NOVEMBER. 122 1951 Regular Meeting of the Board of Commissioners November 12, 1951. meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Cobb, King and Price and City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of November 5, 1951 and keeting of Board of Zoning Appeals of November 5, 1951 were read and approved as read. No persons appeared to protest against the rezoning of Lot 17, Beloit Avenue in the Addition of Grounds of Kansas Wesleyan University to "B" Second Dwelling. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance No. 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. isA resolution was introduced for second reading entitled: "A Resolution relat- ing tot he curbing, guttering, paving and grading of University Street rom the west line of Clark Street to the East line of Broadway Boulevard." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the resolution and it is Numbered 1257. The above resolution is recorded in full on Page 321 Resolution Bcok Number 4. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving and grading of Sheridan Street from the North line of Venango Street to the South line of Franklin Street." On motion of Commissioner iing the resolution wasadopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the resolution and it is Numbered 1258. The above resolution is recorded in full on Page 322 Resolution Book Number 4. A resolution was introduced for second reading entitled: "A Resolution relat- ing tothe paving and grading of alley first east of Fifth Street from the North line of Iron Avenue, North 207 feet more or less to the existing brick pavement." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced and passed entitled: "A Resolution relating to prohibiting dancing within premises wherein cereal malt beverages are sold for con- sumption on the premises." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced and passed entitled: "A Resolution relating to installation of sanitary sewer along the rear of Lot 10, Jewell Avenue in Addition to the Grounds of Kansas Wesleyan University." On motion of Commissioner ring the resolution wasadopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the resolut-on and it is Numbered 1261. The above resolution is recorded in full on Page 325 Resolution Book Number 4. An ordinance was introduced for second reading entitled: "An ordinance ratify- ing and confirming a contract with 0. D. Mlmoth for the construction of certain lateral sanitary sewer in the City of Salina heretofore designated as Lateral Sanitary Sewer District 265, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5596. An ordi;iance was introduced for second reading entitled: "An ordinance cre- ating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas designated as Lateral Sanitary Sewer District Number 267 and providing for the construction of a lateral sanitary sewer ins aid Lateral Sanitary Sewer District Number 267, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property insai.d district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Bareafer absent. Mayor approved the ordinance and it is Numbered 5597• An ordinance was introduced for second reading entitled: "An ordinance creating and defining parking meter zones, amending Section 24-2301, Revised Ordinances of the City of Salina, Kansas 191 8, and repealing the original Section 24-2304 aforesaid." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5598. City Engineer filed Final Estimate in the amount of $21,279.63 to H. J. Taylor Construction Company, for curbing, guttering and paving improvements provided for in Ordinances Numbered 5543 and 5544 (Known as Engineer Job Number 271). Commissioner Price moved that Estimate be approved by the Board of Commissioners. Lotion adopted. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $24,279.63 to pay a portion of the cost of improving certain streets in the City of Salina to be designated as PT -7, pending the issuance and sale of bonds to pay the cost of said work." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Cobb, King and Price (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the resolution and it is Numbered 1262. The above resolution is recorded in full on Pages 325and 326, Resolution Book Number 4. City Engineer filed his approval and Final Estimate for curbing, guttering and paving improvements provided for in Ordinances Numbered 5543 and 5544 (Known as Engineer Job Number 271). Commissioner Price moved that Estimate be approved by the Board of Commissioners. Motion adopted. City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewer Number 266. Commissioner moved that same be approved by the Board of Commissioners and that City Clerk be instructed to advertise for bids to be received up to and including Monday, November 26, 1951 at 7:30 o'clock P. M. Motion adopted. The following petitions were presented and referred to the City Manager: For 8" Sanitary Sewer to serve Block 5, in Claflin Addition. Relating to unloading spaces on Fifth Street between Iron Avenue and Ash Street. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the curbing, guttering, paving and grading, for a width of twenty-eight feet, Fifth Street from the North line of Pacific"Avenue to the North line of Harsh Avenue; for the paving and grading of Reynolds Street from the South line of Grand -venue to the North line of Broadway Boulevard; for the paving and grading of Republic Avenue from the East line of Quincy Street tothe East line of Sunrise Drive; and for the paving and grading of Sheridan Street from the South line of Venango Street to the North line of Illinois Street; and providing for the payment of the cost thereof, how the same shall be assessed and the manner of the payment of the cost thereof." Ordinance was referred to he Board of Commissioners. On motion of Commissioner Cobb the Board of Commissioners adjourned. City erk
