Regular meeting of the Board of Commissioners July 28, 1952, Meeting was
called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Price and Ramsey and City Attorney Clark responded. Commissioners Cobb and King
absent.
The minutes of the Regular Meeting of July 21, 1952 wereread and approved
as read.
Pursuant to notice published in the Salina Journal bids were received for
the construction of Intercepting Sewer "AA" (Job 151-81) as follows:
Trowbridge-Oehring Construction Company, Columbus, Nebraska $1339037.75
Gftffin Construction Compaym Merrian, Kansas $1.76,638.50
H.J.Taylor Construction Company, Salina, Kansas $116,594.75
Engineer's Estimate $1382682.75 •
Commissioner Price moved that contract be awarded to H. J. Taylor Con-
struction Company, as per bid submitted in the amount of $116,594.75; and that
Bid Bonds be retursdd to unsuccessful bidders. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying dnd confirming a contract with H. J. TaylorConstruction ComparW for the
construction of certain Intercepting Sewer "AA"in the City of Salina, Kansas,
heretofore designated as Intercepting Seger "AA" District, and providing for the
issuance of temporary notes to pay the cost thereof, pending issuance and sale
of bonds." Ordinance was referred to the Board of Commissioners.
Pursuant to notice published in the Salina Journal bids were received for
the Main Sanitary Sewers DH -A and Lateral Sanitary Sewers DH -1 to DH -32 (Job
No. 151-81.2) as follows:
Trowbridge-0ehring Construction Company, Columbus, Nebraska $217,264.45
Rhoades Construction Compary, Newton, Kansas $233,882.73
Griffin Construction Company, Merrian, Kansas $2859779.50
McCollum Construction Company, (C. N. McCollum, Box 344,
Garden City, Kansas) $199222000
Engineer's Estimate $2082038.60
Commissioner Ramsey moved that contract be awarded to C. N. McCollum,
d/b/a McCollum Construction Company, as per bid submitted in the amount of
$199,220.90, and that Bid Bonds be returned to unsuccessful bidders. Carried.

An ordinance was introduced for first reading entitled:

Sanitary Sewers in the City of Salina, Kansas, heretofore designated as Lateral
Sanitary Sewer Districts DH -1 to DH -32, inclusibe, and Main Sewer District DH -A,
and providing for the issuance of temporary notes to pay the cost thereof,flending
the issuance and sale of bonds." Ordinance was referred to the Board of
Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
description of Tract #81 of Section 1 and
Prov ding for the amendment of the
Paragraph #2 of Section 2 of Ordinance No. 5672 and for repeal of the original of
said Tract #8 of Section 1 and of Paragraph #2 of Section #2 of said ordinance."
On motion of Commissioner Ramsey the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Price and Ramsey (3) Nays: (0) Co sioners Cobb and

An ordinance was introduced for second reading entitled: "An ordinance
providing for the medical examination and tests, of any employee or person
engaged in handling food, drink or handling
in any manner connected with or
utensils or equipment used in the preparation, serving of storage of food or drink."

On motion of Commissioner Ramsey the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Price and Ramsey (3) Nays: (0) Commissioners Cobb
and King absent. Mayor approved the ordinance and it is Numbered 5681.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining certain lateral sanitary ewer districts in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer D istricts DH -33 to DH -141 inclusive,
and providing for the construction of lateral sanitary sewers in said Lateral
Sanitary Sewer Districts DH -33 to DH -141, inclusive, so created, and providing for
the payment of the cost thereof and for the levying of special assessments against
the property in said district for the payment of the cost of such construction and
for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll wascalled and the following vote was had;

absent. Mayor approved the ordinance and it is numbered 5682.
A resolution was introduced for second reading entitled: "A Resolution
• relating to the curbing, guttering and grading of Morningside Drive from the center
line of Sunrise Drive to the center line of Roach Street."
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption the roll'was called and the following vote was had; Ayes:
Barcafer, Price and Ramsey (3) Nays: (0) Commissioners Cobb and King absent.
Mayor approved the resolution and it is Numbered 1325.

A resolution was introduced or second reading entitled: "A Resolution
relating to the curbing, guttering and grading of Wilson Sjreet from the center
line of Sunrise Drive to ti -e center line of Roach Street."
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption he roll was called and the following vote was had; Ayes:
Barcafer, Price and Ramsey (3) Nays: (0) Commissioners Cobb and King absent.

A resolution was introduced for second reading entitled: "A Resolution
relating -to the paving and grading of Minneapolis A enue from the East line of
Quincy Street to the east line of Norton Street."

A resolution was introduced for second reading entitled: "A Resolution
relating to the paving and grading of Norton Street from the south line of Minneapo-
lis Avenue to the South line of Ellsworth Avenue."
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Price and Ramsey (3) Nays: (0) Commissioners Cobb and King absent.
Mayor approved the resolution and it is Numbered 1328.

A resolution was introduced for second reading entitled: "A resolution
relating tot he curbing, guttering, grading and paving of University Street from
East line of the La ssouri kacific Railroad lightgof-way , West 29 feet, more or less
to the east edge of ties on railroad tracks."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote wga had; Ayes:
Barcafer, Price and Ramsey (3) Nays: (0) Commissioners Cobb and King absent.
Mayor approved the resolution and it is Numbered 1329.

A resolution was introduced and read entitled: "A Resolution relating to
the widening of Roach Street from McAdams Road to Martin Avenue."

on its final adoption the roll was called and the following vote was had; Ayes:

Mayor approved the resolution and it is Numbered 1330.

appropriation for the payment of certain claims':.
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;

absent. Mayor approved the ordinance and it is Numbered A-605.

Commissioner Ramsey moved that City Clerk be authorized to pbblish 1953 Tentative City Budget in the official City paper, and that Monday, August 11th,
has been designated as the date when Budget will be taken up by the Board of Commis-
sioners. Carried.
