JANUARY 192 1953
Regular Meeting of the Board of Commissioners January 19, 1953• Meeting
was: called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Price, Ramsey and Wenger responded. City Attorney Clark absent.
The minutes of the Regular Meeting of January 12, 1953 were read and approved
as read.
Salina Council of P. T. A. appeared before the Board of Commissioners regard-
ing better Munic pal Swimming Pool facilities. City Manager instructed to write
letter.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map
therein and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5745•
An ordinance was introduced for second reading entitled: "An ordinance
providing for construction and installation of sidewalks in the parking abutting Lots
2 to 19 inclusive, Block 3; Lots 1 to 8 inclusive and Lots 10 to 12, inclusive Block
4; Lots 16 to 18 inclusive, and Lots 20 to 22 inclusive, Block 5; Lots 10 to 14 inclus-
ive, ffiock 1; all in Sunrise Addition to the City of Salina, Kansas, and in the parking
of Lot 1 and Lot 15, Block 5, abutting Sunrise Drive and in the parking of Lots 9
and 15, Block 1, abutting Beloit Avenue, all in said Sunrise Add tion, and providing
for the payment of the cost thereof and how the same shall be assessed and the manner
of payment of the cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price, Ramsey and 4tenger (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered 5746.
City Engineer filed Plans for off=street parking lot (Ordinance No. 5713)•
Accepted by Commissioner Ramsey. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and directing the issuance of revenue bonds, Series "PA" of the City
of Salina, Saline County, Kansas in the principal sum of $30,000.00 for the purpose
of paying part of the cost of acquiring land within said city and improving the same
for off-street parking facilities." Ordinance was referred to the Board of
Commissioners.
Pty Engineer filed Final Estimate Number 2 in the amount of $5107.23 to
C. N. McCollum for construction of Lateral Sanitary Sewers 286 to 290. Approved
by Commissioner Ramsey. Carried.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $5,107.23 to pay a portion of the cost of certain sewer improvements in
the City of Salina to be designated as ST -14 pending the issuance of bonds to pay the
cost of said work."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its finaladoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1374•
The above Resolution is recorded in full on Pages 87, 88 and 892 Resolution
Book Number 5.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-626.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."

On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-627.
An ordinance was introduc and passed entitled: An ordinance making an appro-
priation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its finaladoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved —
the ordinance and it is Numbered A-628.
City Manager reported on Petition Numuer 1355 for Storm Sewer in Sunset Manor
Addition, East of Highway ##81, to service Blocks 1, 3 and 5.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the construction of a certain storm sewer gnd drainage in the City of
Salina, Kansas., to be designated as Franklin Street S orm Sewer, and providing for
the letting of contract for such construction and for+the payment of the cost
thereof." Ordinance was referred to the Board of Commissioners. -
Electrician's Bond presented from Harry V. Eyrling, Jr. d/b/a "Arc Electric
Company." Approved by Commissioner Price. Carried.
Concrete Construction Bond presented from Albert A. Olson. Approved by
Commissioner Wenger. Carried.
Application for Cereal Malt Beverage License presented from Salina Country
Club.
Commissioner Ramsey moved that application be approved and license granted.
Carried.
Application for Cereal Malt Beverage License for John A. Neal, d/b/a Dixie
Camp Tavern, 805 West North Street, was again taken up by the Board of Commissioners.
Commissioner Wenger moved that application be approved and license granted.
Carried.
Replat of Edgemere Addition was presented and referred to the City Planning
Commission.
On motion of Commissioner Wenger the Board of Commissioners adjourned.
