COMMISSIONERS ROOM,
SALINA, KANSAS.
NOVEMBER 5, 1951
Regular Meeting of the Board of Commissioners November 5, 1951. Meeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bar-
cafer, Cobb, hing and Price and City Attorney Clark responded.
The minutes of the Regulareeting of October 29, 1951 and Meeting of Board
of Zoning Appeals were read and approved as read.
Pursuant to notice published in the Salina Journal bids were received for the
construction of Lateral Sanitary Sewer Number 265 as follows:
0. D. Wilmoth $1112.50
Salina Crane and Shovel Company 1288.50
H. J. Taylor Construction Company 1138.00
City Engineers Estimate 1317.50
Bids were tabulated by the City Engineer.
Commissioner King mowed that contract be awarded to 0. D. Wilmoth as per bid
submitted in the amount of �1112.50, and that checks be returned to unsuccessful bid-
ders. Motion adopted.
Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose to act as
appraisers in ascertaining the valuation of certain lots and pieces of ground liable to
special assessment for the cost of constructing Lateral Sanitary Sewer Number 265.
On motion of Commissioner Price appointment was confirmed by the Board of Commissioners.
Lotion adopted.
An ordinance was introduced for second reading entitled: "An ordinance author-
izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas
in the sum of 438,0y3.79 to pay the cost of improving certain streets in said City
to be designated as Series Numuer P-153."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 5593.
An ordinance was introduced for second reading entitled: "An ordinance author-
ing and providing for the issuance of Improvement Bonds of the City of Galina, Kansas
in the sum of $104,676.68 to pay the cost of improving certain streets and alleys in
said City to be designated as Series Number P-154411
On motion of Commissioner Barcafer the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;

Ayes: Ramsey, Barcafer, Cobb, King and trice (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5594.
An ordinance was introduced for second reading entitled: "An ordinance cre-
ating and defining a certa n lateral sanitary sewer district in the City of Salina.,
Kansas, designated as Lateral Sanitary Sewer District Number 266 and providing for the
construction of a lateral sanitary sewer in. --aid Lateral Sanitary Sewer District Number
266 so created, and providing for the payment of the cost thereof and for the levying of
special assessments against the property in said district for the payment of the cost of
such construction and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 5595•
An ordinance was introdu.;ed entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Barcafer, Cobb, King and Price (5) mays: (5) Nays: (0) Mayor approved
the ordinance and it is Numbered A-565.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."

On Motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Barcafer, Cobb, King and Price (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-566.
City Engineer filed Estimate Number 1 in the amount of $41,235.11 to H. J.
Taylor Construction Company, for curbing, guttering and/or paving certain streets
provided for in Ordinances Numbered 5572, 5573 and 5571 (Known as Engineer Job
Numuer 275. Commissioner Cobb moved that Estimate be approved by the Board of
Commissioners. Motionadopted.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in
the sum of $31,235.11 to pay a portion of the cost of improving certain streets in the
City of Salina to be designated as PT -8 pending the issuance of bonds to pay the cost
of said work."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Barcafer, Cobb, King and trice (5) Nays: (0) Mayor approved the resolution and it
is Numbered 1255•
The above resolution is recorded in full on Pages Numbered 316, 317 and 318
Resolution Book Number 4.
Concrete Construction Bond was presented from Leonard D. Altman. On motion
of Commissioner Barcafer same was approved by the Board of Commissioners. Motion
adopted.
The following petitions were presented and referred to the City Manager:
Curbing and guttering west side of Roach from Kirwin to Ellsworth.
Curbing and guttering Sunrise Drive from Kirwin to Ellsworth.
Petition presented from F. A. Calkins to vacate portion of Venango, Street
west of the west line of Hancock Street, thence west to the east line of Missouri
Pacific Railroad. Referred to City Planning and Zoning Commission.
Lois Graham appeared regarding Beer Application. Commissioner Price
moved to table indefinitely. Carried.
An ordinance was introduced for first reading entitled: "An ordinance creat-
ing and defining parking meter zones, amending Section 24-23043 Revised Ordinances
of the City of Salina, Kansas 1948, and repealing the original Section 24-2301,
aforesaid. Ordinance was referred to the Board of Commissioners.
Petition was presented from J. A. iNymore to include within City limits area lying
between Minneapolis Avenue, extended east on the North; and Claflin Avenue extended
east on the South; Roach Street on the West and Riverside Drive on the East. Referred
to City Planning and Zoning Commission.
City Manager reported on the following petitions:
Paving of alley first east of Fifth Street from the North line of Iron
Avenue, north 207 feet more or less to the existing brick pavement.
Paving Sheridan Street from Venango to Franklin.
Curbing, guttering and paving University Street from west line of Clark
Street to East line of Broadway Boulevard.
Sanitary Sewer toserve Block 3, Morningside Addition.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the paving and grading of alley first east of Fifth Street from the North line
of Iron Avenue, North 207 feet more or less to the existing brick pavement." Referred
to the Board of Commissioners.
A resolution was introduced for first reading entitled:
A resolution relating to the paving and grading of Sheridan Street from the
North line of Venango Street tothe South line of Franklin Street." Referred to
the Board of Commissioners.
A resolution was introdu,.�ed for first reading entitled: "A Resolution
relating tothe curbing, guttering, paving and grading of University Street from the
west line of Clark Street tothe East line of Broadway Boulevard." Referred to
the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance creat-
ing and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, d esignated as Lateral Sanitary Sewer District Number 267 and providing for
the construction of a lateral sanitary sewer in said Lateral Oanitary Sewer District
Number 267 so created, and providing for the payment of the cost thereof and for the
levying of special assessments against the property in laid district for the payment
of the cost of such construction and for the issuirg of bonds to pay the cost thereof."
Ordinance was referred to the Board of Commissioners.
A resolution was introduced and passed entitled: "A Resolution determining
necessity of and directing that the owner or owners of certain lots construct, in
compliance with plans and specifications of the City Engineer, a sidewalk, abutting
said lots within 30 days of the adoption and publication hereof and providing that in
the event the owner or owners fail to do so, that the City of Ialina shall proceed to
construct or cause to be constructed said sidewalk and that the total cost thereof
shall a assessed against such lot or lots on which such sidewalk shall abut as other
special assessments."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
• Barcafer, Cobb, King and Price (5) Iuays: (0) Mayor approved the resolution and
it is Numbered 1256.
The above resolution is recorded in full on Pages Numbered 319 and 320, Resoluti
Book Number 4.
On motion of Commissioner Barcafer the Board of Commissioners adjourned.

Board of Zoning Appeals meeting, November 5, 1951. Meeting wascalled to
order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Barcafer, Cobb,
King and Price and City Attorney Clark responded.
Building Application No. 3277 Weeks Food Store
Appeal of creeks Partnership, d/b/a Weeks Food Store be allowed rear yard
requirement for Lot 3, Block 1, Replat of Beebe's 2nd Addition to the City of Salina,
Kansas, as otherwise required by Ordinance 5519 be waived on the basis that such
variance from the terms of the ordinance will not be contrary to the public interest
and that substantial justice will be done. Approved by Commissioner Price.
Carried.
Application of J. A. More Special permission be hereby granted to J. A. •
Wymore so that Lots 51 61 7 and b,, Block 8, Woodland Addition tot he City of Salina,
Kansas may be used for tourist court or courts as provided by Section 13 of Ordinance
Number 5519, City of Salina. Approved by Commissioner Price. Carried.
On motion of Commissioner King meeting adjourned.
