City Attorney Clark absent. The minutes of the Regular Tweeting of May 4, 1953 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of -ialina, A ansas, to pay the cost of curbing, gutter- ing and grading of Martin Avenue from the center line of Roach Street t othe center line of Lewis Avenue; for the curbing, guttering and grading of kiinneapolis Avenue from the west line of Quincy Street, west 200 feet, for the curbing, guttering and gracing of.Liorningside Drive from the center line of Sunrise Drive to the center line • of Roach S+reet; for the curbing, guttering and grading of Sunrise -Drive from the center line of Wilson Street to,.he south line of McAdams Road; for the curbing, gutbering and grading of Sunrise Drive from the north side of Republic Avenue to the center line of korningside Drive; for the curbing, guttering and grading of Wilson Street from the center line of Sunrise Drive to the center line of Roach S reet; for the curbing, guttering and grading of Beatrice Avenue from the center line of Repu lic Aver.ue to the center line of Martin Avenue; for the curbing, gutter- ing and grading ofrLewis Avenue from the center line of Republic -"venue to the center line of Martin Avenue; for the curbing, guttering and grading of the west side of Ohio Avenue from the center line of Republic Avenue to the center line of Martin A enue; for the curbing, guttering and grading of Pearl Avenue from the center line of Republic Avenue to the center line of Martin Avenue; for the curbing, guttering and grading of Roach Street from the center line of Republic Avenue to the center line of sartin Avenue; for the cur U ng, guttering and grading of the North side of Republic Avenue from the center line of Roach Avenue to the center line of Ohio Street; and curbing, guttering and grading the south side of Republic Avenue from the center line of Roach Avenue to the center line of Lewis Avenue; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was alled and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) iviayor approved the ordinance and it is Numbered 5781. City Engineer filed plans and specifications for the curbing, guttering and paving of Crawford Avenue from the west line of the Union Pacific Railroad Right- of-way, thence east to the east line of Roach Street, extending north and south, as provided for in Ordinance Number 5780. Commissioner Cobb moved that plans and specifications be accepted and • City Clerk be instructed to advertise for bids to be received up to and including, Monday, May 25, 1953 at 7:30 o'clock P. M. Motion adopted. The matter of Brown and Brown Inc., asphalt mix plant in northeast Salina was taken up by the Board of Commissioners. Commissioner Lake moved that action on same be deferred until Monday, Liay 18th, 1953• Carried. The following letters were presented from the City Planning Commission: Recommending that petition filed by Orlando Scroggins for the rezoning of Lots 61 8 and 10, Block 14, E. Bd. I. Addition from Zone "B" to Zone "D" be denied. Commissioner Cobb moved to accept. Carried. Recommending that petition filed by Emma Catlin for the rezoning of the tract of land containing seven acres between Kirwin and Claflin Avenues, and on the west side of Ohio Avenue from Class "A" to Class "D" be denied. Commissioner -'rfiienger moved to accept. Carried. Plat of ingermanson Addition was presented and Commissioner Wenger moved to approve. Carried. City Manager reported on the following petitions: 1388 Paving Oakdale Avenuefrom Ash Street to Elm Street. 1389 Paving hiarietta Avenuefrom Clark Street to Chicago Street. City Engineer filed Final Report for Ohio Street Storm Sewer, Engineer • Job 296. Commissioner Cobb moved that, report be adopted. Carried. A resolution was introduced for first reading entitled: "A resolution relating to the pav ng of Oakdale Avenue from the north line of Ash Street to the south line of Elm Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Marietta Avenue from the west line of Clark Street to the east line of Chicago Street." Referred to the Board of Commissioners. Application for Cereal Malt Leverage License presented from Milo Youngman, d/b/a 81-40 Cafe, 830 North Ninth Street, Salina, i,)"ansas. Commissioner Wenger moved that application be approved and license issued. Motion adopted. The following petitions were presented and referred to the City Manager: Extension of sewer now being laid on North Street to service the 81-40 Motel and Fisk Oil Company. Curbing and guttering Third Street from Harsh Street to Hamilton Street. The matter of parking automobiles on East Iron Avenue Bridge was taken • up by the Board of Commissioners. Commissioner Lake moved to refer to City tanager regarding safety and parking on Iron Avenue Bridge, to report at the next meeting of May 18th, 1953. Carried. Wayne Young appeared before the Board of Commissioners regarding the vacation of Walnut Street from U. S. 81 By—Pass to Dry Creek. Referred to City Manager.
