12-10-1951 MinutesCOMMISSIOIC RS PROCEEDINGS, REGULAR MEETING i COMMISSIONERS ROOM, SALINA.. KANSAS. DLCKMBER lo, 1951 Regular keeting of the Board of Commissioners December 102 1951. Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and City Attorney Clark responded. The minutes of the Regular Meeting of December 3, 1951 and Special Meeting of December 3, 1951 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the curbing, guttering and/or paving certain streets provided for in Ordinance Num- bered 5599(Known as Job Number 280) as follows: H. J. Taylor Construction Company $24,272.00 L. W. Rexroad 25,206.60 Engineer's Estimate 2112606.00 Commissioner Price moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submittddin the sum of $24,272.00, and that check be returned to unsuccessful.bidder. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of Temporary Notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Vatt, Harley Rose and C. B. Dodge, Jr. to act as appraisers in ascertaining the valuation of certain lots and ieces of ground liable to special assessment for the cost of curbing, guttering and�r paving certain streets provided for in Ordinance Numbered 5599 (Known as Job Number 280). Commissioner Price moved that appointments be confirmed by the Board of Commissioners. Carried. A resolution was introduced for second reading entitled: "A Resolution relating tothe curbing, guttering and grading of Sunrise Drive, from the North line of Kirwin Avenue tothe South line of Ellsworth Avenue." OnmDtion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayest, Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the resolution and it is Numbered 1266. The above resolution is recorded in full on rage 333 Resolution Book Number 4. An ordinance was introduced for second reading entitled: "An ordinance regulating parking on a part of a certain street in the City of Salina, and providing • a penalty for the violation thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5602. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of certain Lateral Sanitary Sewer in the City of Salina heretofore designated as Lateral Sanitary Sewer District 267, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer,Cbbb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5603. An ordinance was introduced for second reading entitled: "An cr dinance providing for the amendment of Zoning Ordinance No. 5549 and the Zoning District Ma.p"therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Onmotion of Commissioner Barcafer the ordinancevmas read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 56011. • • An ordinance was introduced for second reading entitled: "An ordinance condemnig certain land within the city limits of the City of Salina for the use of said City in the construction of a storm sewer and conduit." On motion of Commissioner Barcafer the ordinance was read and adopted by sec- tions and on its final a doption the roll was cal led and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5605. An ordinance was introduced for second reading entitled: "An ordinance providing fort he inclusion of certai n land within the corporate limits of the City of Salina, prescribing the corporate limits of said city and repealing Section 5 of Ordinance No. 5590." Onm7tion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5606. Petition was presented from Mabel F. Shelton to rezone Lots 8 and 9, Replat of • Block 51 Oakdale Addition to Zone "D", Referred to City Planning Commission. Petition was presented from National Bank of America to include within the City limits Lots 6 to 45, except Lot 9, Wellings Addition, and also approve Plat. Referred to City Planning Commision.
