Minutes NOVEMBER 20201223 The meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on November 17th, 2020, in the Prescott Room. The following Board members were present: David Greiser,Brendan Burke, Judy Nold, Phil Bowman, Gerry Cox, Lisa Mahler, and Danielle Brown. Others present were Melanie Hedgespeth and Sandy Wilcox. MINUTES: 20-44 On a motion made by Brendan Burke and seconded by Gerry Cox , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the minutes of the October Board meeting. Motion passed unanimously. Pg 1223. 11/17/2020. PUBLIC COMMENTS: None DISCUSSION/ACTION Public Comments Policy 20-45 On a motion made by Gerry Cox and seconded by Lisa Mahler , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the policy as written. Motion passed unanimously. Pg 1223. 11/17/2020 Library Policy - Replacement Items 20-46 On a motion made by Phil Bowman and seconded by Lisah Mahler , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the changes to the policy as written. Motion passed unanimously.Pg 1223. 11/17/2020 Employee Policy - New Year’s Eve 20-47 On a motion made by Brendan Burke and seconded by Gerry Cox , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves changes to the policy. Motion passed unanimously. Pg 1223.11/17/2020 Stairwells - Master Plan The stairwell replacement is going out for bid now.We have completed a grant to CKLS and received $5000 towards the project. Once they receive the final bids the County will give us those numbers and then the Board will decide to move forward or not. 1224 GAAP Waiver GAAP WAIVER WHEREAS the trustees of the Salina Public Library,has determined that the financial statements and financial reports for the year ended December 31st, 2020 to be prepared in conformity with the requirements of K.S.A. 75-1120a(a)are not relevant to the requirements of the cash basis and budget laws of this state and are of no significant value to the Trustees of Salina Public Library and WHEREAS there are no revenue bond ordinances or resolutions or other ordinances or resolutions of the municipality which require financial statements and financial reports to be prepared in conformity with. K.S.A. 75-1120a(a)for the year ended December 31st, 2020. NOW, THEREFORE BE IT RESOLVED, by the Trustees of Salina Public Library in regular meeting duly assembled this 17th day of November,2020 that the trustees of the Salina Public Library waives the requirements if K.S.A.75-2210a(a) as they apply to the Trustees of the Salina Public Library for the year ended December 31st, 2020. BE IT FURTHER RESOLVED that the library Board shall cause the financial statements and financial reports of the Salina Public Library to be prepared on the basis of cash receipts and disbursements as adjusted to show compliance with the cash basis and budget laws of this state. 20-48 On a motion made Brendan Burke and seconded by Phil Bowman it was RESOLVED THAT: The Board of Trustees of the Salina Public Library, in a regular meeting duly assembled this 17th day of November 2020, waives the requirements of K.S.A. 75-1120a(a) as they apply to the trustees of the Salina Public Library for the year ended December 31st, 2020. Motion passed Unanimously. Pg 1224, 11/17/20 Longevity Pay Discussion was held and the Board agreed with longevity pay for 2020 Building Signage Melanie gave the Board examples of how the front of the building is lit currently. A suggestion was made to center the security light over the signage. Another suggestion was to add a second security light in that area to illuminate the area better. The consensus was to add another security light and not light up the logo specifically. 1225 REPORTS Financial: We are underspent compared to budget.Overall things look good for the year. We had to replace a condenser fan motor on one of the HVAC units. Johnson Controls replaced some sensors that weren’t working.We had to have some ducting routed into one of our office areas. We purchased the Niche Academy program to give video training for staff and patrons. We have begun to receive fine money from people that have gotten notices from Unique. Paypal has also been nice for patrons to be able to pay fines online. We are working on funding to possibly replace the sign out front with a new digital sign. Activity & Stats: Physical check outs continue to rise. With auto renewal those renewal numbers have gone up. E materials use continues to be high. Visitor numbers continue to hover around 1400 per week. Directors Report: We continue to try to add more digital options. We are going to add Flipster which is a digital option for magazines.We will also open up check out of magazines in December. We continue to offer some virtual events for patrons. We have hired Sara Porter as a new Information Services Assistant she will start in January. We continue to keep COVID protections in force. EXECUTIVE SESSION: 20-49 On a motion made by Brendan Burke and seconded by David Greiser it was RESOLVED THAT: The Board of Trustees of the Salina Public Library and the Library Director recess into executive session for five minutes based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1). The open meeting will resume in this room at 7:50 a.m. Pg.1225, 11/17/2020 Meeting resumed back into regular session 20-50 On a motion made by Brendan Burke and seconded by David Greiser it was RESOLVED THAT: The Board of Trustees of the Salina Public Library recess into executive session for twenty minutes based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1).The open meeting will resume in this room at 8:15 a.m. Pg. 1225, 11/17/2020 8:15 a.m. Meeting resumed back into regular session NEW BUSINESS & BOARD COMMENTS: The Board Meeting adjourned at 8:20 a.m. Judy Nold Sandra Wilcox Secretary Recorder
