09-15-1952 Minutesoto COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS SEPTEMBER 152 1952 Regular Meeting of the Board of Commissioners September 15, 1952. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, King, Price and namsey and City Attorney Clark responded. The minutes of the Regular Meeting of September 8, 1952 and Meeting of Board of Zoning Appeals of September 81 1952 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of said City and repealing Section 3 of Ordinance number 5689." 0 On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and namsey (5) Nays: (0) mayor approved the ordinance and it is Numbered 5712. • An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Sections 6-422 and 6-423 Revised Ordinances of the City of Galina, Kansas, 1948, and providing for the repeal of the originals of said sections." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barccifer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5713. An ordinance was introduced .for second reading entitled: "An ordinance condemning an easement in certain land within Saline County, Kansas, for the use of said City in extending a certain storm and drainage sewer D A from the inter- section of the center line of Viemont Avenue with the center line of Haven Avenue northward 883.7 feet to a certain .-outfall structure and providing for the pXyment of the cost thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) flays: (0) mayor approved the ordinance and it is Numbered 5714. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewer Number 285 (Engineering Job 291) as follows: H. J. Taylor Construction Company $4712.50 C. N. McCollum 45123.00 0. D. Wilmoth 04984.20 • Engineers Estimate $4826.25 Commissioner Price moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted in the amount of $4712.50, and that checks or bonds be returned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of a certain lateral sanitary sewer in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer District Number 2852 and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl 1Vyatt, Harley fbse and C. B. Dodge, Jr. to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 285. On motion of Commissioner King appointments were confirmed by the Board of Commissioners. Pursuant to notice published in the Salina Journal bids were received for the construction of Pumping Station for Lateral Sanitary Sewer Number 285 (Engineer- ing Job 292) as follows: H. J. Taylor Construction Company $9546.00 C. N. McCollum $10300.00 0. D. Wilmoth 010400.00 • Engineers Estimate $9980.00 0 Jlo Commissioner Cobb moved that contract be awarded to H. J. Taylor Construc- tion Company as per bid submitted in the amount of $9546.00 and that checks or bonds be returned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of a pumping station for the purpose of pumping the sewage of Lateral Sewer 285 and extension thereof, into the existing lateral sewer located in the center line of the north -south alley first east of Fifth Street in order to conduct the sewage of Lateral Sewer 285 to a point of outlet, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Pursuant to notice published in the Salina Journal bid was received for the construction of a pumping station for Main Sewer DH -A (Job 151 - 81.2a) as follows: C. McCollum, d/b/a McCollum Construction Company for the construction of a pumping station for the purpose of pumping the sewage of Main Sewer DH -A and extensions thereof into the existing sewer located at the intersection of the center line of Crawford Avenue with the center line of a north and south alley, first east of Second Street in order to conduct the sewage of Main Sewer DH -A to a point of outlet, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Pursuant to notice published in the Salina Journal bid was received for the Commissioner King moved that contract be awarded to C. N. Commissioner Price moved to reject. Carried. 1339 For extension of sanitary sewer from north to south in alley approximately 75 or 90 feet from manhole so as to connect Lots 62-64. Sewage connection is from Grand to part of block to Lincoln. Petition referred to petitioner to get easement and signature of Union Pacific Railroad. 1340 Street light in front of 618 North Third Street. I -- s light has been requested from Kansas Power and Light Company. 1341 Street lights in area bounded by Front Street on the west; Roach Street on the east; McAdams Road on the north and Republic Avenue on the south. Lights have been requested from Kansas Power and Light Company. Final Plat filed for Country Club Heights Addition Number 2. Commissioner King moved to accept. Carried. The following letters were presented from the City Planning Commission: That preliminary plat of proposed subdivision in Smoky Hill Township, owned by Clarence Ingermanson, be approved subject to the filing of the final plat and subject to correction in lot sizes for Lot 1 Block 1 and Lot 11 $Lock 9. Referred to City Manager for correction. Recommending traffic lanes on the streets approaching all traffic lights; and also some method of regulating speeding traffic. Commissioner King moved to refer to City Manager. Carried. Recommending that petition asking for the rezoning of the West 255 feet of $Lock 1, Golden Delt subdivision from general business to heavy industrial be denied. Commissioner Price moved to refer to City kanager regarding building. Recommending that parallel parking only, be permitted in the area on Santa F@ Avenue between South Street and Prescott Avenue. Hold for Joint Meeting with -City Planning Commission. House trovers Bond presented from J. G. DeBolt, and on motion of Commission- er ging approve by the Board of Commissioners. Carried. Petition was presented from Wm. J. Quinley for the transfer of his Cereal Malt Beverage License from 119 East Walnut Street to 226 South Santa Fe Avenue. Commissioner King moved that permission be granted. Carried. An ordinance was introduced for first reading entitled: "An ordinance condemning an easement in certain land within Saline County, Kansas, for the use of said city for the installation, repair, replacement and maintenance of Intercepting Sewer "AA" through Lot 16, Garden Home Addition to the City of Salina, Kansas." - Ordinance was referred tothe Board of Commissioners. Fisk, praying that said Board of Zoning Appeals authorize the non-compliance with Section 6, Ordinance Number 5549, for the West 126 feet of the North 92 feet and the East 26 feet of the West 126 feet of the South 120 feet of Lot 1, Block 1, in Morningside Addition.
