06-01-1953 Minutes`14 COMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS JUNE 1, 1953 Regular Meeting of the Board of Commissioners June 1, 1953• Meeting was calle to order by Mayor barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded. The minutes of he Regular Meeting of May 25, 1953 and Board of Zoning Appeals Meeting of laay 25, 1953 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain curbing, guttering, paving and grading improvements on a certain street in the City of Salina., and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5783• • An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-651. An ordinance was introduced and passed entitle "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its f nal adoption the roll was called and the following vote was had; Aye s: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-652. Petition Number 1390 for sewer to service 81-40 Motel was again taken up by the Board of Commissioners. Petition was referred to City Manager to contact Lon Wilson, Jr. No persons appeared to protest against the rezoning of Lots 38, 39, 40, 41 and 42, Block 3, Van Trine's Addition to Class "C" Apartment House district. An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning_,0rdi n4ftbQ Wimbek 5549 and the Zoning District Map therein and thereby adopted, and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to he Board of Commissioners. • City Manager reported on the following petitions: 1397 Paving College Avenue from Prescott Avenue to Morrison Avenue. 1394 Curb, Gutter and pave Ellsworth Avenue from Lewis Avenue to Ohio Avenue. 1392 Paving Phillips Street from Prescott Avenue to Charles 'street. 1393 Curb, Gutter and Pave Jewell Avenue from Roach Avenue to Again to City Manager. Ohio Avenue. referred A resolution was introduced for first reading entitled: "A Resolution relating to the paving of College Avenue from the North line of Prescott Avenue to the North line of Morrison t''venue'. Referred to the Board of Commissioners. A resolution was introdu--ed for first reading entitled: "A Resolution relating to the paving of Phillips Street from the North line of Prescott Avenue to the South line of Charles Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and paving of Ellsworth Street from the west line of Lewis Street to the west line of Ohio Avenue." Referred to the Board of Commissioners. 0 Commissioner Cunningham moved that City Clerk be instructed to advertise for the sale of $1,0002000.00 Water Works Revenue Bonds, bids to be received up to and including Monday, June 22, 1953 at 7:30 o'clock P. M. Motion adopted. Commissioner Cunningham moved that City Clerk be instructed to advertise for the sale of $6252700.76 General Improvement Bonds, bids to be received up to and including MondcV , June 22, 1953 at 7:30 o'clock P. M. Motion adopted. Letter presented from City Planning and. Zoning Commission approving Petition Number 1396 submitted by Harry Banker, May 25, 1953, for the rezoning_of ten acres at the southwest corner of Crawford Avenue and U. S. 81 By -Pass from Zone "A" to Zone "D". Commissioner Lake moved to accept and City Clerk to give thirty days notice of such proposed rezoning in the official City paper as provided by law. Carried. Petition was presented from Kenneth E. Shank for proposal for six months option on three lots of ground (West side of Lots 45, 46 and 47 in the Gypsum Hill Cemetery) for proposed Mausoleum construction site. Commissioner Wenger moved to defer action until July 6, 1953• Carried. D. R. Kendrick asked permission to transfer his Beer License from Pacific • Street Tavern (122 West Pacific to White House Tavern, 813 North Santa Fe Avenue. Commissioner Lake moved that permission be granted. Carried. The following petitions were presented and referred to the City Manager: Curb, gutter and pave Roach from Minneapolis to -0e10it. Sanitary sewer to serve 100 Block on West Republic Avenue. Application was presented from Rogers Outdoor Advertising for the erection of a sign on Lot 89, Fifth street, Original Town o'Y Salina, south of the proposed City parking lot. Commissioner Wenger moved to table until July 6, 1953• Carried. City Engineer filed Estimate Number in the amount of 33456.25 to 0. D. Wil moth, for the construction of Frankl in Street Siorm Sewer. Approved by Commission- er Wenger. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Galina, Kansas, in the sum of $3,,y6.25 to pay a portion of the cost of sewer improvements in the City of Salina, Kansas, to be designated as ST -17 pending the issuance of bonds to pay the cost of s aid work." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approvedthe resolution and it is Numbered 1404. The above resolution is recorded in full on Pages 146, 147 and 148, Resolu- tion Hook Number 5. City Engineer filed Final Estimate in the amount of X13,641.44 to H. J. Taylor Construction Company for the construction of Ohio Street Storm Sewer. Approved by Commissioner Lake. Carried. A resolution was introduced and passed entitled: "A resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $13,641.44, to pay a portion of the cost of certain sewer improvements in the City of O alina, to be designated as ST -15 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Lake, Cunningham and 6enger (5) Nays: (0) Mayor approved the reso- lution and it is Numbered 1405. The above resolution is recorded on Pages 149, 150 aid 151, Resolution Book Number 5. City Engineer filed Partial Estimate in the amount of X5198.05 to H. J. Taylor Construction `'ompany for Lateral Sanitary Sewers 294 and 295 and Main Sewer "AB", kirown as Job 306). Approved by Commissioner Cobb. Carried. City Engineer filed Final Estimate in the amount of $5089.24 to Saum Brothersfor sidewalk construction, (known as Job 301). Approved by Commissioner Cobb. Carried. • An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Sections 13-701, 13- 02, 13-703 and 13-709 of the Re- vised Ordinances of the City of balina, Kansas, 194, and further providing for the repeal of the original of said sections." Ordinance was referred to the Board of Commissioners. • Commissioner Lake moved to convey in letter to Carl Ramsey that Board of Commissioners will cooperate on any flood control matter and would like to have a representation at any hearings that might come up in the future. Carried. W. Cross, 105 South Twelfth Street was taken up by the Zoning Board of l'ppeals. Commissioner Wenger moved to deny for connecting house and garage. Carried.
