08-25-1952 Minutes�J 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 252 1952 Regular Meeting of the Board of Commissioners August 25, 1952. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, King, Price and Ramsey and City Attorney Clark responded. The minutes of the Regular Meeting of August 18, 1952 and Minutes of Board of Zoning Appeals of August 18, 1952 were read and approved as read. An ordinance was introdu;ed for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Listrict Number 290; and providing for the construction of a lateral sanitary sewer ins aid Lateral Sanitary Sewer District Number 2902 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." • On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey i5) iiays: (0) payor approved the ordi- nance and it is Numbered 5701. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering and .grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner King the ordinance was read and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5702. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) kayor approved the ordinance and it is Numbered 5703. An ordinance was introdu:ed for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. TAYLOR Construction Company for the construction and installation of certain paving and grading improvements on certain public alleys in the City of Salina, Kansas;, and providing for the issuance • of Temporary Notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Barcafer, Cobb, King, Price and Kamsey (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5701. An ordinance was intro duced for second reading entitled: "An ordinance ratifying and confirming a contract with Rhoades Construction Company., Inc. for the construction of certain lateral sanitary sewers in the City of Galina, Kansas, here- tofore designated as Lateral Sanitary Sewer Districts DH -33 to DH -41 inclusive, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5705. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with L. C. Peddicord for the construction of certain storm sewers and drainage in the City of Salina, Kansas, heretofore desig- nated as Storm Sewers Number D -A, D -B, D -C and D -D, and providing for the issuance of temporary notes to pay the cost thereof, pending issuance and sale of bonds." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: • Barcafer, Cobb, King, Price and Ramsey (5) Nays: (U) kayor approved the ordi- nance and it is Numbered 5706. 368 An ordinance was introduced for second reading entitled: "An ordinance _ providing for the construction of a pumping station for the purpose of pumping the sewage of Intercepting Sewer "AA" and extension thereof into the existing sewer at the intersection of the center line of Ash Street with the center line of Ohio Street, in order to conduct the sewage of Intercepting Sewer 11AA11 to a point of outlet, and providing for the payment of the cost thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5707. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of a pumping station for the purpose of pumping the sewage of Main Sewer DH -A and extensions thereof into the existing sewer located at the intersection of the center line of Crawford S+reet with the center line of a north and south alley, first east of Second Street; in order to conduct the sewage of Main Sewer DHA to a point of outlet and providing for the payment of the cost thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5} Nays: (0) Mayor approved the ordinance and it is Numbered 5708. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Section 6 (27-122b) of Ordinance No. 5465 and the repeal of said Section 6." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) mays: (0) Mayor approved the ordi- nance and it is Numbered 5709. A resolution was *ntroduced for second reading entitled: "A resolution - relating tothe paving and grading of Delaware Avenue from the north line of iron Avenue to the south line of Johnstown Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and hamsey (5) Criayor approved resolution and it is Numbered 1337. The above resolution is recorded in full on Page 142 Resolution Book 5- A resolution was introdu_ed for second reading entitled: "A resolution relating to the paving and grading of Woodland Avenue from the East line of Fourth Street to the East line of Third S+reet." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the followingg vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 1338• The above resolution is recorded in full on Page 15, Resolution Book 5. A resolution was introduced for second reading entitled: "A resolution relating toche curbing, guttering and grading of Minneapolis Avenue from the West line of Quincy Street, west 200 feet." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 1339. A resolution was introduced for second reading entitled: "A Resolution relating tothe curbing, guttering and grading of Sunrise Drive from the center line of Wilson Street tothe south line of McAdams Road." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called a nd the following vote was had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 1340. The above resolution is recorded in full on Page 172 Resolution bbok 5. r� u 369 A resolution was introduced and passed entitled: "A Resolution relating to appropriating an easement in certain private property for the purpose of extend- ing Storm Sewer and Drainage Sewer D -A." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bar- cafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 1341.. The above resolution is recorded in full on Pages 18 and 19 Resolution Book Number 5. Airport Hangar and Ground Lease Rental $5.00 per year with lease. A petition was presented from Larry Gutsch to rezone Lots 15, 17, 19, Block 3, Woodland Addition. Referred to City Planning Commission. Letter was presented from the City Planning Commission recommending that area beginning at the North line of Wilson Street and continuing North to Crawford Avenue, belonging to the ki.ssouri Pacific Railway Company be rezoned to "Light Industrial." • Commissioner Y,ing moved to accept above recommendation and City clerk give thirty days in the official City paper as required by law. Carried. City limit ordinance introduced for first reading. Referred to the Board of commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of 6alina, Kansas, to pay the cost of construction of Lateral Sanitary Sewers n Lateral Sanitary Sewer Districts Numbered 268, 269, 270, 271, 272, 2732 274, 2759 276 and 277, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commis- sioners. City CLerk was instructed to advetise for bids to be received up to and including Monday, September 15th, 1952 at 7:30 o'clock P.
