JANUARY 7, 1952 Regular Leeting of the Board of Commissioners January 7, 1952. meeting was called to order by lAyor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The minutes of the Regular keeti ng of December 28, 1951 and Meeting of Board of Zoning Appeals of December 28, 1951 were r ead and approved as read. John A. Crowther, County Attorney and Fred Joy, Probate Judge of Salina., Kansas, appeared before the Board of Commissioners regarding Juvenile Officer. Referred to City Manager for study and investigation, to report in two weeks. Representative of Central Kansas Co -Op Company of Hillsboro, Kansas was present. Leave ordinance as it now stands. Inspection 25 mile limits. 1l1r. Johnson of Johnson -Sampson ConstructionOompany,appeared with plat of • area he wishes to bring into City. Commissioner Price moved to approve, subject to compliance with the Rules of Land Platting, this will certify that in the event you so request your land will e incorporated within the limits of City of Salina. Carried. Carried. H. S. Currier appeared regarding the Bond now necessary for Oil Wells in the anount of $2500.00. He would like to have it reduced to $1,000.00. Commissioner King moved to place on agenda for January 14, 1952. Carried. Pursuant to notice published in the Salina Journal bids were received for the sale of Dump Grounds as follows: B. R. Becker $1301.00 Ralph Gramm 800.00 Commissioner iing moved to reject all bids and return checks and money to bidders. Carried. Commissioner Barcafer moved that City Clerk be instructed to advertise for bids for the sale of house at City Dump, tobe received January 213 1952, Carried. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the calling and holding of an election of the qualified electors of the City of Salina, Kansas, to vote upon the question of authorizing the Board of Commis- sionrs of said City to issue general obligation bonds of the city in the amount of }350,000.00 for the purpose of paying the cost of acquiring real estate for off- street parking stations, and improving the site or sites so acquired by the necessary facilities, including buildings for the off-street parking of vehicles to relieve parkin congestion on the city streets." • On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption ti.e roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor•�agprered the ordinance and it is Numbered 5609. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the calling and holding of an election of the qualified electors of the City of Z)ali na, Kansas to vote upon the question of authorizing the Board of Commis- sioners of said City to issue general obligation bonds of the City in an amount of 425,000.00 for the purpose of paying the cost of equipping the public library of said City. " On motion of Commissioner Price the ordinance was read and adopted by sections and on its finaladoption the rollers called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5610. Combination Plumbers and Gas Fitters Bond presented from Joe Morris. On motion of Commissioner Price approved by the Board of Commissioners. Carried. Petition was presented for the curbing and guttering of Norton Street from Jewell Avenue to Ellsworth Avenue. Referred to City Manager. Petition was presented to vacate University Street from U. S. Highway 81 west to Dry Creek. Referred to City Planning Commission. Petition was presented from Missouri Pacific Railroad Company to rezone their • property between Crawford Avenue and Republic Avenue to 11G" Heavy industrial. On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-573• An ordinance was introduced and passed entitled: "An ordinance making appro- priation for the per ment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) haor approved the ordinance and it is Numbere A-574. An ordinance was introduced for first reading entitled: "An ordinance prescrib- ing the salaries of certain officers of the City of Salina and repealing Sections 1-602 to 1-610 both inclusive, of the Revised Ordinances of the City of Salina, Kansas, 1948, as amended by Ordinance No. 5531•" Ordinance was referred to the Board of Commissioners. Civil Defense Budget was presented and filed. Commissioner King moved to approve, Motion adopted. Rules for Development of New Additions was presented. Commissio#er King moved to approve.
