FEBRUARY 9, 1953
Regular Meeting of the Board of Commissioners February 9, 1953• Meeting was
called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Price, Ramsey and Wenger and City Attorney Clark responded.
The minutes of the Regular Meeting of February 2, 1953 and Special Meeting
of February 21 1953 were read and approved as read.
Pursuant to Notice published in the official City paper bids were received
for the construction of Lateral Sanitary Sewer Number 292 as follows:
H. J. Taylor Construction Company $5491.70
0. D. Wilmoth $5673.80
City Engineer's Estimate $5667.00
Commissioner Price moved that contract be awarded to H. J. Taylor Construction
•
Company as per bid submitted in the amount of $5191.70, and check returned to unsuccess-
ful bidder. Motion adopted.
Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr., and Harley Rose as appraisers
for Lateral Sanitary Sewer Number 292. Confirmed by Commissioner Wenger.
Carried.
An ordinance was introduced for first reading entitled: "An ordinance ratifying
and confirming a contract witty H. J. Taylor Construction Company for the construction
of certain lateral sanitary sewer in the City of Salina, Kansas:, heretofore designed
as Lateral Sanitary Sewer District Number 292, and providing for the issuance of Tempo-
rary Notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the vacation of a certain north -south alley located between Second Street
and "tont Street from the north line of Republic Ave ue to the south line of Wilson
Stree to
, subject reservations."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Ramsey, Price and Wenger. (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5751.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the vacation of a certain north -south alley located between Third Street
and Fourth Street from the Smoky Hill River north to the north line of Lot 179 on
Fourth Street and Lot 180 on Third Street in the Original Town of Salina, Kansas, sub-
ject to reservations."

On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered 5752.
Letter was presented from the Electro -Rust Proofing Company.
Referred to the City Manager.
City Manager reported on petition Number 1361 for curbing and guttering North
side of Cloud from Eleventh to Pershing.
A resolution was introduced for first reading entitled: "A Resolution relating
to the curbing, guttering and grading of the North side of Cloud Street from the center
line of Eleventh S reet to the center line of Pershing Avenue." Referred to the
Board of Commissiohers.

Petition presented from W. J. Robertson and James McClure, et al., relating
to unsanitary condition of property located at 758-760 Hancock Street. Petition
referred to City Manager.
Petition presented from Ralph E. Brown for curbijig, guttering and asphalting
of Crawford Avenue from Front to Roach. Petition referred to City Manager.
Petition presented from Verner Smith to vacate the South 5 feet of Ellsworth
Avenue from Roach to Ohio. Petition was referred to the City Manager.
Petition presented rom B. A. Breonand J. L. Xlliams to replat Block ,

Claflin's Addition to the Grounds of Kansas ,Hesleyan University. Petition referred
to the City Planning Commission.

Application for Cereal Malt Beverage License presented from Anon Phillips
d/b/a "Phillips Lounge" 739 North Eleventh S�reet.
Commissioner Wenger moved that application be approved and license granted.
Motion adopted.
Letter relating to State Aid for highway maintenance was presented from Kansas
Highway Commission.
An ordinance was introduced for first reading entitled: "An ordinance
relating to State Aid for the improvement of city connecting links on the state
highway system." Referred to Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of a dedicated utility easement." Referred to Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of utility rights of way and pedestrian rights of way
in the original plat of EEdgemere Addition to the City of Salina, Kansas." Referred `
to the Board of Commissioners.
Commissioner Wenger moved that truck for Free Chest -X-Ray be permitted to
park in street in front of building located at 157 North Santa Fe tivenue. Carried.
Commissioner Ramsey moved that City Manager have Wilson and Company, Engineers,
bring rate structure up to date. Carried.
On motion of Commissioner Cobb the Board of Commissioners adjourned.

Meeting of Board of Zoning Appeals, February 9, 1953• Meeting was
called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Price, Ramsey and Wenger and City Attorney Clark responded.
Building Application Number 4473. W. M. Garrison.
Commissioner Wenger moved that City Clerk publish notice of intent to allow
three families in house located at 415 Bast Republic Avenue, being Lots 2 and 4,
Block 6, Sunnyside Addition. hearing to be held Monday, February 16th, 1953 at 7:30
o'clock P. M. Carried.
