COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
AUGUST 11, 1952
Regular Meeting of the Board of Commissioners August 11th, 1952. Meeting
was called to order by Acting Mayor Mrs. Cobb, the roll was called and Commissioners
Cobb, Price and Ramsey and City Attorney Clark responded. Commissioners Barcafer
and King absent.
The minutes of the Regular Meeting of August 4th, 1952 were read and
approved as read.
1953 Budget was taken up.by the Board of Commissioners. Commissioner
Ramsey moved that 1953 Budget be adopted as published. Motion adopted.
.. An ordinance was introduced for first reading entitled: "An ordinance
making a levy of taxes for general revenue and other purposes by the City of
Salina, Kansas, for the year 1953•" Ordinance was referred to the Boa:zd of
Commissioners.
No persons appeared to protest against the rezoning of the following

property:
Block 1, except Lots 1 to 8 be rezoned from Class "A" to
Class "D" Commercial.
Lots 1 to 18, Block 1, Eisenhower Addition be rezoned
from Class "A" Industrial to Class "B" Apartment.
Lots 16, 18 and 20, Block 10, Pacific Add tion be rezoned
to Light Industrial.
An ordinance was introduced for first regding entitled: "An ordinance
providing for the amendment of Zoning Ordinance Number 5549 and Zoning District
Map therein and thereby adopted and providing for the rezoning of certain property
within the City and prescribing the proper uses thereof." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
condemning certain land within the City of Salina, Kansas for the use of said
City in widening Roach S reet from its intersection with the South line of

creating a benefit district relating thereto, and providing for the payment of the
cost thereof."
On motion of Commissioner Ramsey the ordinance was read and adopted by
sections and on its final adoption the roll was calldd and the following vote was
had; Ayes:: Cobb, Price and Ramsey (3) Nays: (0) Commissioners King
and Barcafer absent.Act. Mayor approved the ordinance and it is Numbered 5690.
An ordinance was introduced for second reading entitled: "An ordinance

Pviap therein and thereby adopted and providing for the rezoning of certain property
within tLe City and prescribing the proper uses thereof."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Cobb, Price and Kamsey (3) Nays: (0) Commissioners King and
Price absent. Act. !ayor approved the ordinance and it is Numbered 5691.
An ordinance was introdu.:ed for second reading entitled: "A- ordinance
levying special assessments against certain property to pay the cost of cutting
weeds on certain lots and parts of lots, and the parkways abutting thereon in the
City of Salina."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Cobb, Price and Ramsey (3) clays: W) Commissioners Barcafer

Murray A. Wilson, Civil Engineer, filed plans and specifications for
STorm Sewers D -A, D -B, D:G and D -D and Lateral Sanitary Sewers Numbered D-33 to D-41
inclusive. Commissioner Price moved that same be approved by the Board of
Commissioners and that City Qerk be instructed to advertise for bids to be received
up to and including , Monday, Aust $8th, 1952 at 7:30 o'clock P. M. Motion
adopted.
City Engineer filed plans and specifications for the curbing, gutter-
ing and paving certain streets provided for in Ordinance Numbers 5687 and 5688,
(known as Job 290). Commissioner Ramsey moved that same beapproved by
the Board of Commissioners and that City Clerk be instructed to advertise for bids
to be received up to and including Monday, August 18th, 1)>2 at 7:30 o'clock P. M.
Motion adopted.
The following petitions.were presented and referred to the City Manager:
Paving Delaware from Iron Avenue to Johnstown.
Curbing and guttering Minneapolis Avenue from West line of
Quincy to West line of Lot Nos. 33 and 34.

A resolution was introduced or first reading entitled: "A Resolution re-
lating to the paving and grading of Jewell Avenue from the East line of Quincy Drive
to the East line of Sunrise Drive." Referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A resolution
relating to the paving and grading of Delaware Raenue from the North line of Stapler

Avenue to the North line of Gypsum Avenue." Referrd to the Board of Commis-
sioners.
A resolution was introduced ::or first reading entitled: "A resolution
relating to the paving and grading of Republic Avenue from the East line of Sunrise
Dkve totZe West line of Roach Street.", Referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining a certain lateral sanitary sewer district in the City of
Salina, Kansas, designated as Lateral Sanitary Sewer District Number 289, and
providing for the construction of a lateral sanitary sewer in said Lateral Sanitary
Sewer District Number 289, so created, and providing for the payment of the cost
thereof, and for the levying of special assessments against the property in said
district for the payment of the cost of such construction and for the issuing of
bonds to pay the cost thereof." Referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Lateral Sanitary Sewer Districts in the City of
Districts 286, 287 and
Salina, Kansas, designated as Lateral Sanitary Sewer Numbered

A petition was presented from Country Club Development Company, asking that
the name of Hilldale Road be changed to Overhill Road.
An ordinance was introduced for first reading entitled: "An ordinance

in name of a certain street in the City of Salina, Kannsas.11 Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the inclusion of certain land within the corporate limits of the
City of Salina, prescribing tje corporate limits of said city and repealing
Section 1 of Ordinance Number 5677. Ordinance was referred to the Board of
Commissioners.

A resolution was introduced and passed relating to the construction of
sidewalks in the vicinity of Heusner School." -
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Cobb, Price and Ramsey (3) Nays: (0) Commissioners Barcafer and King
absent. Acting Mayor approved the resolution and it is Numbered 1333•
The above resolution is recorded in full on Pages Numbered 9 and 10,
Resolution Book Number 5.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter-
ing, paving and grading, for a width of twenty-eight (28) feet, Fifth Street from
the north line of Pacific Avenue to the north line of Harsh Avenue; for the paving
and grading of Republic Avenue from the east line of Quincy Street to the east line
of Sunrise Drive; for the paving and grading of Remolds Street from the south
line of Grand Avenue
the north line of Broadway Boulevard; for the paving and
grading of Sheridan Sreet from the south line of Vlinango Street to the north
line of Illinois Stre t, and relating to and providing for the collection and pay-
ment of such assessments." Ordinance was referred to the Board of Commissioners.
On motion of Commissioner Price the Board of Commissioners adjourned.

AUGUST U, 1952
Meeting of Board of Zoning Appeals, August 11, 1952. Meeting was
called to order by Acting Mayor Mrs. Cobb, the roll was called and Commissioners
Cobb, Price and Ramsey and City Attorney Clark responded. Commissioners
Barcafer and King absent.
Building Application Plumber 3890 was presentedifrom Merl W. Everhart,
asking for garage addition to dwelling on Lot 9, Block 7, Sunrise Addition.
Commissioner Ramsey moved that Notice of Hearing be published for
meeting to be held August 18, 1952. Carried.
On motion of Commissioner Price the Board of Commissioners adjourned.
