08-18-1952 Minutes362 COMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS AUGUST 18, 1952 Regular Meeting of the Board of Commissioners August 18, 1952. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, King and Ramsey and City Attorney Clark responded. Commissioner Price absent. The minutes of the Regular Meeting of August 11, 1952 and Meeting of Board of Zoning Appeals of August 11, 1952 were read and approved as read. Pursuant to Notice published in the Salina Journal bids were received for the construction of Storm Sewers D -A, D -B, D -C and D -D, and Laterals as follows: McCoy Plbg. & Htg. Co. P. 0. Peddicord as per bid submitted in the amount of $289,634.70 and return checks and Bid Bonds to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with L. C. Peddicord for the construction of certain storm sewers and drainage in the City of Salina, Kansas, heretofore desig- nated as S-�orm Sewers Number D -A, D -B D -C and D -D, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds. Ordinance was referred to the Board of Commissioners. Pursuant to Notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers DH -33 to DH -41, inclusive, as follows: Rhoads Construction Company, 4132 Main, Newton, Kansas $35,772.75 L. C. Peddicord, P.O.Box 2593, Wmchita, Kansas $37,212.85 Griffin Construction Company, ierriam, Kansas $39,329.00 McCoy Plumbing and Heating Company, $42,212.50 Engineers Estimate $37,926.00 Commissioner Ramsey moved that contract be awarded to Rhoads Construction ComparV as per bid submitted in the amount of $35,772.75 and return checks or Bid Bonds to unsuccessful bidders. Carried. • An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Rhoads Construction Company, Inc., for the construction of certain lateral sanitary sewers in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts DH -33 to DH -41 inclusive and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commis- sioners. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose, to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewers DH -33 to DH -41 inclusive. On motion of Commissioner Cobb appointments were confirmed by the Board of Commissioners. Carried. Pursuant to Notice published in the Salina Journal bids were received for the curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5686, 5687 and 5688, (Engineer Job Number 290), as follows: Rhodes Construction Company, 4132 Main, Newton, Kansas $124,245.00 L. W. Rexroad, Salina, Kansas $122,451.60 H. J. Taylor Construction Company, Salina, Kansas $120,213.00 Engineers Estimate $125,291.50 Commissioner Ramsey moved that contract be awarded to H. J. Taylor Construction Company as per bid submitted in the amount of $120,213.00, and that • checks be returned to unsuccessful bidders. Carried. 0 An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction and installation of certain paving and grading improvements on certain public alleys in the City of Salina., and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas for the year 1953•" On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (U) Commissilner Price absent. Mayor approved the ordinance and it is Numbered 5694, An ordinance was introduced for secong reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 5519 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." N On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is Numbered 5699. An ordinance was introduced for second reading entitled: "An ordinance re- lating to and apportioning and levying special assessments on certain lots -nd pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering, paving and grading, for a width of (twernty-eight) 28 feet, Fifth Street from the north line of Pacific Avenue to L, he north line of Harsh Avenue; for the paving and grading of Republic Avenue from the east line of Quincy Street to the east line of Sunrise Drive for the paving and grading of Reynolds Street from the south line of Grand Avenue tothe north line of Broadway Boulevard; for the paving and grading of Sheridan Street from the south line of Venango Street to the north line of Illinois Street, and re- lating to and providing forthe collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections • and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is Numbered 5695• An ordinance was introduced for second reading entitled: "An ordinance amending Section 13-1326, Revised Ordinances of he City of Salina, Kansas, 1948s asi amended by Ordinance Number 5660 and providing for the repeal of sub -division "(b) (2)" of Section 1 of said Ordinance 5660.1' On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. An ordinance was introduced for second reading entitled: "An ordinance providing for change in name of a certain street in the City of Salina, Kans*s." An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer districtsin the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 2860 287 and 288, and providing for he construction of lateral sanitary sewers in said Lateral Sanitary Sewer Districts Numbered 286, 287 and 288 so created, and provid- ing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construc- tion and for the issuing of bonds to pay the cost thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is Numbered 5699. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Jewell Avenue from the East line of Quincy Drive to the East line of Sunrise Drive." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. Mayor approved the resolution and it is Numbered 1334. The above resolution is recorded in full on Page 11 Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Delaware Avenue from the North line of Stapler Avenue to the North line of Gypsum Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. A resolution was introduced for second reading entitled: "A resolution relating to the paving add grading of Republic Avenue from the E,gst line of Sunrise Drive to the West line of Roach Street,') On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, King and Ramsey (4) Nays: (0) Commissioner Price absent. Approve for owner to connect. No. 1335 Sanitary sewer to serve Block 3, Replat of Blocks 3, 4 and 5, and6, Hageman Park Addition, between Republic and Martin and Lewis and Beatrice. Ordinance introduced for first reading. No. 1336 Sewer on Second Street from Lincoln Avenue to Railroad Avenue. Ordinance introduced for first reading. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Delaware Avenue from the north line of Iron Avenue to he South line of Johnstown Avenue." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and gr&iingyof Woodland Avenue from the east line of Fourth Street to the east line of Third Street." Resolution was referred to the Board of Commissioners. '. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Minneapolis Avenue from the West line of Quincy Street, west 200 feet." A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Sunrise Drive from the center line of Wilson Street to the South line of McAdams Road." An ordinance was introduced for first reading entitled: "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kansan, designated as Lateral Sanitary Sewer District Number 291, and providing for the construct of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 291 so created and providing for the payment of the cost thereof and for the levying of special assess- ments against the property in said district for the payment of the cost of such construc and for the issuing of bonds to pay the cost thereof." An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the construction of a pumping station for the purpose of pumping the sewage of Main Sewer DH -A and extensions thereof into the existing sewer located at the intersection of Lhe center line of Crawford Street with the center line of a north and south alley, first east of Second Street in order to conduct the sewage of Main Sewer DH -A to a pont of outlet and providing for the payment of the cost thereof."
