COMMISSIONERS ROOM,
SALINA, KANSAS.
DECEMBER 15, 1952
Regular keeting of the Board of Commissioners December 15, 1952. Meeting
was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Price and Wenger and City Attorney Clark responded. Commissioners Cobb and Ramsey
absent.
The minutes of the Regular Meeting of December 8, 1952 were read and approved
as read.
City Engineer filed plans and specifications for Lateral Sanitary Sewers
Numbered 292 and 293 and Pumping Station for Lateral Sanitary Sewer Number 293.
Commissioner Price moved to accept. Carried.
A resolution was introduced and passed: "A resolution authorizing and
providing for the issuance of Temporary Note of the City of Salina, Kansas, in the
sum of $14,749.63 to pay a portion of the cost of certain sewer improvements in the
• City of Salina to be designated as ST -15 pending the issuance of bonds to pay the
cost of said work."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Price and Wenger (3) Nays: (0) Commissioners Cobb and Ramsey absent. Mayor
approved the resolution and it is Numbered 1366.
The above resolution is recorded in full on Pages 69 to 71 inclusive,
Resolution Book Number ',5.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas in
the sum of $36,353.49 to pay a portion of the cost of improving certain streets in
the City of Salina to be designatedasSeries PT -13 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Wenger the resolution was adopted as read and on its
finaladoption the roll was called and the following vote was had; Ayes: Barcafer,
Price and Wenger (3) Nays: (0) Commissioners Cobb and Ramsey absent. Mayor
approved the resolution and it is Numbered 1367.
The above resolution is recorded in full on Pages 72 to 74 inclusive,
Resolution Book Number 5.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing, guttering and grading of the East side of Roach Jtreet from the
center line of Ellsworth Ave iue t o the ce.ater line of Jewell Avenue." Resolution
was referred to the Board of Commissioners.
• An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the issuance of No Fund Warrants in an amount not to exceed $27,204.00
to pay for unforeseen expenses in the general operating fund of the City of Salina,
Kansas, as authorized by Order No. 492, dated December 12, 1952 of the State Commission
of Revenue and Taxgtion and providing for the payment thereof." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced and passed entitled: "An ordinance making appro-
priation for the payment of certain claimsy.
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Price and Wenger (3) Nays: (0) Commissioners Cobb and Ramsey
absent. Mayor approved the ordinance and it is Numbered A-621.
The following petitions were presented:
For sewer in alley between Fourth and Third from Lincoln to North.
Referred to City Manager.
For vacation of South end of alley to Smoky Hill River between Third and
Fourth from North line of L is 179 on Fourth and 180 on Third, Original Town of
Salina . Referred to City Planning Commission.
Concrete Construction Bond presented from Osage Construction Company.
Approved by Commissioner Wenger. Carried.
