Regular Meeting of the Board of Commissioners March 24, 1952. %Meeting was
called to order by1t,ayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, King and Price and City Attorney Clark responded. Commissioner Cobb absent.
The minutes of the Regular isieeting of i4,arch 17, 1952 were read and approved
as read.
Lr. Wilson appeared on behalf of Flood 'Control Committee, in favor of Salina
joining the ,idssouri-Arkansas Basins Flood Control Association at a cost of 3100.00.
Commissioner King moved that City 1eianager be authorized to pay $100.00 and
enter the City of Salina as a member of the biissouri-Arkansas Basins Flood Control
Association. Motion adopted.
City Liana.ger and City Attorney to report on Flood Control land and Bond Elec-
tion at the April 11th meeting. •
City Manager reported on the following petitions:
1274 Curb r.,nd gutter Roach Streetfrom LcAdams Road to laiartin Avenue.
1282 Paving Garfield Avenue from Lincoln Avenue to North Street, and
raving Lincoln Avenue from Garfield Avenue to Arthur Avenue.
A resolution was introduced zor first reading entitled: "A Resolution
relating to the curbing, guttering and grading of Roach Street from the North line
of McAdams Road to the South line of h:artin Avenue." Referred to the Board of
Commissioners.
A resolution was introdu..ed for first reading entitled: "A Resolution
relating to the paving and grading of Garfield Avenue from the ;forth line of Lincoln
Avenue to the North line of North Street." Referred to the Board of Commis-
sioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving and grading of Lincoln Avenue rrom the East line of Garfield
Avenue to the Last line of Arthur Avenue." Referred to the Hoard of Commissioners.
An ordinance was introduced nor first reading entitled: "An ordinance
providing for the curbing, guttering and grraain of Beatrice Avenue from the
center line of Republic Avenueto the center line of iviartin Avenue; for the curbing,
guttering and gradin of Levi -is Avenue from the center line of Republic Avenue to
the center line of i,'iartin Avenue; for the curbing, guttering and grading of L,,artin
Avenue from the center line of Sunrise Drive to the center line of Roach Street; and
for the curbing, gutte.-ing and grading of Norton Street from the north line of Jewell
Avenue to t lie south line of Ellsworth Avenue; for the curbing, guttering and grading •
of West side of Ohio Avenue from the center line of Republic tivenue to the center line
of h:artin Avenue; for the curui_rg, guttering and gradin of t'earl Avenue frim the center

Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the curbing, gutterin , paving and grading of University Street from the Viest
line of Clark Street to the east line of Broadway Boulevard; for the paving and grad-
in; of Sheridan Street from the north line of Venango Street to the south line of
Franklin Street, and providing for the payment of the cost thereof, how the s ame shall
be assessed, and the manner of the payment of the cost thereof." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance providing
for the paving and grading of alley first east of Fifth Street from the North line of
Iron Avenue, north 207 feet, more or less, to the existing brick pavement, and provid-
ing for the cost thereof, how the cost thereof shallbe assessed and the ma-iner of Go
payment thereof." ordinance was referred to the Board of Commissioners.

An ordinance was introduced i'or second reading entitled: "An ordinance pro-
viding for the inclusion of certain land within the corporate limits of the City of
Salina, prescribing the corporate limits of said City and repealing Section 7 of Ordi-
nance Huber 5625."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, King and Price (4) Nays: (0) Commissioner Cobb absent. Liayor
approved the ordinance and it is Numuered 5631.
An ordinance was introduced for second reading entitled: "An ordinance creat-
ing and defining a certain lateral sanitary sewer district in the City of Salina,
t,,ansas, designated as Lateral Sanitary Sewer District ;dumber 272 and providing for the
construction of a lateral sanitary sewer insaid Lateral Sanitary Sewer District Number
272 so created, and providing for the payment of the cost thereof and for the levying
of special assessments against the property insaid district for the payment of the
cost of such construction and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner King Lhe ordinance was read and adopted by sections

Avenue to the center line of Greeley tivenue."
On motion of Commissioner King the resolution was adopted as read and on its
finaladoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, King and Price (1�) bays: (0) Commissioner Cobb absent. Layor approved
the resolution and it is Numbered 1285.

City Planning Commission letters:
Recommending idlewilde Gardens plat be approved.
Accepted by Commissioner Price. Carried.
Recommending that Plat of Upper Mill Heights be included within the City limits.
Table for two weeks, April 7th, 1952. Referred to City Manager.
Recommending that part of rezoning, commencing at the Northeast corner of
the intersection of 'Sest Crawford and 81 Bypass, ti.ence 979.5 feet North along said
By Pass, thence Bast 750 feet to Idissouri Pacific Right -of -Qday; thence South 229.5
feet along; said Right -of -Way; thence West 425 feet; thence South 750 feet to the
South line of wrest Crawford, thence West to place of beginning be rejected, and
recommending that the following described property be rezoned from "A" Residential
to Light industrial: From the North line of Crawford Street to the North line of
John Deere property,from 81 -By Pass to Missouri racific Right -of -'day excepting
propert now owned and operated by Salina Planing mill. Commissioner King
moved to approve, and City Clerk give t1iirty days notice in the official City paper.

On motion of Commissioner i'rice same was accepted and ordered filed. Carried.
Recommending-; that Plat of Block 1 rershiag Heights be approved.
Approved by Commissioner Price. Mayor authorized to sign.
