The minutes of the Regular.i�aeeting of April 20, 1953 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company, for the construction of certain lateral sanitary sewers and main sanitary sewer in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts 291, 295, 296" and Iyiain Sanitary Sewer "AB", and providing forthe issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Wenger the ordinance was ead and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; • Ayes: Barcafer, Cobb, Cunningham, Lake and �Ienger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5776. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Section 8-202, Revised Ordinances of the City of Salina, Kansas, 1946, and providing for the repeal of said section." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its finaladoption the roll was called and the followin vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and i�enger (5) Nays: (0 Mayor approved the ordinance and it is Numbered 5777• An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of 031 ina, Kansas, to pay the cost of construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 284, 286, 267, 288 and 28), and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Lake the and on its final adoption the roll was called Barcafer, Cobb, Cunningham, Lake and Wenger ordinance and it is Numbered 5778. ordinance was read and adopted by sections and the following vote was had; Ayes: (5) Nays: (0) Mayor approved the A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving of Kerrison Road from the south line of Wilson S�,reet to the south line of PricAdams Road." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, • Cobb, Cunningham, Lake and luenger (5) Nays: (0) I.Iayor approved the resolution and it is Numbered 1394. A resolution was introduced for second reading entitled: "A Resolution re- lating to t he curbing, guttering and grading of the north s ide of Wilson 6 reet from the center line of Fourth Street to the east lot line of Lot Twelve (12) Lock Five (5), College View Addition, and curbing, guttering and grading of Wilson_otreet (south side) from the center line of Fourth Street to the west .line of Third Street." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll wascal.led and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Weriger (5) days: (0) Mayor approved the resolution and it is Numbered 1395• The above resolution is recorded in full on Page 127, Resolution Book 5. No persons appeared to protest against the rezoning of Lots 18 and 20, on Kirwin 4venue, Grounds of Kansas Wesleyan University, to Class "B" Residential. Also for the rezoning to Class "F" Light Industrial property located at 523 and 529 South Broadway. An ordinance was introduced for first reading entitled: "An ordinance providing for the amending of Zoning Ordinance Number 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property • within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. Butts, 1101 West Crawford Avenue, in the amount of $673.08, or damages to his property in connection with Sanitary Sewer Extensions and Sewage Pumping Station , in southwest part of Salina, Kansas Referred to the City Manager. Electricians Bond presentedrrom Loren Amerine, d/b/a "Amerine Electric Approved by Commissioner Cobb. Carried. Petition presentedfi-om Orlando Scroggins to rezone to "D" Local Business from 'IB" Residential, Lots 6, 8, and 10, BLock lig, E. M. I. Addition. Referred to City Planning Commission. City Manager reported on Petition No. 1383 for the vacation of part of Walnut Street, in Block 11, Leavenworth Addition. 1. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the vacation of a part of Walnut Street in the City of Salina, Kansas." Referred to the Board of Commissioners. Letter presented from City Planning Commission recommending that 37, 39, 4o, 41 and 42 in Block 3;, VanTrine's Addition be rezoned from Zone Zone "C". Commissioner Wenger moved to accept recommendation and City Clerk thirty days notice. Carried. Murray A. Wilson, a Licensed Civil Engineer, filed estimate in the amount of :28,160.00 to C. N. McCollum for certain Sewage Pumping Station improvement in the City of Salina, Kansas. Approved by Commissioner Cobb. Carried. A resolution was introduced entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $28,160.00 to pay the cost of certain Sewage Pumping Station improvement in the City of Salina, to be designated as ST -16 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bar- cafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the reso- lution and it is Numbered 1396. The above resolution is recorded in full on Pages 128 to 130 inclusive, Resolution Book Number 5. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the curbing, guttering and paving of Crawford Avenue from the west line of the Union Pacific Railroad Right-of-way, thence east to the east line of Roach Street, extending north and south, and providing for the payment of the cost thereof, how the same shall be assessed and the mariner of the payment of the cost thereof." 'Wenger filed approved Bond and took oath of office for his new term as City Commissioner. — Board of Commissioners convened for the purpose of organizing. Harold E. Peterson, City Clerk, presiding. The roll was called and the following responded: Commissioners:, Barcafer, Cobb, Cunningham, Lake and Wenger and City Attorney Clark. Commissioner Wenger nominated Ward E. Barcafer, for Mayor and Chairman of the Board of Commissioners for the ensuing year. Carried. Commissioner Barcafer nominated E. P. Wenger, for Acting Mayor and Vice - Chairman of the Board of Commissioners for the ensuing year. Carried. On motion of Commissioner Lake the Board of Commiss nets adjourned. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded. Meeting was held for the purpose of acting on Appraisers Report for the construction of Intercepting Sewer "AA". No protests. Approved as read by Commissioner Lake. Carried. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of LTound in the City of Salina, Kansas, to pay the cost of construction of Inter cepting Sewer "AA", and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. On motion of Commissioner Lake the Board of Commissioners adjourned. City Clerk
