Regular Meeting of the Board of Commissioners January 21, 1952. Meeting
was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb, King and Price and City Attorney Clark responded.
The minutes of the Regular Meeting of January 14, 1)52 were read and approved
as read.
Pursuant to notice published in the Salina Journal bids were received for
the sale of four room house situated on the Dump Grounds owned by the City, as fol-
lows:

• Commissioner King moved to reject all bids and return checks to bidders,
and that City Clerk be instructed to re -advertise for bids tote received February
lit:, 1952 at 7:30 o'clock P. M. Motion adopted.
City Manager reported on the matter of whether or not the City of Salina
can contribute toward the compensation of a Probation Officer.
Letter regarding the above matter was read from Albert B. Martin, General
Attorney for the League of Kansas Municipalities, stating that statutes relating to
the juvenile court and probation officers do not contemplate participation inr�expense
or enforcement by cities. Letter was ordered filed.
No persons appeared to protest against the rezoning of certain property
owned by the Johnson -Sampson Construction Company 1 and: J.:, V. Ryberg, near the W -Pass,
to DLstrict "G" Heavy Industrial.
An ordinance was introduced for first reading entitled: "An ordinance
providing fqr the amendment of Zoning Ordinance No. 5549 and the Zoning District
Map therein and thereby adopted amd providing for the rezoning of certain property
within the city and prescribing the proper uses thereof." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the amendmen of Section 15-103 Revised Ordinances of the City of
Salina, 1918, and repealing ti.e original of said amended section."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5612.
• An ordinance was introduced and passed entitled: "An adinance making
appropriation for the payment of certain claims."
On motion of Commissioner Barcafer the ordinance was read and adopted by
sections and on its finaladoption the roll was called and the following vote was
had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved
the ordinance and it is Numbered A-575•
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing, guttering and grading of Norton Street from the North line
of Jewell Avenue to the South line of Ellsworth Avenue."
On motion of Commissioner King the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1269.
The above resolution is recorded in full on Page 338 Resolution Book Num-
ber 4.
A resolution was introduced and passed"relating to regulation of off-street
parking lots."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution

and it is Numbered 1270.
The above resolution is recorded in full on Page 339 Resolution Book Num-
ber 4.
Petition was presented for the construction of a lateral sewer to serve
Lots 15 to 30 East Gardens Addition. Protest petition also filed for this
sewer. Both petitions were referred to City Manager.
Petition was presented from Gutsch Agency to rezone to ''D" Local Business,
a tract of ground beginning at a point at the intersection of Crawford Avenue and
the east side of 81 By -Pass, thence North 120 feet; thence east 85 feet; thence south
120 feet; thence west 85 feet to point of beginning. Table until platted.
Carried.
Petition presented from Parkview Realty and Bsilding Company for sewer to
serve Lots 1,3,5,7,9,11,13,15,17 and 19 Block 7, Stack Place. Referred to City

Petition presented from Leonard Wood for curbing and guttering the following
Beatrice from Republic to Martin;
West side of Ohio from Republic to Martin;
Pearl Avenue from Republic to Id-rtin;
Lewis -avenue from Republic to Martin;
Northside of Republic -venue from Roach to Ohio; and
Roach rom Republic to Iviartin.
The above petitions were referred to the City Manager.
The following letters were presented f rom the City Planning Commission:
Recommending that petition for the vacation of University Street from west
line of Broadway, west to the east line of the new channel of Dry Creek be denied.
Commissioner King moved to accept. Carried.
Rezoning Missouri . Pacific Railroad property, near the By -Pass to "F" a ght
Industrial. Commissioner King moved tor efer to Joint Meeting with Planning
Commission. Carried.
Al Webb of the Missouri racific Railroad Company was present on the above
rezoning and a protest petition was also filed by property owners.
W. S. Norris was present and filed a plat on Kraft Ivianor #2.
Commissioner King moved torefer to City Planning Commission. Carried.
On motion of Commissioner King the Board of Commissioners adjourned.

Building Application No. 3391.
Fleming Motor Company,for the erection of a building on Lots 9, 11 and 13,
Block 63, Military Addition. Commissioner Price moved to give legal notice
of hearing. Carried.
Lon Xlson, Jr. presented map and applization of area to be used for Trailer
Court at tt.e corner of North Street and Broadway Boulevard, described as Lots 1,2,
3,4,5,6,7 and 8 in ELock 2, and Lot 5 in Stock 1, Chicago Addition. Commissioner
Cobb moved to accept and City Clerk give legal notice of hearing. Carried.
