10-20-1952 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS OCTOBER 202 1952 Regular Meeting of the Board of Commissioners October 20, 1952. Meeting was called to order by mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb and Ramsey and City Attorney Clark responded. Commissioner Price absent; Commissioner King deceased. The minutes of the Regular Meeting of October 6, 1952 were read and approved as read. One minute silence, and an In Memorium Resolution was adopted in memory of Richard W. King, City Commissioner, who passed away October 11, 1952. Commissioner Cobb made motion to accept plans and specifications for curb- i:ig, guttering and/or paving certain streets provided for in Ordinances Number 5725 and 5726 (Known as Engineer Job 300), and for Ohio Street Storm Sewer, filed by the City Engineer October 13th, 1952, aid that City Clerk be instructed to advertise for bids to be received up to and including Monday, November 3, 1952. Motion adopted. • An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 55119 and the Zoning District Map therein and thereb; adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb and hamsey (3) Nays: (0) Commissioner Price absent; Commissioner King deceased. Mayor approved the ordinance and it is Numbered 5727. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Constructon Company for the construction of certain Lateral Sanitary Sewer in the City of balina, Kansas, hereto- fore designated as Lateral Sanitary Sewer District Number291 and provid ng for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb and Ramsey (3) Nays: (0) Commissioner Price absent; Commissioner King deceased. Mayor approved the ordinance and it is Numbered 5728. No persons appeared to protest against the rezoning of Lot 1, Block 116, Military Addition to "D" Local Business. An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District • Map therein and thereby adopted, and providing for the repealing of certain property within the City and prescribing the proper use thereof and for the repeal of Sub - Division 3 of Section 17 of said Ordinance Number 55119." Ordinance was referred to the Board of Commissioners. Oil dell Application presented from Northwestern Drilling Company, Inc. Commissioner Ramsey moved to approve. Carried. Trust Deed, with a deposit of $100.00 was received from Donovan W. Smith, Superintendend of Kansas Conference (UB) of the Evangelical United Brethren Church, for the perpetual care of All of Lot 15, Stock 26 in the Gypsum Hill Cemetery. Commissioner Cobb moved that Trust Deed be approved by the Board of Commissioners. Motion adopted. Pool Hall Application presented from Herman Richards. On motion of Commissioner Cobb application was approved by the Board of Commissioners. Carried. Gas Fitters Bond presented from Lawrence Oetting. On motion of Commissioner Cobb approved by the Board of Commissioners. Carried. Electrician's Bond was presented from Fred W. Moran. On motion of Commissioner Ramsey approved by the Board of Commissioners. Carried. The following petitions were presented acid referred to the City Manager: Storm Sewer in Blocks 1, 3 and 5 Sunset Manor Addition. Sanitary Sewer in Blocks,l, 2, 3 and 4, Country Club Heights Addition No. 2. • Curb and gutter Second 6 reet from Wilson Street, south. • 1] 1 1 0 An ordinance was introduced and passed entitled: "An ordinance making ap- propriation for the payment of certain claims." On motion of Commissioner Kamsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb and Ramsey (3) Nays: (0) Commissioner Price absent; Commissioner King deceased. Mayor approved the ordinance and it is Numbered A-613. Commissioner Cobb made motion that City Clerk advertise for bids on four- year Curb and Cutter Bonds for $58,085.99 and ten year Paving Bonds for $1072625.972 to be received November 102 1952 at 7:30 o'cicok P. M. Carried. Appraisers filed reports for Lateral Sanitary Sewers Numbered 278 to 283 inclusive. Commissioner Ramsey moved to accept and advertise hearing date for November 3, 1952. Carried. Mayor appointed Carl S. Byers, a member of the Welfare Board, to replace Dean Litchman, who resigned. Appointment confirmed by Commissioner Cobb. Carried. iw. E. J. Dyck submitted his resignation as a member of the Library Board. On motion of Commissioner Cobb the Board of Commissioners adjourned. City Clerk R-' A petition was presented asking for the rezoning of Lots 2, 4, 6, Block 6, Sunnyside Addition from "A" Residential to "C" Residential. Referred to the City Planning Commission. Application for Cereal Malt Beverage License presented from Warren Allison, d/b/a Allison's Food Market, 1501 South Ninth Street. City Clerk presided. Commissioner Ramsey made motion to approve, seconded by Commissioner Barcafer. Com- missioner Cobb voted No. Carried. Resolution introduced and passed relating to Pipe Line License for the Mis- souri Pacific Railroad Company. On motion of Commissioner Cobb resolution was adopted as read and on its and the following vote was had; Ayes: Barcafer, final adoption the roll was called Cobb and Kamsey (3) Ways: (0) Commissioner Price absent; Commissioner King Deceased. Mayor approved the resolution and it is Numbered 1319. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb and Ramsey and City Attorney Clark responded. Commissioner Price absent; Commissioner King deceased. Meeting was held for the purpose of acting on the appraisers reports for the curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5634, 5635 and 5636 (Known as Engineer Job 285). Reportsmere taken up by the Board of Commissioners. No protests. Commissioner Cobb moved to accept. Carried. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving and grading of alley first east of Fifth Street from the North line of Iron Avenue, north 207 feet, more or less, to the existing brick pavement; for the paving and grading of Sheridan Street from the North line of Venango Street to the South line of Franklin Street; for the curbing, guttering, paving and grading of University Place from the West line of Clark SXreet to the East line of Broadway Boulevard, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter- ing and grading of Martin Avenue from the center line of Sunrise Lrive to the center line of Roach Street; for the curbing, guttering and grading of Norton Street from the North line of Jewell Avenue to the South line of Ellsworth Avenue; for the curbing, guttering and grading of West side of Roach Street from the center line of Kirwin Avenue to the center line of Ellsworth Avenue; for the curbing, guttering and grading of Sunrise Drive from the North line of Kirwin Avenue to the south line of Ellsworth Avenue; and relating to and providing for the collection and payment of such assessments."
