NOVEMBER 17, 1952 Regular Meeting of the Board of Commissioners November 17, 1952. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcaf- er, Cobb, Price and Ramsey and Assistant City Attorney Yordy responded. Commission- er King deceased. The minutes of the Regular Meeting of November 10, 1952 and Board of Zoning Appeals Meeting of November 10, 1952 were read and approved as read. Commissioner Cobb nominated E. P. Wenger as City Commissioner to fill vacan- cy on account of the death of R. A. King, and on roll call the following vote was had; Ayes: Barcafer, Cobb, Price and Ramsey (4) Nays: (0) Said E. P. Wenger was thereupon declared to be elected as City Commissioner of the City of Salina, Kansas,for unexpired term of R. W. King, deceased, extending to the General City Election in April 1953 and until his successor is duly elected and qualified An ordinance was introduced for second reading entitled: "An ordinance regulating the construction and erection of television and radio towers and antennas, providing for permits for construction and fees for permits and inspection, and providing penalties for the violation thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its f.nal adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, ?rice, Ramsey and 'Wenger (5) Clays: (0) kayor approved the ordinance and it is Numbered 5734• An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the L. W. iiexroad and Son Construction Company for the construction of certain curbing, guttering and gradimg impro-rements on certain streets in the City of Salina and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5735. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvements Bonds of the City of Salina.. Kansas, in the sum of $107,625.97 to pay the cost of improving certain streets in said city to be designated as Series Number P-157." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, namsey and Wenger (5) Nays: lU) Mayor approved the ordinance and it is Numbered 5736. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $58,085.99 to pay the cost of improving certain streets in said City, to be designated as Series Number P-156." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final,-doption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, hamsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5737. An ordinance was introduced and passed entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-617. Murray A. Wilson filed Estimate Number 1 in the amount of $9319.50 for Frank for Salina Public Library Repairs. Approved by Commissioner Cobb. Carried. Petition was presented for angle parking in front of the Church of God, located at 800-804 East Ash S�reet. Referred to City Manager. Concrete Construction Bond presented from Royal S. Hills. Approved by Commissioner Ramsey. Carried. 404 City Manager reported on the following petitions: -- 1317 For curbing and guttering Second Street from Xlson Street, south as follows: on the West side of Second Street from and including Lots 2,4,6 and 8, Block 5, Hutchinson's Addition; and on the East side of Second Street, Lots 1,3,5,7,9,11 and 13, Block 61 Hutchinson's Addition. Resolution introduced for first reading. (See caption) 1316 Sanitary Sewer in Blocks 1, 2, 3 and 4, Country Club Heights Addition Number 2. Ordinance first reading. (See Caption 1344 Sewer on Stapler from Indiana to ilisconsin. Denied by Commissioner Ramsey. Carried. Letter presented rom City Planning Commission approving Plat for Verner C. Smith, for Block 2, Claflin's Addition to the City of Oalina, Kansas. Commissioner Ramsey moved to accept and authorize Mayor to sign Plat. Carried. Commissioner Ramsey moved that blinker lights be installed at 81 By -Pass and State S.reet. Carried. Commissioner Price moved that Emery Klein be granted permission to operate a Taxicab Company under the zone rates for the balance of 1952. Carried. Commissioner Ramsey moved that taxicab rate schedule be discussed at the meeting of November 24, 1952. Carried. On motion of Commissioner Cobb the Board of Commissioners adjourned. �& City Clerk A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Second Street on the West side from the center line of Wilson Street, 200 feet South from the South line of Wilson Street and on the East side from the center line of Wilson Street, south 350 feet from the South line of Wilson atreet." Resolution was referred to the Board of Commissioners. An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 292, and providing for he construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 292, so created; and provid- ing for the payment of the cost thereof and for the levying of special assessments against the property ins aid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred tot he Board of Commissioners. An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 293, and providing for the construction of a lateral sanitary sewer in said lateral sanitary Sewer District Number 293, so created and providing for the payment of the cost thereof and for the pevying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof. Notice of hearing for setback on North side of Gypsum Avenue from Wisconsin Avenue to Iowa &venue, to be changed from 20 feet to 25 feet, for Lot 20, Survey- or's Plat 8 was tarsen up by the Board of Commissioners.
