Regular Meeting of the Board of Commissioners April 20, 1)53. Meeting was
called to order by Ivayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Cunningham and Lake and City Attorney Clark responded. Commissioner Wenger
absent.
The Iuinutes of the Regular Meeting of April 13, 1953 and Special Meeting of
April 13, 1953 were read and approved as read.
Chas. E. Banker, was present and Honorarium was passed by the Board of Com-
missioners making him City Clerk Emeritus for so long as he shall live.
Honorarium was presented to Mr. Banker by Senator J. H. Moore, Jr., and
R. J. Pafford. Recorded in full as follows:
HONORARIUM
• WHEREAS, Charles E. Banker has continuously served
the City of Salina, as an employee since January 23, 1899,
and
WHEREAS, Chas. E. Banker faithfully served as City
Clerk of said City for 42 years and 7 days; and
WHEREAS, Chas. E. Banker, has fulfilled with diligence,
intelligence and honor his every duty as an employee of said
City; and
WHERLAS, it is deemed advisable to record and honor
a faithful career in the public service; and
So Now, by order of the Board of Commissioners of the
said city and pursuant to the prerogatives of my office,
I hereby confer upon you, Chas. E. Banker, for so long as
you shall live, the honor of being City C]e rk Emeritus of
the (Ity of Salina, Kansas..

Pursuant to notice published in the official City paper bids were presented
for the construction of Lateral Sanitary Sewers Numbered 294, 295, 296 and Main Sanitary
Sewer "AB", as follows:

Engineer's Estimate $11,241.30
Commissioner Lake moved that contract be awarded to H. J. Taylor Construction
Company as per bid submitted in the sum of $10,747.90, and checks or bonds be returned
to unsuccessful bidders. Motion adopted.
�- An ordinance was introduced for first reading entitled: "An ordinance ratifying
and confirming a contract with H. J. Taylor Construction Company for the construction
of certain lateral sanitary sewers and mainsanitary sewer in the City of Salina, Kansas,

heretofore designated as Lateral Sanitary Sewer Districts 294, 295, 296 and Dain Sani-
tary Sewer "AB", and providing for the issuance of temporary notes to pay the cost
thereof pending issuance and sale of bonds." Ordinance was referred to the
Board of Commissioners.

appraisers for Lateral Sanitary Sewers Numbered 294, 295, 296 and Main Sanitary
Sewer "AB". Appointments confirmed by Commissioner Cobb. Carried.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Sei.na, Kansas, to pay the cost of grading and paving
Anderson Agenue from the west line of Front Street to the west line of Third Street;
for the paving and grading of the center parking in Ash Szeet from Oakdale Avenue
to Penn Avenue; and pavinV and grading of the center parking in Ash Street from
Penn Avenue to Columbia A enue; for the paving and grading of the center parking ---
in Ash�rStreet from Kansas Avenue to Des Moines Avenue; for the paving and grading of
Delaware -venue from the souti line of Gypsum Avenue to the south line of Stack
Avenue; for the paving and grading of Garfield Avenue from the north line of Lincoln
Avenue to the north line of North Street; for the paving and grading of Grant Street
from the north line of North Street to the south line of Rock`Island Railroad
right-of-way; for the paving and grading of Illinois Street from the west line of
Sherman S+reet to the east line of Custer Street; for the paving and grading of

Mayor approved the ordinance and it is Numbered 5771.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the vacation of a certain north south alley located between Lincoln Avenue
and North Street in HLock 4, North Park Addition, subject to reservations."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Wenger absent.
Mayor approved the ordinance and it is Numbered 5775•
An ordinance was introduced and read entitled: "An ordinance making an ap-
propriation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

Letter presented from City Planning Commission relating to petition pre-
sented from C. H. McCall for the right to operate a Trailer Camp on Lots 22, 24
and 26, -Block 2, Van b'rine's Addition, City of Salina, Kansas, with a building to
front on Second Street. Commissioner Cobb moved to table indefinitely.
Carried.
Resolution relating to Curfew Ordinance presented from Y. M. C. A.
Action on same deferred until next meeting.
City Manager reported on the following petitions:
Fbr paving Kenison Road from Wilson S reet to McAdams Road.
• For curbing and guttering Wilson Street from McPherson Branch Railroad
Tracks to Third Street.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the paving of Kenison Road from the south line of Wilson Street tothe south
line of kcAdams Road." Resolution referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing, guttering and grading of the north s ide of Wilson Street from the
center line of Fourth Street tothe east lot line of Lot 12, (Twelve) Blick Five (5)
College View Addition, and curbing, guttering and grading of W lson LAreet (south side)
from the center line of Fourth 6�reet to the west line of Third Street." Resolution
was referred to the Board of CommissiorE rs.
City Engineer filed estimate in the amount of 4*15,460.10 to C. N. McCollum
Construction Company for ditch and placing twelve -inch pipe. Approved by Commis-
sioner Lake. Carried.
