Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, `-= Cobb, Price, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of February 23, 1953 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewer Number 293 and for Pumping Station, as follows: 0. D. Wilmoth $35,043.80 H. J. Taylor Construction Company $32,079.00 C. N. McCollum $34,347.35 City Engineer's Estimate $34,500.30 Commissioner Ramsey moved to accept bid of H. J. Taylor Construction Company • as per bid submitted in the amount of $32,079.00, and return checks to unsuccessful bidders. Motionadopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of a certain lateral sanitary sewer in the City of Salina, Kansas, here- tofore designated as Lateral Sanitary Sewer District Number 293; and for the con- struction of a pumping station to pump the sewage of Lateral Number 293 and exten- sions thereof, and providing for the issuance;-of"temporary notes to pay the cost thereof, pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Marley Rose to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 293. Appointments confirmed by Commissioner Ramsey. Carried. An ordinance was introduced for first reading entitled: "An ordinance repeaing Ordinance Number 5748 providing for the construction of Franklin Street S.eorm Sewer." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of a certain storm sewer and drainage in the City of Salina, Kansas, to be designated as Franklin Street Storm Sewer, and providing for the letting of contract for such construction and for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. Bids were received for two Water Wells as follows: Layne -Western Company $195900.00 • American Vvell Works $21,680.00 Wichita Pump and Supply x;201950.00 Engineer's Estimate $221088.00 Commissioner Price moved to accept bid of Layne -Western Company and authorize City Manager to sign contract. Carried. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of main sanitary sewer in Main Sanitary Sewer District DH -A, and relating to and pro- viding for the collection and payment of such assessments." On motion of Commissioner Ramsey the ur dinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5760. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Cecil Saum and A nold Saum d/b/a Saum Brothers for the construction of certain sidewalks in the City of galina, Kansas, hereinafter designated as Engineering Job Number 301, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted bysec- tions and on its final adoption the roll was called and the following vote was had; • Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5761. • `�►_fit_! On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was c alled and the following vote was had; Ayes: Barcafer, Cobb, Price, 1tamsey and Wenger (5) Nays: l0) Mayor approved the ordinance and it is Numbered A-634• An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sections • and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-635. Commissioner Ramsey moved that Commissioners go on record as favoring Water Rate Schedule No. 2 as set up by Wilson Engineering Company, to be used if Water Softener and Conditioning Plant installed. On roll call the following vote was had; Ayes: Barcafer, Cobb, Ramsey and Wenger (4) Nays: Price (1). Carried. Easement presented from Chas. W. Sheldon and Salina Brick and Tile Company for water line. Commissioner Ramsey moved to accept. Carried. The following letters were presented from the City Planning Commission: Recommending that permit be granted to C. E. Weaver for the use of South 400 feet of West 450 feet of North 500 feet of ground adjoining Walnut Street on the South and Broadway on the East for miniature golf, archery and baseball driving range purposes. Commissioner Ramsey moved to accept and publish notice of hearing,for Monday, march 9th, 1953 at 7:30 P. M. Carried. Recommending that petition submitted by Verner Smith for vacation of South five feet of Ellsworth Avenue from Roach to Ohio, so that Ellsworth Avenue will be 60 feet wide and conform with the rest of the street be granted. Accept by Com- missioner Cobb. Carried. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the vacation of a portion of a certain street in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. • Recommending that petition submitted by A. J. Steichen and Harmon S. Nelson for the rezoning of Lots 18 and 20 on Kirwin Avenue, Grounds of Kansas Wesleyan University from "A" to "D" be denied. Accept by Commissioner Price. Carried. 1 • Recommending that petition submitted by B. A. Breon and J. D. Williams for the r eplat of Block 3 Claflin Addition to the Grounds of Kansas Wesleyan University AAd.ition be granted. Approved by Commissioner Cobb. Carried. City Manager reported on Petition Number 1367 for construction of sewer for Block 3, Claflin's Addition to the Grounds of Kansas Wesleyan University. An ordinance was introduced for first reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 2952 and providing for the con- struction of a lateral sanitary sewer insaid Lateral Sanitary Sewer District Number 295, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property insaid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred tot he Board of Commission,_rs. Petition was presented for the curbing and guttering the south side of martin Avenue from Lewis to Ohio. Referred to City Manager. Petitions presented for the rezoning of Lots 18 and 20 on Kirwin Avenue, Grounds of Kansas iyesleyan University from "A" to "D" and "B". Referred to City Planning Commission.
