COMMISSIONERS PROCEEDINGS, REGULAR MEETING

SEPTEMBER 299 1952
Regular Meeting of the Board of Commissioners September 29, 1952• Meeting
was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, King and Price and City Attorney Clark responded. Commissioner Ramsey absent.
The minutes of the Regular Meeting of September 22, 1952 were read and ap-
proved as read.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with C. N. McCollum, d/b/a McCollum Construction
Company for the construction of certain Lateral Sanitary Sewers in the City of
Salina, Kansas:, heretofore designated as Lateral Sanitary Sewer Districts Numbered
286, 287, 288, 289 and 290, and providing for the issuance of tempoary notes to
pay the cost thereof pending issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
• and on its finaladoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, King and Price (4) Nays: (0) Commissioner Ramsey absent. Mayor
approved the ordinance and it is Numberer 5720•
An ordinance was introduced for second reading entitled: "An ordinance author-
izing and directing the issuance of Waterworks Revenue Bonds, Series "A", of the
City of Salina, Saline County, Kansas, in the principal sum of $332,000.00 for the
purpose of providing funds to pay a part of the cost of extending and enlarging the
mains and improving the municipal waterworks plant of said City."
On motion of Commissioner King the ordinance was read and adopted by sections
and on its final a doption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, King and Price (4) Nays: (0) Commissioner Ramsey absent.
Mayor approved the ordinance and it is Numbered 5721.
An ordinance was introduced for first reading entitl9d: "An ordinance
providing for the curbing, guttering and grading of Martin Avenue from the center
line of Roach Street to the center line of Lewis Avenue; for the curbing, guttering
and rading of Minneapolis Avenue from the west line of Quincy Street, west 200 feet;
for the curbing, gutteid.ng and grading of Morningside Drive from the center line of
Sunrise Drive to -he center line of Roach Street; for the curbing, guttering and
grading of Sunrise Drive from the center line of Wilson Street to the south line
of McAdams Road; for the curbing, guttering and grading of Sunrise Drive from the
north side of Republic Avenue to the ce nter line of Morningside Drive; and for the
curbing9-.,guttering and grading of Wilson Street:&om the center line of Sunrise Drive
to the center line of Roach Street, and providing for the payment of the cost thereof,
and how the same shall be assessed and the manner of payment thereof."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the curbing, guttering, -paving and grazing of University Street from the
east line of the Missouri Pacific Railroad Right -of -Way, west 29 feet more or less,
to the edge of ties on railroad track; for the paving and grading of Lelaware Avenue f
the North line of Iron Avenue to the South line of Johnstown Avenue, fro the paving
and grading of Delaware Avenue from the North line of Otapler Avenue to the North
line of Gypsum Avenue; for the paving and grading of Jewell A enue from the east line
of Quincy to the east line of Sunrise Drive; for the paving aNd grading of Minneapolis
Avenue from the east line of Quincy Street tothe east line of Norton Street; for the
paving and grading of Norton Street from the South line of Minneapolis Avenue to the
South line of Ellsworth Avenue; for the paving and grading of Republic Avenue from
the east line of Sunrise Drive to the west line of Roach Street; and for the paving
and grading of Woodland Avenue from the East line of Fourth Street to the East line
of Third Street; and providing for the payment of the cost thereof, how the same shall
be assessed and the manner of payment of the cost thereof." Ordinance was
referred to the Board of Commissioners.
Application s for Cereal Malt Beverage License presented as follows:
Retha Wise d/b/a "Ace High" 129 North Fifth Street
Commissioner Price moved that application be approved and license granted sub-
ject to final inspection by Food Inspector. Motion a dopted.
F. S. Dumler d/b/a "West Walnut Grocery" 700 West Walnut Street
Commissioner King moved that application be approved and license granted.
