Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, King, Price and Ramsey and City Attorney Clark responded. The minutes of the Regular Meeting of September 29, 1952 were read and approved as read. Pursuant to Notice published in the Salina Journal, bid was presented for the construction of Lateral Sanitary Sewer Number 291, (Job 294) as follows: H..J. Taylor Construction ComparV $3201.00 City Engineer's Estimate $3321.15 • I Commissioner Price moved that contract be awarded to H.J.Taylor Construction Company as per bid submitted in the amount of $2301.00. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of certain Lateral Sanitary Sewer in the City of Salina, Kansas, hereto- fore designated as Lateral Sanitary Sewer District Number 291, and providing for the issuance and sale of bonds." Ordinance was referred to the Board of Commission- ers. Mayor appointed J. Earl Wyatt, Harley Rose and C. B. Dodge, Jr. to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 291. On motion of Commissiolier Price appointments were confirmed by the Board of Commis- sioners. Carried. No persons appeared to protest againstthe rezoning of the Missouri Pacific Railroad property near the by-pass. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance Number 55119 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property, within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of a certain storm sewer and drainage in the City of Salina to be designated as Ohio Street Storm Sewer, and providing for the letting of contract for such construction and for the payment of the Cost thereof.,' • On motion of Commissioner Price the ordinance was read a nd a dopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) mays: (0) Mayor approved the ordi- nance and it is Numbered 5722. 1 An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of Martin Avenue from the center line of Roach Street to the center line of Lewis Avenue; for the curbing, guttering and grading of Minneapolis Avenue from the west line of Quincy Street,irest 200 feet; for the curbing, guttering and grading of Morningside Drive f rom the center line of Sunrise Drive to the center line of Roach Street; for the curbing, guttering and grading of Sunrise Drive from the center line of Wilson Street to the south line of McAdams Road; for the curbing, gutteing and gra ing of Sunrise Drive from the north side of Republic Avenue to the cenjer line of Morningside Drive; and for the curbing, guttering and grading of Wilson � reet from the center line of Sunrise Drive to the center line of Roach S rest, and ptoviding for the payment of the cost thereof, and how the same shall be Issessed and the manner of payment thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5725• 9`84 An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering, paving and grading of University Street from the east line of the Missouri Pacific Railroad Right -of -Way, west 29 feet, more or -- less, to the East edge of ties on railroad track; for the paving and grading of Delaware Avenue from the North line of Iron Avenue to the South line of Johrs town Avenue; for the paving and grading of Delaware Avenue from the North line of Stapler Avenue to the North line of Gypsum Avenue; for the paving and grading of Jewell A enue from the East line of Quincy to the East line of Sunrise Drive; for Tr the paving and grading of Minneapolis Avenue from the East line of Quincy J reet to the East line of Norton Street; for the paving and grading of Norton Street from the South line of Minneapolis Avenue to the South line of Ellsworth Avenue; for the paving and grading of Republic Avenue from the East line of Sunrise Drive to the West line of Roach S reet; and for the paving and grading of Woodland Avenue from the East line of Foufth Street to the East line of Third Street; and providing for the payment of the cost thereof, how the same shall be assessed and the manner of payment of the cost thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes:. Barcafer, Cobb, King, Price and Ramsey (5) Nayss, (0) Mayor approved the ordinance and it is Numbered 5726. Murray A, Xlson filed Estimate Number 1 and Number 2 in the Total Amount of $66,110.95 to C. N. McCollum, d/b/a McCollum Construction Company for the con- struction of Lateral Sewers DH -1 to DH -32 and for Main Sewer DH A,(known as Engineer Job 151-81.2). Commissioner King moved that Estimates be approved by the Board of Commissioners. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note, of the City of Salina, Kansas, in the sum of $66,110.95 to pay a portion of the cost of certain sewer improvements in the City of Salina to be designated as ST -10 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was c alled and the following vote was had; Ayes: _ Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the Resolution and it is Numbered 13115• Recorded in full on Pages 25, 26 and 27 Resolution Book Number 5- M -„xray -A. Xlson filed Estimate Number 1 in the amount of $38,695.26 , to Rhoades Construction Company for the construction of Storm Sewers D -A to D -C, (known a& Engineer Job 152-44). Commissioner Ramsey moved that estimate be approved by the Board of Commissioners. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $38,695.26, to pay a portion of the cost of certain sewer improvement in the City of Salina to be designated as ST -11 pending the issuance of bonds to pay the cost of said work.” On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bar- cafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 1346. Wilson filed Estimate Number 11 in the amount of $11,934.60 to Rhoades Construction Company, for the construction of Lateral Sewers DH -33 to DH -Wil, (. (known as Engineer -Job 151-81.3). Commissioner Ramsey moved that Estimate be approved by the Board of �;omnissioners. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $11,931.60 to pay a portion of the cost of certain sewer improvements in the City of Jalina to be designated as ST -12 pending the issuance of bonds to pay the cost of said works' On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was hadV Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayol approved the reso- lution and it is Numbered 1347 - The above resolution is recorded in full on Pages 31, 32 and 33, Resolution Book Number 5. City Engineer filed Final Estimate in the amount of $1265.00 to H. J. Taylor Construction Company for the construction of Lateral Sanitary Sewer 281, (Known as Engineer Job 289). On motion of Commissioner King estimate was approved by the Board of Commissioners. Carried. • City Engineer filed Final Estimate for Lateral Sanitary SewerNumber 284, (known as Engineer Job Number 289) Commissioner King moved that estimate be -approved by the Board of Commissioners. Carried. City Engineer filed Final Estimate in the amount of $7618.30, to H. J . Taylor Construction Company for Lateral Sanitary Sewers Numbered 278 to 283, (known as Engineer Job Number 287). - Commissioner King moved that estimate be approved by the Board of Commissioners. Carried. City Engineer filed Final Estimate for Lateral Sanitary Sewers Numbered 278 _ to 283, (known as Engineer Job Number 287.) Commissioner King moved that Esti- mate be approved by the Board of Commissioners. Carried. City Engineer filed Partial Estimate Number 1 in the amount of $11,646.87, to H. J. Taylor Construction Company, for curbing, guttering and/or paving improve- ments provided for in Ordinances Numbered 5686, 5687 and 5688, (known as Job Number 290). Commissioner Cobb moved that Estimate be approved by the Board of Commissioners. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Tempoary Note of the City of Safina, Kansas, in the • sum of $11,646.87 to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Sbries PT -13 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 1348. The above resolution is recorded in full on Pages 34, 35 and 36, Resolution Book Number 5. Construction Bond was presented from Virgil H. Johnson. On motion of Commissioner Ramsey approved by the Board of Commissioners. Carried. An ordinance was introduced and passed entitled: ItAn ordinance making appro- pration for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-611. An ordinance was introduced and passed entitled : "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-612. • The appraisers reports for the curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5634, 5635 and 5636, (Known as Job 285) were received, and on motion of Commissioner King, Monday, uctober 20th, 1952 at 7:30 o'clock P. M. was designated as a special meeting, at which time the reports will be taken up and acted on by the Board of Commissioners. Motionadopted.
