Regular meeting of the Board of Commissioners August 4, 1952. Meeting
was called to order by Mayor Barcafer, the roll w s called and Commissioners Barcafer,
Cobb, King, Price and Ramsey and City Attorney Clark responded.
The minutes of the Regular Meeting of July 28th, 1952 wereread and
approved as read.
Application for Cereal Malt Beverage License, from Ralph Graham, d/b/a
"kelody Inn", 240 South Broadway, was ag4i.n taken up by the Board of Commissioners.
Commissioner King moved that license be approved and license granted, and
on its final adoption the roll was called and the following vote was had: Ayes:
Barcafer, King, Price and Ramsey (4) Nays: Mrs. Cobb.
No persons appeared to protest against the rezoning of the John Young •
property,.west of the By -Pass to "F" Light Industrial.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the amending of Zoning Ordinance Number 5549 and the Zoning District
Map therein and thereby adopted and providing for the rezoning of certain property
within the City and prescribing the properuses thereof." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the construction of certain storm sewers and drainage in the City
of Salina, to be designated as STorm Sewers Number D A, D -B, D -c and D -D, and pro-
viding for the letting of contract or such construction and for the payment of the
cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was, had;
Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5683.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with C. N. McCollum d/b/a McCollum Construction
Company for the construction of certain Lateral Sanitary Sewersand Main Sanitary
Sewer in the City of Salina, Kansas, heretofore designated as Lateral Sanitary
Sewer Districts DH -1, to DH -32, inclusive, and Main Sewer District DH A, and
providing forthe issuance of temporary notes to pay the cost thereof, pending
the issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor •
approved the ordinance and it is Numbered 5684.
An ordinance was introduced for second reading entitled : "An ordinance
hatifying and confirming a contract with H. J. Taylor Construction Company for
the construction of a certain "Intercepting Sewer "AA" in the City of Salina,
Kansas, heretofore designated as Intercepting Sewer "AA" District, and providing for
the issuance of temporary notes to pay the cost thereof, pending issuance and
sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor
approved the ordinance and it id Numbered 5685.
An ordinance was introduced for second reading entitled: _"An ordinance
providing for the paving and grading of the alley between Third S reet and
Fourth Street, from the north line of ialnut Street, 400( feet more tor less tot he
Smoky Hill River, and providing for the cost thereof, how the cost thereof shall
be assessed and the manner of payment thereof."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5686.

On motion of Commissioner Price the ordinance was read and adopted by sec-

On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the follng vote was
had; Ayes: Barcafer, Cobb, King, Price and Ramsey (5) Nays: (0T Mayor ap-
proved the ordinance and it is Numbered A-603.
An ordinance was introduced entitled: "An ordinance making appropriation
payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Oobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered A-604.
Mayor appointed J. Earl Wyatt, Wm. F. Grosser, Jr., and Robert Frederick
act as appraisers for the following sewer improvements:
Intercepting Sewer "AA*
Main Sanitary Sewer DHA and Lateral
Sanitary Sewers DH -1 to DH -32 Inclusive
Commissioner Ramsey moved that appointments be confirmed.
Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley A. Rose to
actas appraisers for curbing, guttering and/or paving certain streets provided for
in Ordinances Numbered 5687 and 5688, (Engineer Job Number 290) Also for alley
paving. On motion of Commissioner Cobb appointments were confirmed by the
Board of Commissioners.
A resolution was introduced and passed entitled: "A resolution providing
repair, alteration, etc., of Water Works Plant owned by the City of Salina."
Commissioner Ramsey moved that resolution be approvedas read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, King, Price and Ramsey (5) Nays: (0)
resolution is recorded in full on Page 7, Resolution Book 5.
An ordinance was introduced for first reading entitled: "An ordinance
condemning certain land within the City of Salina, Kansas, for the useof said City
in widening Roach Street from its intersection with the South line of McAdams
Road, south to its intersection with the North line of Martin Avenue and creating
a benefit district relating thereto, and providing for the uayment of the cost
thereof." Ordinance was referred tothe Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
amending Section 13-1326, Revised Ordinances of the City of Salina, Kansas, 1948,
as amended by Ord nance Number 5660 and providing for the repeal of subdivision
"'(b) (2)" cE Section 1 of said Ordinance 5660." Ordinance was referred
to the Bo and of Commissioners.
A resolution was introduced and passed entitled: "A Resolution finding
that it is necessary to acquire an easement for the installation, repair, rep3,ace-
ment and maintenance of Intercepting Sewer 11AA1?, and to appropriate private
property therefor and directing the City Engineer to file a survey and description
for the land so required."
On motion of Oommissioner King the resol;ition was: adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, King, Price and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1332.

Commissioner Cobb moved to allow individual Hangar Space at the Salina
Municipal Airport; hangars to be suitable to City Manager and City Engineer. City
Man agerto check on amount of rental charged by other cities before the Commission-
ers set a charge for Ilina. Carried.
An ordinance wa.s introduced for first reading entitled: "An ordinance
levying special assessments against certain property to pay the cost of cutting
weeds on certain lots and paAs of lots, and the parkways abutting thereon in the
City of Salina. Ordinance was referred to the Board of Commissioners.
On motion of Commissioner Ramsey the Board of Commissioners adjourned.
