NOVEMBER 19, 1951
Regular Meeting of the Board of Commissioners November 19, 1951. Meeting
was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey,
Barcafer, Cobb and Price and Assistant City Attorney Yordy responded. Commissioner
King and City Attorney Clark absent.
The minutes of the Regular Meeting of November 12, 1951 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the curbing, guttering, paving and grading, for a width of twenty-eight
(26) feet, Fifth Street from the North line of Pacific Avenue to the North line of
harsh Avenue; for the paving and grading of Reynolds Street from the South line of
Grand Avenue to the North line of Broadway Boulevard; for the paving and gra; ing of
Republic Avenue from the East line of Quincy Street to the East line of Sunrise Drive;
• and for the paving and grading of Sheridan Street from the South line of Venango
Street touhe worth line of Illinois Street; and providing for the payment of the cost
thereof, how the same shall be assessed and the manner of the paymert of the cost
thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb and Price (4) Ways: (0) Commissioner King absent. Mayor
approved the ordinance and it is Numbered 5599.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the amendment of Zoning Ordinance No. 5519 and the Zoning District Map
therein and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb and Price (4) Nays: (U) Commissioner King absent. tLayor
approved the ordinance and it is Numbered 5600.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims . "
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobband Price (4) Nays: (0) Commissioner King absent. Mayor
approved the ordinance and it is Numbered A-567.
A resolution was introduced and passed entitled: AA resolution directing
City Engineer to file in the office of the City Clerk detailed plans and specifications
• for the construction of a storm sewer and conduit as provided for in Section 1 of
Ordinance Number 5564."
On motion of Commissioner Barcafer the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb and Price (4) Nays: (0) Commissioner King absent. Mayor approved
the redblut onand it is Numbered 1263.
The above resolution is recorded in full on Page 330 Resolution Book Number
four.
An ordinance was introduced for first reading entitled: "An ordinance regu-
lating parking on a part of a certain street in the City of Salina and providing a
penalty for the violation thereof." ordinance was referred to the Board of Com-
missioners.
The matter of unloading zones on Fifth Street between Ash Street and Iron
Avenue was taken up by the Board of Commissioners. Motion was made to table until
meters arrive, then City Manager will report on location. Carried.
City Engineer filed Plans and Specifications for the construction of Lateral
Sanitary Sewer Number 267. Commissioner Price moved to approve and that City
Clerk be instructed to advertise for bids to be received up to and including Monday,
Decemoer 3, 1951 at 7:30 o'clock P. M. Motion adopted.
City Lianager reported on the following petitions:
• For curbing and guttering Sunrise Drive from Kirwin Avenue to Ellsworth
Avenue. Referred to petitioner for more signers.
For curbing and guttering the west side of Roach Street from the center line
of Kirwin Avenue to the center line of Ellsworth Avenue.
A resolution was introduced for first reading entitled: "A resolution
relating to�he curbing, guttering and grading of West side of Roach Street from the
center line of riirwin Avenue tothe center line of Ellsworth Avenue." Referred
to the Board of Commissioners.
For sewer to serve Block 5, Claflin Addition.
The appraisers reports for the curbing, guttering and/or paving certain
streets provided for in Ordinance Numbers 5543 and 5514, (Known as Engineer Job
Number 271) were filed. Commissioner 'rice moved that: -City Clerk be instruct—
ed to give notice in the official City paper of Special Meeting to be held, laonday,
December 3, 1951 at 7:30 o'clock P. M., as provided by law. Motion adopted.
On motion of Commissioner Price the Board of Commissioners adjourned.
