j Regular Meeting of the Board of Commissioners February 16th, 1953•
_. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners
Barcafer, Cobb, Price, Ramsey and Wenger and City Attorney Clark responded.
The minutes of the Regular Meeting of February 9, 1953 and Board of Zoning
Appeals Meeting of February 16, 1953 were read and approved as read.
An ordinance was. introduced for second reading entitled: "An ordinance
ratifying and confirming a contract witii H. J. Taylor Construction Company for the
J construction of certain lateral sanitary sewer in the City of Salina, Kansas,
heretofore designated as Lateral Sanitary Sewer District Number 292, and providing
for the issuance of Temporary Notes to pay the cost thereof pending issuance and
sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had; •
Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5753•
An ordinance was introduced for second reading entitled: "An ordinance
relating to State Aid for the improvement of city connecting links on the state
highway system."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Price, Aamsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5751.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a dedicated utility easement."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5755•
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of utility rights of way and pedestrian rights of way
in the original plat of Edgemere Addition to the City of Salina, Kansas."
On motion of Commissioner Ramsey the ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote
was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5756•
An ordinance was introduced for second reading entitled: "An ordinance •
creating and defining a certain lateral sanitary sewer district in the City of
v Salina,- Kansas, designated as Lateral Sanitary Sewer District Number 294 and provid-
ing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer
District Number 291, so created, and providing for the payment of the cost thereof
and for the levying of special assessments against the propert insaid district for
the payment of the cost of such construction and for the issuing of bonds to pay the
cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5757.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered DH -33 to DH -41,
inclusive, and relating to and providing for the collection and payment of such
assessments."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5758•
A resolution was introduced and passed entitled: "A Resolution providing
for the extension, enlargement and improvement of the municipally owned waterworks •
plant and system of the City of Salina, Kansas,, and providing for the issuance of
revenue bonds to pay the cost thereof."

On motion of Commissioner Wenger
its final adoption the roll was called and

A resolution was introduced for second reading entitled: "A Resolution
relating to the paving of Connecticut Avenue from the South line of Gypsum Avenue
to the South line of Stack Avenue."
On motion of Commissioner Price the resolution was adopted as read and on
its final..doption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 1379.
The above resolution is recorded in full on Page 101 Resolution Book Number 5.
A resolution was introduced for second reading entitled: Ilk Resolution
relating to the curbing, guttering and grading of the North side of Cloud S reet
from the center line of Eleventh Street to the center line of Pershing Avenue."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Barcaf-
er, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1380.

Number 5.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final doption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price, Aamsey and Wenger (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered A-631.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its finaladoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Price, namsey and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered A-632.
Traffic Survey Report was discussed by members of the Chamber of Commerce
and others. No decision at present.
Application Number 39 for taxicab license was presented from Red Top Taxi
Company. Approved by Commissioner Price. Carried.
Band contract for the year 1953 was presented and on motion of Commissioner
Wenger approved by the Board of Commissioners. Carried.
Application for Cereal Malt Beverage License was presented from Amos H. Oberg,
d/b/a Rainbow Tavern, 105 South Fifth Street. Commissioner Ramsey moved to
approve subject to final inspection of Food Inspection Department. Carried.
Building Application Number 4477 was presented from C. E. Weaver for the use
of ground located on the South 100 feet of the West 450 Feet of the North 500 feet of
ground adjoining Walnut Street on the South and Broadway on the East. Ground to be
used for Miniature Golf Archery -Baseball Driving Range. Referred to City Planning
Commission.
Commissioner Wenger moved that City ,Clerk be instructed to advertise for
bids to be received up to and including March 2,_ 1953 at 7:30 o'clock P. M. for the
construction of Lateral banitary Sewer Number 293 and for Pumping Station (Engineer-
ing Jobs 298 and 299). Carried.
City Engineer filed plans and specifications for Franklin Street Storm Sewer.
Commissioner Wenger moved to approve. Carried.
Lease was presented from John G. Busboom for hangar at Salina Municipal
Airport. Commissioner Price moved to approve and empower the City
Manager to enter into like contract in future for hangar space at Airport. Carried.
Commissioner Ramsey moved that bond salesmen present, submit their proposals
on Water Works Revenue Bonds to City Yanager. Carried. 7

Meeting of Board of Zoning Appeals, February 16, 1953• Meeting was called
to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb,
Price, Ramsey and Wenger and City Attorney Clark responded.
Hearing on Building Application Number 4473 from W. M. Garrison, asking
that said Board of Zoning Appeals authorize the non-compliance with Section 7 of
Ordinance Number 5549 for Lots 2 and 4, Block 62 Sunnyside Addition as set out in
Ordinance Number 5549 was taken up.
No protests.
A resolution was introduced and passed entitled: "A Resolution relating
to the use of three-family dwelling units on Lots 2 and 4, Block 6, Sunnyside
Addition to the City of Salina, Kansas."
Commissioner Ramsey moved that resolution be adopted as read and on its
final adoption the roll was c ailed a nd the following vote was had; Ayes: Barcafer,
Cobb, Price, Ramsey and Wenger (5) Nays z (0) Mayor approved the resolution
and it is Numbered 13£31.
