Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Cobb, King and Price and City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of January 21, 1952 and Zoning Board of Appeals Meeting of January 21, 1952 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map tierein and thereby adopted and providingg for the rezoning of certain property within the city and prescribing the proper uses thereof." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its finaladoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5613. A resolution was introduced and passed"relating to allocation of parking • meter revenue." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the resolution and it is Numbered 1271. The above resolution is recorded in Hill on rage 340 Resolution Book Number 4. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered A-576. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was alled and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered A-577. Eight Pool Hall Applications were presented, and on motion of Commissioner Price approved by the Board of Commissioners. Carried. • An ordinance was introduced for first'reading entitled: "An ordinance relating to and apportioning and levying opeti lassessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering, paving and grading Smoky Hill Drive from the east line of Oakdale Avenue tothe east line of Penn Avenue; for the paving and grading of Lincoln Street from the west line of Reynolds Street tothe east line of Broadway Boulevard; for the paving and grading of Johnstown Avenue from the east line of Penn Avenue to the west line of Columbia Avenue; for the paving and grading of Pershing Street from the north line of Beloit Avenue to the center line of Republic Avenue; and relating . to and providing for the collection and payment of such assessments." Ordinance was r eferred to t he Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading of north side of Claflin Avenue from the west line of Pershing Street tot -ie east line of Funston Street; curbing, guttering and grading of Cloud Avenue from the east line of Ninth Street tothe west line of Simmons Street; and curbing, guttering and grading of the north side of Cloud Avenue from the west line of Higiland Avenue to the west line of Simmons Street extendednorth; curbing, guttering and grading of Charlotte Street-- in Kraft Manor Addition from the East line of Highland Avenue tothe West line -of Simmons Street; curbing, gutter- ing and grading of west side of Highland Avenue in Kraft ;Manor Addition from the South line of Cloud Avenue to the South line of Charlotte Street and the curbing, guttering and grading of the East side of Highland Avenue in Kraft Manor Addition from the south line of Cloud Avenue tothe North line of Charlotte Street; curbing, • gutterini and grading of Jewell Avenue from the East line of Quincy Street tothe East line of Sunrise Drive; curbing, guttering and grading of Lamar Street from the west line of Third Street to the center line of Fourth Street, curbing, guttering 0 and grading of Republic Avenue from the East line of Quincy Street to the east line of SunriseriD ve; curbing, guttering and grading of Simmons Street in Kraft manor Addition from the south line of Cloud Avenue to the North line of Charlotte Street; and relating to and providing for the collection and payment of such assess- ments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sani- tary sewers in Lateral Sanitary Sewer Districts Numbered 255, 256, 257, 258 and 259, a relating to and providing for the collection and payment of such assessments." Ordi- nance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 260, 261, 262, 262, and 264, and relating to and providing for the collection and payment of such assess- ments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of construction of again Sewer Number "Y" and relating to and providing for the collection and payment of such assessments." Ordinance was referred to.the Board of Commissioners. City Engineer filed plans and specifications for the cors truction of Elm Street Bridge. Commissioner King moved that same be approved by the Board of Commissioners and City Clerk be instructed to advertise for bids tobe received up to and including February 18th, 1952 at 7:30 o'clock P. M. Carried. City Manager reported on petition presented by Johnson -Sampson Construction Company for the extension of water and sewer services �n the 200 Block, to and including tre 500 Block on South Broadway. Commissioner Price moved to table for three weeks. Carried. Robert Layfield and others, appeared before the Board of Commissioners regarding the rezoning of Missouri Pacific Railroad rroperty, near the By -Pass from "A" residential to "F" Light Industrial,ft-om Republic Avenue to Crawford Ave.:ue. Commissioner King made motion to leave in the "A" Residential. Carried. Building Application No. 3391 Fleming Motor Compaiy Appeal of Fleming Motor Compapybe allowed rear yard requirement of five feet for Lots 9, 11 and 13, Block 63, Ii -litany Addition to the City of Salina, Kansas, as otherwise required by Ordinance Number 5549 be waived on the basis that such variance from the terms of the ordinance will not be contrary to the pub- lic interest and that substantial justice will be done. Approved by Commissioner King. Carried. Application of A. R. (Lon) Wilson Special permission be hereby granted to A. R. (Lon) Wilson , so that Lots • 1, 2, 3, fit, 5, 6, 7 and 8, Block 2, and Lot 5, Block 11 .Chi Jago Addition to the City of Galina, Kansas may be used for tourist court or courts as provided by Sec- tion 13 of Ordinance Number 5549, City of Salina. Commissioner King moved to approve subject to final approval of plans and specifications for buildings, tobe submitted Monday, February 4, 1952- Carried.
