Meeting was called to order by Mayor Uarcafer, the roll was called and Commissioners Barcafer, Cobb, King, Price and Ramsey and Assistant City Attorney Yordy responded. City Attorney Clark absent. The minutes of the /Regular Meeting of September 15, 1952 and Meeting of Board of Zoning Appeals of September 15, 1952 were read and approved as read. Pursuant to luotice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers Numbered 286, 287, 288, 289 and 290 (Engineer Job No. 293) as follows: H. J. Taylor Construction Company C. N. McCollum Engineer's Estimate Commissioner Ramsey moved that contract per bid submitted in the sum of $15,802.87 and that unsuccessful bidder. Carried. $15,992.65 $15,802.87 415,834-95 •95 be awarded to C. N. McCollum as certified check be returned to An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with C. N. McCollum Construction Oompany for the construction of certain lateral sanitary sewers in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts Numbered 286, 287, 288, 289 and 290 and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Layor appointed J. Earl Wyatt, Harley Rose and C. B. Dodge, Jr. to act as appraisers in ascertaining the valuation of certain lots and pieces of ground lia- ble to special assessment for the cost of constructing Lateral Sanitary Sewers Num- bered 286, 287, 288, 289 and 290. Appointment confirmed by Commissioner Cobb. Bids were received for the sale of Revenue Bonds (Water) in the amount of $332,000.00 as follows; (The Small-Ailburn Company, Inc. An ordinance was introduced for second reading entitled: "An ordinance condemning an easement in certain land within Saline County, Kansas, for the use of said City for the installation, repair, replacement and maintenance of Inter- cepting Sewer "AA" through Lot 16, Gaden home Add -Lion tot he City of Salina, Kansas." Taylor Construction Company for the construction of a pumping station for the purpose of pumping the sewage of inter- cepting Sewer "AA" and extension thereof into the existing sewer at the intersection of the center line of Ash Street with the center line of Ohio Street, in order to conduct the sewage of intercepting Sewer "AA" to a point of outlet, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Mays: (0) Mayor approved the ordinance and it is Numbered 5716. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of a pumping station for the purpose of pumping the sewage of Lateral Sewer 285 and extension thereof, into the existing lateral sewer located in the center line of the north -south alley first east of Fifth Street in order to conduct t e sewage of Lateral Sewer 285 to a point of outlet, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Co mmissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) -days: (0) Mayor approved the ordinance and it is Pdumbered 5718. An ordinance was introduced for second reading entitled: An ordinance ratifying and confirming a contract with C. N. McCollum, d/b/a McCollum Construc- tion Company for the construction of a pumping station for the purpose of pumping the sewage of Iriain Sewer DH -A and extension thereof into the existing sewer locat- ed at the intersection of the center line of Crawford Avenue with the center line of a north and south alley, first east of second Street in order to conduct the sewage of Main Sewer DH -A to a point of outlet, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, iiing, Price and Ramsey (5) Nays: (0) -mayor approved the ordinance and it is Numbered A-610. City Engineer filed plans and specifications for the com truction of Lateral Sanitary Sewer -dumber 291. Commissioner Price moved to accept and that City Clerk be instructed to advertise for bids to be received up to and including Monday, October 6th, 1952 at 7:30 o'clock P. M. Motionadopted. JSiI An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of a certain storm sewer and drainage in the City of Salina, to be designated as Ohio Street Sy'orm Sewer, and providing for the — letting of contract for such construction and for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. The matter of installing a"Stop Sign" at Fifth Street and Bond Street was dis- cussed and referred to the City Manager. The matter of installing lights at South Street and Santa Fe Avenue was dis- cussed by the Beard of Commissioners and action onsame deferred until next meeting to get traffic count. Commissioner Ramsey moved to get traffic count at Claflin and Cloud at Ninth S'jreet. Referred to City Manager to report in two weeks. Commissioner King moved that City Iuianager contact Traffic Engineer and get cost of such survey for City and report. Carried. Letter was presented from Clarence 0 ingermanson to connect a tract of land to the six-inch water main in the vicinity of Cloud street and Rush Street; also to connect to the sanitary sewers now located at or being installed in the vicinity - of Jewell and the By -Pass. Referred to the City Manager. A letter was presented from the Salina meal Estate Board relating to flood protection plan as provided by the Corps of Engineers of the Kansas City District.
