Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Price, Ramsey and Wenger and City Attorney Clark responded. The minutes ofrhe Regular Meeting of Larch 23, 1953; Special Meeting of March 23, 1953; and Canvassing Board LYeeting of March 27th, 1953 were r ead and approved as read. Pursuant to notice publish in ,the Salina Journal bids were presented for the construction of Franklin Street Storm Sewer (Engineer Job No. 302) as follows: C. N. McCollum Construction Company $17,965.00 H. J. Taylor Construction Company 18,812.00 L. C. Peddicord 17,569.50 0. D. Wilmoth 17,3.7.50 Birch Construction Company 18,758.00 • City Engineer's Estimate 318,268.00 Commissioner Price moved that contract be awarded to 0. D. Wilmoth as per bid submitted in the amount of $17,347.50, and that checks be returned to unsuccess- ful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with 0. D. VElmoth Construction Company for the construction of a certain storm sewer in the City of Salina., Kansas, heretofore designated as Franklin Street Storm Sewer, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Pursuant to notice published in the Salina Journal bids were presented for the sale of $30,000.00 Off -Street Parking Facility Revenue Bonds, Series "PA", dated February 1, 1953 as follows: r'armers ilational Bank, Salina, Kansas Planters State Bank, Salina, Kansas National Bank of America, Salina, Kansas Bid submitted collectively by the above mentioned banks. Commissioner Ramsey moved to accept bid of Farmers National Bank, Planters State Bank and National Bank of America, bidding collectively, for par and accrued interest. Carried. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of the west side of Third Street from • the north line of Walnut street, 350 feet, more or less, to the north bank of Smoky Hill River." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) .days: (0) irayor approved the resolution and it is Numbered 1388. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Saina, i�ansas, designated as Lateral Sanitary Sewer District Number 296, and pro- viding for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 296, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said distract for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." City Manager reported on the following petitions: Number 1375 For curbing, guttering and paving Crawford Avenue from Iiissouri Pacific nailroad right-of-way to US Highway No. 81. A resolution was introdu•.:ed for first reading entitled: "A Resolution relat- ing to the curbing, guttering, grading and paving to a width of forty (40) feet, Crawford Avenue from the east line of Missouri Pacific Railroad Right -of -Way to the center line of Broadway Boulevard, known as U. S. Highway No. 81, By -Pass." Resolution was referred to the Board of Commissioners. Number 1376 For curbing and guttering the East side of Fourth Street from Republic Avenue to Lamar Street. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of the east side of Fourth treet from the center line of Lamar Street t o t he center line of Republic -"venue:" Resolution was referred to he Board of Commissioners. Petition Number 1372 For sanitary sewer on Chicago Street from Union Pacific 'racks to North Street. • An ordinance was introduced for first reading entitled: "An ordinance creating and defining a certain Main Sewer District in the City of Salina, Kansas, designated as !gain Sanitary Sewer "AB"' and providing for tthe construction of a main sanitary sewer in said main Sewer District "AB", so created, and providing for the payment of the cost thereof and for the levying of special assessments against tl:e property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Commissioner Ramsey moved that applications be approved and license granted. Carried. Petition presented for tI-ie installation of a "Stop Sign" at Woodland Avenue and Third Street. Referred tot he City Iaianager. Petition presented from J. Vim. Wilson to rezone Lots 39, 4U, 41 and 42, Block 3, Van'i'rine Addition from District "A -B" to District "D". Petition referred to the City Planning Commission. Building Application dumber 4583, for permission to operate a Trailer Camp on Lots 22, 24 and 26, Block 2, VanTrine's Addition, presented from C. H. McCall. Petition referred totlie City Planning Commission. Letter presented from hansas State Board of Health, concerning the proposed 1 water softening plant for the City of Salina, Kansas. Ordered filed. • Letter was presented from Murray A. Filson, relating to fee for proposed Water Softening Plant for the City of Oal.ina, Kansas. Ordered filed. Electrician's Bond presented from R. D. Rittgers and T. J. McRae, d/b/a Rittgersand McRae Electric. Approved by Commissioner Price. Carried. Murray A. Wilson filed Estimate Number 7 and Final on Storm Sewer 152-44 to L. C. Peddicord, in the amount of $3.,079.15. Approved by Commissioner Ramsey. Carried. A resolution was introduced and passed entitled: "A Resolution aut orizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $34,079.15 to pay a portion of the cost of certain sewer improvements in the City of Salina, to be designated as ST -11 pending the issuance of bonds to pay the cost of said work." - On motion of Commissioner Ramsey the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Aays: (0) Mayor approved the resolution and it is Numbered 1389. Appraisers reports filed for the curbing and guttering of certain streets provided for in Ordinances Numbered 5634 and 5725, (Engineer Job Number 295)• Commissioner Ramsey moved that City GLerk advertise for hearing on said reports to be held, Monday, April 13th, 1953 at 7:30 o'clock P. M. Carried. Appraisers reports filed for the paving of certain streets provided for in Ordinance Number 5726, (Engineer Job Num1ber 300). On motion of Commissioner Wenger the BoArd of Commissioners adjourned. City Clerk An ordinance was introduced for .first reading entitled: "An ordinance relating to the apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas., to pay the cost of construction of lateral sanitary sewer in the City of Salina, Kansas, in Lateral Sanitary Sewer Dis— trict Number DH -291 and relating to and providing for the collection and payment of such assessments, and repeaing Section 30 of Ordinance Number 5759." Ordinance was referred tothe Board of Commissioners.
