buildings or improvements thereon, for the distance improved as set forth and designated by the Board of Commissioners in the ordinance above mentioned.
