APRIL 6, 1953 Regular Meeting of the Board of Commissioners April 6, 1953• Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Price, Ramsey and Wenger and City Attorney Clark responded. Tide minutes of the Regular Meeting of March 30th, 1951 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to she curbing, guttering and grading of the east side of Fourth Street from the center line of Lamar Street to the center line of Republic Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bar- cafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1390. • The above resolution is recorded in full on Page 120 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution ,relating to the curbing, guttering, grading and paving to a width of forty (40) feet, " Crawford kvenue from the east line of Missouri Pacific Railroad Right-of-way to the center line of Broadway Boulevard, known as U.S. highway No.' 81, By -Pass." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was ::alled and the following vote was had; Ayes: Bar- cafer, Cobb, Price, Ramsey and Wenger (5) Nays: l0) Mayor approved the resolution and it is Numbered 1391. The above resolution is recorded in full on Page 121 Resolution Book Number 5. V/ An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with 0. D. Wilmoth Construction Company for the construction of certain storm sewer in the City of Salina, Kansas, heretofore desig- nated as Franklin Street Storm Sewer, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, hamsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5769. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Main Sewer District in the City of Salina, Kansas, designated as luain Sanitary Sewer "AB" and providing for the construction of a blain Salutary sewer insaid Iaain Seiver District "AB", so created, and providing for the pay- ment of the cost thereof and for the levying of special assessments against the propert in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption tie roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5770. An ordinance was introduced for second reading entitled: "iin ordinance relat- ing to the apportioning and levying special assessments on certain lots and pieces of ground in the City of Sal ina, Kansas, to pay the cost of construction of lateral sani- tary sewer in the City of Salina, iiansas, in Lateral Sani-tary Sewer District Number DH -29, and relating to and providing for the collection and payment of such assess- ments, and repealing Section 30 of Ordinance Number 5759." On motion of Commissioner Wenger the ordinance was read and adopted by sectioi and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and `ruenger (5) Nays: W) Mayor approved the ordi- nance and it is Numbered 5771. Hurray A. (Nilson, a Licensed Civil Engineer, filed Estimate Number 2 in the amount of $36,410.69 to H. J. Taylor Construction Company, for Intercepting Sewer "AA", known as Job 299. Commissioner Wenger moved that Estimate beapproved by the Board of Commissioners. Carried. A resolution was introduced entitled: "A Resolution authorizing and provid- ing for the issuance of Temporary Note of the City of Salina, i,ansas, in the sum of {F36,440.69 to pay a portion of the cost of certain sewer improvements in the City of Salina to be designated as ST -13 pending the issuance of bonds to pay the cost of said work." 450 On motion of Commissioner Tenger the resolution was adopted as read and on its final adoption the roll was called and the following vote waa had; Ayes: Barcafer, Cobb, Price, t{amsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1392. The aoove resolution is recorded in full on Pages 122, 123 and 121 Resolution Book Number 5• A resolution was introduced and passed entitled: "A Resolution finding that it is necessary for the City of Galina, nansas, to acquire certain land for additional water wells for the use of said City and to appropriate private property therefor and directing the City Engineer to file a survey and description of the land so acquired." On motion of Commissioner 'rienger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, t-amsey and Wenger (5) hays: (0) mayor approved the resolut on and it is Numbered 1393• The above resolution is recorded in full on Page 125 Resolution Book dumber 5. City Engineer filed survey and description of land to be acquired under Resolution Number 13)3. Commissioner Wenger moved to accept. Carried. An ordinance was introdu:ed for first reading entitled: "An ordinance providing for the appropriation and condemning certain land within the City limits of the City of Salina, Kansas, for the use of said city for the drilling and erection oftwo water wells to be used to supply said city and its inhabitants with water." Ordinance was referred to the Board of Commissioners. Application for oereal Malt Beverage License presented from Verl Thyfault, d/b/a "Rainbow Tavern", 105 South Fifth Street. Commissioner Ramsey moved that application be approved and license grantlad. Carried. Concrete Construction Bond presented from Lavern C. Abbott. Commissioner Wenger moved that Bond be approved by the Board of Commissioners. Carried. hlectrician's.Bond presented from Jack A. Wilson. Commissioner Wenger moved that Bond be approved by the Board of Commissioners. Carried. Petition presented from U K. uilebster for he vacation of the alley from the North line of Lots 5 and 6 to the South line of Lots 45 and 46, Block 4� idorth Park Addition. Petition referred to the City Planning Commission. Petition presented rom C. S. harper to include within the City limits the N,> of SE! 4 Section 24, Township 14, Range 3 West of the 6th P. I. Ordered filed. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its finaladoption the roll w as called and the following vote was had; Ayes: Barcafer, Cobb, Price, namsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-611. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for he payment of certain claims." Meeting was held for the purpose of acting on the i�ppraisers Reports for the construction of Lateral Sanitary Sewers Aumbered 284 to 291 inclusive. No protests on above reports. Approved by Commissioner 'Wenger. Carried. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots, and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of Lateral Sani- tary Sewers in Lateral Sanitary Sewer Districts Numbered 284, 286, 287, 288 amd 289, and relating to and providing for the collection and payment of such assessments."
