Regular Meeting of the Board of Commissioners November 10, 1952• Meeting
was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Price and Ramsey and City Attorney Clark responded. Commissioner King deceased.
The minutes of the Regular Meeting of November 3, 1952 and Board of Zoning
Appeals of November 3rd, 1952 were read and approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
Lateral Sanitary Sewers Numbered 2789 279, 280, 281, 282 aid 283, and relating to
and providing for the collection and payment of such assess:e nts."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
• Ayes: Barcafer, Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased.
Mayor approved the ordinance and it is Numbered 5730•
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the L. W. Rexroad and Son Construction
Company for the construction of certain curbing, guttering and grading improvements
on certain streets in the City of Salina, and providing for the issuance of temporary
notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price and hamsey (4) Nays: (0) Commissioner King deceased. Mayor
approved the ordinance and it is Numbered 5731•
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain curbing, gut tering, paving and grading improvements on
certain streets in the City of Salina, and providing for the issuance of temporary
notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased.
Mayor approved the ordinance and it is Numbered 5732.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with H. . Taylor Construction Uompany for the
construction of a certain storm sewer and drainage in the City of Salina, and pro-
viding for the issuance of temporary Notes to pay the cost thereof pending the
issuance and sale of bonds."

On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased.
Mayor approved the ordinance and it is Numbered 57330
A resolutionwas introduced and passed entitled :"A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $26,894.07 to pay a portion of the cost of sewer improvements in the
City of Salina to be designated as ST -12 pending the issuance of bonds to pay the
cost of said work.."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased. Mayor approved
the resolution and it is Numbered 1352.
Above resolution is recorded in full on Pages 41. to 43, Resolution Book 5.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $61,572.01 to pay a portion of the cost of sewer improvements in the
City of Salina to be designated as ST -11, pending the issuance of bonds to pay the
cost of said work."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Barcaf-
er, Cobb, Price and Ramsey (4) Nays: l0) Commissioner King deceased. Mayor
approved the resolution and it is Numbered 1353.

A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salix:a, X ansas in the
sum of $47,170.97 to pay a portion of the cost of certain sewer improvements in the
City of Salina to be designated ST -10 pending the issuance of bonds to pay the cost
of said work."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased. Mayor
approved the resolution and it is Numbered 1354.

A resolution was introduced and passed entitled: 'IA Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $8,633.32 to pay a portion of the cost of certain sewer improvements
in the City of Salina to be designated as ST -14 pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Price and Ramsey (4) Nays: (0) Commissioner King deceased. Mayor
approved the resolution and it is Numbered 1355.

A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $69,539.89 to pay a portion of the cost of improving certain streets
in the City of Salina to be designated as ST -13 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb,.Price and Ramsey (4) Nays: (0) Commissioner King deceased. Mayor ap-
proved the resolution and it is Numbered 1356.

Commissioner Cobb moved to accept. Carried.

Lateral Sewers 286 to 290. Commissioner Price moved to approve. Carried.

Concrete Construction Bond presented from Allen Waite. Commissioner Price
moved to approve. Carried.
Trust Deed, with a deposit of $100.00 was presented from Carl F. Pohlhammer
and Abbie Pohlhammer, for perpetual care of Lot 32, Stock 5 in the Gypsum Hill Ceme-
tery of Salina,Kansas. Approved by Commissioner Cobb. Carried.
Pursuant to notice published in the Salina Journal.bids were presented for
the sale of the following City of Salina, Kansas Improvement Bonds:

Commissioner Price moved to award contract to Commerce Trust Company, Kansas
City, Missouri, their bid being the lowest interest cost to the City, and authorize
the mayor to sign the Bid Blank, and City Clerk return checks to unsuccessful bidders.
Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and providing for the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of 4107,625.97 to pay the cost of improving certain
streets in said City, to be designated as Series Number P-157." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing,and providing for the issuance of Improvement Bonds of the QLty of
Saina, Kansas, in the sum of $58,085.99 to pay the cost of improving certain streets
inlaid City to be designated as Series Number P-156." Ordinance was referred
to the Board of Commissioners.
Commissioner Cobb nominated E. P. vienger as a member of the Board of Commis-
sioners of the City of Salina, Kansas, to fill vacancy caused by the death of Richard
W. (Dick) King. On roll call, the following vote was had; Ayes: Barcafer,
Cobb, Price and hamsey (4)
Mr. Wenger to file his official bond at the next Regular Meeting, at which
time the oath of office will be administered to him.

MEETING OF BOARD OF ZONING APPEALS
COMMISSIONERS ROOD,
SALINA, KANSAS.
NOVEMBER 10, 1952
Meeting of Board of Zoning Appeals November 10, 1952. Meeting was
called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Price and Ramsey and City Attorney Clark responded. Commissioner King
deceased.
Hearing on Building Application No. 4403, for K. L. Druet, for dock 7,
Claflin Addition , an addition to the City of Salina., h ansae, was taken up by the
Board of Zoning Appeals.
Commissioner Ramsey moved to approve above application. Carried.
Petition from property owners on the North side of Gypsum Avenue from
Wisconsin Avenue to Iowa Avenue, asking that setback of houses be changed from
25 feet to 20 feet was presented to the Board of Zoning Appeals. Set date
for hearing November 172 1952.
On motion of Commissioner Price the Board of Zoning Appeals adjourned.
