JANUARY 12, 1953 Regular Meeting of the Board of Commissioners January 12, 1953• Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Price, Ramsey and 4enger and City AttorneyClark responded. The minutes of the Regular Meeting of January 5, 1953 were read and approved as read. John A. Neal appeared before the Board of Commissioners regarding his Beer Application. Commissioner Ramsey made motion to investigate the matter further. Carried. An ordinance was introduced for second reading entitled: "An ordinance prescribing the salaries of certain officers of the City of Salina and repealing Sections 1-602 to 1-611, both inclusive, of the Revised Ordinances of the City of Salinas nansas, 1948, as amended by Ordinance Number 56.1 and 5624. On motion of Commissioner kamsey the ordinance was read and adopted by sec- tions and on its final::doption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) 1Vays: (0) Mayor approved the ordinance and it is Numbered 5742• An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the appropriation and condemnation of certain land within the City of Salina and for the improvement of the same for off-street parking facilities and fut- ther providing for the payment of the cost thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, hamsey, Price and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5743. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Numbek 55119 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its finaladoption the roll w as called and the following vote was had; Ayes: Barcafer, Cobb, Price, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5744. Hearing was held to act on petition filed by Safeway Stores, Inc. to rezone the following described property to "D" Local Business: South 25 feet Lot 5, Seventh Street, Holland's Addition. North 25 feet Lot Y, Seventh Street, Holland's Addition. South 50 feet of North 75 feet of East 24.13 feet Lot 7, Seventh Street, Holland's Addition. South 80 feet of East 25 feet Lot 7, Seventh Street, Holland's Addition Eaat150 feet Lot 1, Surveyors Plat "D". East 150 feet Lot 2, Surveyor's Plat "D". North 75 feet Lot 3, Surveyor's Plat "D". B. R. McPherson and Jo Brettle appeared before the Board of Commissioners on behalf of the property owners on Seventh S�reet. Commissioner Ramsey made motion to rezone only the 150 feet of the lots facing Santa Fe Avenue and nothing on Seventh beet, described as follows: South 25 feet of East 25 feet Lot 51 Seventh S reet, Holland Addition. North 25 feet cif East 25 feet Lot 7, Seventh Street, Holland Addition. South 50 feet of North 75 feet of East 24.13 feet Lot 7, Seventh Street, Holland's Addition. South 80 feet of East 25 feet Lot 7, Holland's Addition. East 150 feet Lot 1, Surveyor's Plat "D". East 150 feet Lot 2, Surveyors Plat I'D". North 75 feet of East 150 feet Lot 3, Surveyor's Plat "D" Motion adopted by the Board of Commissioners. 116 An ordinance was introduced fon first reading entitled: "An ordinance providing for the amendmen of Zoning Ordinance Number 5549 and the Zoning District 14 therein and thereby adoptbd and providing forthe rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. Letter was presented from Salina Community Chest, Inc. for the appointment of a member from the Board of Commissioners to represent the City of "alina. Commissioner Ramsey moved that Mars. Cobb be appointed the City's representa- tive for the Salina Community Chest, Inc. Carried. Petition presented from Albert V. Schwartz for the rezoning of 523 South Broadway from Zone "A" to Zone "F". Referred to City Planning Commission. Petition presented from Albert V. Schwartz for the rezoning of 529 South Broadway from Zone "A" to Zone "B". Referred to City Planning Commission. Petition presented from Salina Board of Bducation for curbing and guttering streets around the block in Sunset Manor Addition purchased for school purposes, as bounded by Cherokee, Republic, Pontiac and Pueblo Streets. Resolution introduced for first reading. Cemetery Trust Deed, with a deposit of $100.00 was presented from Wallace Kilmer for perpetual care of Lot 38, Block 10, Gypsum Hill Uemetery. Approved by Commissioner Cobb. Carried. Concrete Construction Bond presented from Fred Briegel. Approved by Com- missioner Ramsey. Carried. . Application for Cereal Malt Beverage License from Richard J. Taylor, d/b/a "White House Inn" 813 North Santa Fe Avenue, was again taken up by the Board of Commissioners. Commissioner Ramsey moved that application be approved and license granted. Carried. Application for Pool Hall LJ'cense for the first half of 1953 was presented from Herman Richards, d/b/a Richards Pool Hall, 502 North Third Street. Approved by Commissioner Price. Carried. Applications for Taxicab Licenses presented from Bell Taxi for eight cabs and Radio Cab for 18 cabs. Approved by Commissioner Cobb. Carried. City Engineer filed map area around Crawford Avenue. City Attorney to check on making it a boulevard. Carried. Appraisers reports filed for the following sewers: Lateral Sanitary Sewers DH -1 to DH -32 Lateral Sanitary Sewers DH -33 to DH -41. Main Sewer DH -A City Clerk instructed to advertise for hearing on the above mentioned reports for February 21 1953 at 7:30 o'clock P. M. Carried.
