Meeting was called to order by Idayor Ramsey, the roll was called and Commissioners Ramsey, Bareafer, Cobb, King and Price and Assistant City Attorney Yordy responded. City Attorney Clark absent. The minutes of the Regular Meeting of November 26, 1951 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewer Number 267 (known as Engineer Job No. 279 as follows: Salina Crane and Shovel Company $1503.80 0. D. Wilmoth 1469.90 H. J. Taylor Construction Company 1208.50 • City Engineer's Estimate 1544.00 Bids were tabulated by the City Engineer. Commissioner Cobb moved that contract for the construction of Lateral Sanitary Sewer Number 267, (known as Engineer Job Number 279) be awarded to H. J. Taylor Con- struction Company as per bid submitted in the amount of $1208.50 and that checks be returned to unsuccessful bidders. motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of certain lateral sanitary sewers in the City of Salina heretofore designated as Lat- eral Sanitary Sewer District 267, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, Harley Rose and C. B. Dodge, Jr. to act as apprais- ers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of cors tructing Lateral Sanitary Sewer Number 267, Known as Engineer Job Number 279). Commissioner Price moved that appointments be con- firmed by the Board of Commissioners. Motion adopted. No persons appeared to protest against the rezoning of Lots 10, 12, 14 and 16, Block 11, Pacific Addition,from District "B" to District "F"; and Lots 18 and 20.. Block 16, Pacific Addition from District "B" to District "F". An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance No. 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City • and prescribing the proper use thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called Ramsey, barcafer, Cobb, King and Price (5) and the following vote was had; Nays: (0) Mayor approved the Ayes: ordinance and it is Numbered A-569• An ordinance was introduced and passed entitled: "An ordinance making appropria- tion for the payment of certain claims." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance • and it is Numbered A-570. An ordinance was introduced for first reading entitled: "An ordinance regulating parking on a part of a certain street in the City of Salina, and providing a penalty for the violtion thereof." Ordinance was referred to the Board of Commissioners. A resolution was introduced and passed relating to lease entered into the City of Salina, Kansas and Herman Downer lSewage Disposal Property). On motion of Commissioner Price t_e resolution was adopted as read and on its final adoption tLe roll was called and the following vote was had; Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) mayor approved the resolution and it is Numbered 1265. The above resolution is recorded in full on Pages Numbered 331 and 332, Resolution Hook Number 4. following letters were presented from the City Planning Recommending that petition for the vacation of Venango Street west of the west line of Hancock Street t othe East line of Right-of-way of Missouri Pacific Railway be denied. Commissioner King moved that recommendation be accepted by the Board of Commissioners. Carried. Recommending that petition filed by J. V. Ryberg for the rezoning of Part of the Southeast 1/4 of the Southwest 1/4 of Section 14, Township 14, Range 3 West in Salina, Saline County, Kansas be rezoned from Class "A" Residential to District "G" Heavy Industrial. Commissioner trice moved to accept and City Clerk give thirty days notice in the official City paper. Iaotionadopted. Recommending that petition filed by Johnson -Sampson Construction Company for .,he rezoning of cart of the Southeast 1/4 of the Southwest 1/4 of Section 14, Township 142 Range 3 West, in Salina, Saline County, riansas, be rezoned from Class "A" Residential to District "G" Heavy industrial. Commissioner Cobb moved to accept and City Clerk give thirty days notice in the official City paper. Motion adopted. Recommending that north 770 feet of East 920 feet of the Northeast qu4rter of the Northeast quarter of Section 26, Township 14, South, Range 3, West of the Sixth Principal meridian in Saline County, Kansas be included within the city limits of the City of S,1 ina, Kansas. Commissioner Price moved to accept. Carried. Recommending that certain property owned by Parkview Realty and Building Com- pany, Inc., between Broadway Boulevard and Missouri Pacific Railroad Tracks and Crawford Avenue and Republic Avenue be included within the city limits of Salina, Kansas. Commissioner Yang moved to ac-ept recommendation and that ordinance be introduced for first reading to take in land from present City limits, 'ovest, between Crawford Avenue and Republic Avenue and 165 feet vVest of By -Pass, including By -Pass. Iotion adopted. Recommending that Viymore Addition, between Jewell Avenue and Claflin Avenue and Roach Street and Riverside Drive be included within City limits. Referred to City Manager. City Engineer filed survey and description of land under Resolution Number for storm sewer and conduit in Southeast Salira . An ordinance was introduced for first reading entitled: "An ordinance condemning certain land within the City limits of the City of Salina for the use of said City in the construction of a storm sewer and conduit." Ordinance was referred to the Board of Commissioners. Letter was presented from the Board of Directors of the Salina Public Library requesting the Board of City Commissioners to prepare a Bond Issue in the amount of $25,000.00 for addition to, and renovation of, the preseht book stack rooms at the Salina Public Library. To be taken up at the meeting of December 17, 1951. City Attorney to give legal opinion on Bond. Ordinance. Letter was presented from Salina Society of Professional Engineers, recommend- ing that the City of Salina take immediate action to obtain options or to acquire outright tl,e right-of-ways for the flood control structures recommended by the U. S. Army Engineers for ''alina, particularly the Right -of lVay for the cut-off channel. Motion made to table until first week of Jure 1952. Carried. Ideeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb, King and Price and Assistant City Attorney Yordy responded. City Attorney Clark absent. Meeting was held for the purpose of acting on the appraisers reports for the curbing, guttering, and/or paving certain streets provided for in Ordinances Numbered 5543 and 5544, (Known as Engineer Job Number 271).
