03-09-1953 Minutes'V -34 COMMILSSIONERS PROCEEDINGS, REGULAR MEETING is COMMISSIONERS ROOM, SALI NA, KA NSAS MAR 9, 1953 Regular Mleeting of the Board of Commissioners March 9, 1953• Mseting was l called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Price, Ramsey and Wenger and City Attorney Clark responded. The minutesofthe Regular Meeting of March 2, 1953 were read and approved as read. Commissioner Price made motion to introduce Fireworks Ordinance for first reading. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of a certain storm sewer and drainage in the City of Say ina, Kansas, to b e designated as Franklin Street Storm Sewer, and providing for the letting of contract for such construction and for'the payment of the cost thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- • tions and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays; (0) Mayor approved the ordinance and it is Numbered 5762. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 295, and pro- viding for the construction of a lateral sanitary sewer insaid Lateral Sanitary Sewer District Number 295 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its finaladoption the rcll wascalled and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and ViTenger (5) mays: (0) Mayor approved the ordinance and it is Numbered 5763. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of a portion of a certain street in the City of Salina, Kansas . " On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was c alled and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5764. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract witi, H. J. Taylor Construction Company for • the construction of certain lateral sanitary sewer in the City of Sat ina, Kansas, heretofore designated as Lateral Sanitary Sewer District Number 293; and for the construction of a pumping station to pump the sewage of Lateral Number 293 and extensions thereof, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5765. hearing on petition from C. E. Vieaver for the use of South 100 feet of West 450 feet of North 500 feet of ground adjoining Walnut Street on the South and Broadway Boulevard on the Last, for miniature golf, archery and baseball driving range purposes, was held over for one week. City Manager reported on petition Numoer 1368 for curbing and guttering the south side of kartin A,,enue from Lewis Avenue to Ohio Avenue. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of the south side of Martin Avenue from the east line of Lewis Avenue to the west line of Ohio Avenue." Resolution wasreferred to the Board of Commissioners. The following petitions were presented and referred tot he City Manager: Curbing and guttering Eleventh Street from Eamilton to Antrim. • Sanitary. Sewer on Chiicago Sjreet from Union Pacific Tracks to North Street. 0 1 1 1 • 1 1 L_J ,iurray A. Wilson, a Licensed Civil Engineer, filed Estimate Number 6 in the amount of *11,076.36 to L. C. Peddicord for Storm Sewer 152-44. Approved by Commis- sioner Cobb. Carried. A resolution was introduced and passed entitled: "A Resolution aut:orizing and providing for the issuance of Temporary Note bf the City of Salina, Kansas:, in the SUM of $14,876.36 to pay a portion of the cost of certain sewer improvements in the City of Salina, to be designated as ST -11, pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Hamsey and Wenger (5) idays: (0) Mayor approved the resolution and it is Numbered 1382. The above resolution is recorded in full on Pages 105 to 107 inclusive, in Resolution Book Number 5. Murray A. V&lson, a Licensed Civil Engineer, filed Estimate Number 1, in the amount of $26,812.06 to H. J. Taylor Construction Company, for Intercepting Sewer "AA". Approved by Commissioner Price. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of ''al ina, Kansas, in the sum of $26,812.06 to pay a portion of the cost of certain sewer improvements in the City of Salina to be designated as ST -13 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Price the resolution was adopted as read and on its final a doption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1383. The above resolution is recorded in full on Pages 108 to 110 inclusive, in Resolution Book Number 5. City Engineer filed Final Estimate in the amount of 56503.35 to L. W. Rexroad for Job Number 295. Approved by Commissioner Ramsey. Carried. Commissioner Wenger moved that City Manager be authorized to assign lease of G. i. m1cClellan to Ernest Wissing. Carried. Soft 'Nater information and petitions filed. Appraisers reports filed for curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5686, 5687 and 5688, known as Engineer Job Number 2y0. Commissioner Price moved that City Clerk be instructed to advertise for hearing ons said reports, March 23, 1953 at 7:30 o'clock P. M. Carried. Commissioner Ramsey moved that City Clerk be instructed to advertise for bids for Off -Street Parking Revenue Bonds to be received up to and including Monday, T,'arch 30th, 193 at 7:30 o'clock P. M. Carried. On motion of Commissioner Cobb the Board of Commissioners adjourned. y City Clerk
