Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Bar- cafer, Cobb, King, Price and Ramsey and City Attorney Clark responded. The minutes of the Regular Meeting of August 25, 1952 were mad and approved as read. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the Cityof Salina, Kansas, designated as Lateral Sanitary Sewer District Number 291, and providing for the construction of a lateral sanitary sewer ins aid Lateral Sanitary Sewer District Number 291, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." • On motion of Cbmmissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) mayor approved the ordinance and it is Numbered 5710. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay tine cost of construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 268, 269, 270, 271, 272, 273, 274, 275, 276 and 277, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5 ) iiays : (0) biayor approved the ordinance and it is Numbered 5711. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner i -rice the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: l0) "iayor approved the ordinance and it is Numbered A-607. An ordinance was introduced and passed entitled: "An ordinance making appropriat,on for the payment of certain claims." The following letters were presented from the City Planning Commission: Recommending approval of ordinance for regulation of radio towers, television and antennas. Commissioner Price moved to accept and City Clerk give legal notice of intent to change Zoning Ordinance. Carried. Recommending that Lot 1, Block 46, Military Addition be rezoned to "D" Local Business. Commissioner Ramsey moved to accept and City Clerk give legal notice in the official City paper. Carried. Recommending that Country Club Heights Addition Number 2 be included within the City limits. Commissioner King moved to accept recommendation. Carried. No report on pet tion of B. R. Becker to rezone Lots 15, 17 and 19, Block 3, Woodland Addition from Class "A" Residential to Special Classes #13- However, Commission suggests that more signatures of additional property owners in the area affected by the petition be required. Referred to City Manager. Recommending that parallel parking only, be permitted on both sides of Santa Fe from South Street to Prescott Avenue. • Put on agenda for September 15, 1952. �fl City Engineer filed plans and specifications for Lateral Sanitary Sewers Numbered 286, 287, 288, 289 and 290. Commissioner Price moved that plans and specifications be approved by the Board of Commissioners and that City Clerk be instructed to advertise for bids to be received up to and including Monday, September 22, 1952 at 7:30 o'clock P. M. Carried. Application was presented from Emery F. Klein to operate a taxicab company in the City of Salina, Kansas:. Commissioner King moved to authorize fourteen (14) cabs and Mr. Klein to file proper papers and insurance. Carried. Application for Cereal Malt Beverage License was presented from L. J. Briscoe, d/b/a "Jimmie's Canteen", 121 East Walnut btreet. Commissioner King moved that application be approved and license granted. Carried. The following petitions were presented and referred to the City Manager: Street light in front of 618 North Third Street. isStreet lights in area bounded on the west by Front; East by Roach; North by McAdams and South by Republic Avenue. Extension of sanitary sewer from north and south in alley approximately 75 or 90 feet from manhole to connect Lots 62 and 64. (Grand Avenue to part of block to Lincoln). Concrete sidewalk for Lot 2, Replat of Beebe's 2nd Addition. The following bonds were filed: Concrete Construction Archie Holcom Concrete Construction D.W. Vickroy Plumber and Gas Fitter YValdo Plumbing & Heating Company Electrician's Bond Morgan's Electric Commissioner Ramsey moved that above Bonds be approved by the Board of Commissioners. Carried. Plumber and Gas Fitter Ray F. Fischer Company Electrician's Bond Harman Electrical Construction Company Concrete Construction D. W. Hull Company Commissioner Ramsey moved that bonds be approved by the Board of Com- missioners subject to Bonds being countersigned by local agent. Carried. Mausoleum Deed was presented for the sale of Crypt "E" Companion No.2, in the Hillcrest Memorial Mausoleum to Mrs. Helen I. Sheldon. Commissioner ping moved that Deed be approved by the Board of Commissioners. Carried. • An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Sections 6-422 and 6-423 Revised ordinances of the City of Salina, Kansas, 1948, and providing for the repeal of the original of said sections." Ordinance was referred to the Board of Commissioners. An ordinance was introdu3ed for first reading entitled: "An ordinance condemning an easement in certain land within Saline County, Kansas, for the use of said City in extending a certain storm and drainage sewer D -A from the intersection of the center line of Viemont Avenue with the center line of Haven Avenue, northward 883.7 feet to a certain outfall structure and providing for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance atthorizing and directing the issuance of Waterworks Revenue Bonds Series "A", of the City of Salina, Saline County, Kansas, in the principal sum of $332,000.00, for the purpose of providing funds to pay a part of the cost of extending and en- larging the mains and improving the municipal Waterworks Plant IDf said City." Ordinance was referred to the Board of Commissioners. Commissioner Cobb moved that City Clerk give notice of Bond Sale, Waterworks Revenue Bonds, to be received up to and including Monday, September 22, 1952 at 7:30 o'clock P. M. Carried. Murray A. -Wilson, a duly qualified Civil Engineer, filed plans and speci- fications for Pumping Station, Job 151-81.2a listed in Construction Ordinance Num- ber 5708. • Commissioner Price moved that plans and specifications be approved and City Clerk be instructed to advertise for bids to be received up to and including, Monday, September 15, 1952 at 7:30 o'clock P. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Bar- cafer, C6bb2 King, Price and Ramsey and City Attorney Clark responded. H. D. Fisk Building Permit for East 56 feet of West 126 feet of the North 92 feet of Lot 11 Block 1, Morningside Addition was presented. Commis- sioner King moved that City Clerk give liotice of Hearing for Monday, September 15, 1952. Carried. On motion of Commissioner namsey meeting adjourned. City Clerk 373
